The Russian Federation faces one of the fastest growing rates of Human Immunodeficiency Virus (“HIV”) infection in the world. In 1995, Russia adopted comprehensive legislation addressing HIV and the disease caused by this virus, Acquired Immune Deficiency Syndrome (“AIDS”). The legislation prohibited discrimination based on HIV infection and provided access to medical care for people living with HIV/AIDS. Having recognized that Injecting Drug Users involved in sex work will likely act as a bridge to the general population, the Russian government has recently taken greater steps to curb transmission. This article examines one of the most important trends in international legal governance since the end of the Cold War: the rise of “soft law,” or legally non-binding instruments that are given legal effect through domestic law or internationally binding agreements such as treaties. Scholars studying the design of international agreements have long puzzled over why states use soft law. The decision to make an agreement or obligation legally binding is within the control of the states negotiating the content of the legal obligations. The purpose of this paper is to examine the risks of HIV transmission to children through sexual abuse and exploitation in sub-Saharan Africa. The paper is based on a review of pertinent literature. Child sexual abuse in this region must be defined broadly enough to encompass widespread coercion or violence in early sexual relations in some regions, the practice of ‘transactional sex’ and constructions of masculinity, emphasising multiple sexual partners and power over women and girls. For many years, field researchers studying both African (Loxodonta africana) and Asian (Elephas maximas) elephants have indicated that they have observed relatively few births in situ, suggesting that most elephant dams give birth at night. For example, according to Cynthia Moss, "Possibly the majority of births occur at night and perhaps those that do take place in the daytime happen in secluded places" (1988, p. 151). Background

The draft mouse (Mus musculus) genome sequence revealed an unexpected proliferation of gene duplicates encoding a family of secretoglobin proteins including the androgen-binding protein (ABP) α, β and γ subunits. Further investigation of 14 α-like (Abpa) and 13 β- or γ-like (Abpbg) undisrupted gene sequences revealed a rich diversity of developmental stage-, sex- and tissue-specific expression. Despite these studies, our understanding of the evolution of this gene family remains incomplete. The Pholcid Spiders Of Micronesia And Polynesia (Araneae, Pholcidae), Joseph A. Beatty, James W. Berry, Bernhard A. Huber

Records of pholcid spiders from Micronesia and Polynesia are presented, along with records from Indonesia and parts of Melanesia. Nineteen species representing eleven genera are included. An illustrated key for Pacific pholcids is provided. Two species and one genus are not yet known from Micronesia or Polynesia, but are included in the key because they may occur there. Seven species are widespread synanthropic or anthropophilic species, two species are widespread native species, and nine species are endemics of one or several neighboring islands. Distribution maps include only specimens we have seen, not literature records.

Genetic variation in populations, both natural and restored, is usually considered crucial for response to short term environmental stresses and for long term evolutionary change. To have the best chance of successful long-term survival, restored populations should reflect the extant variation found in remnants, but restored sites may suffer from genetic bottlenecks as a result of founder effects. Kankakee Sands is a large-scale restoration being conducted by The Nature Conservancy (TNC) in northwestern Indiana. This study examined the relationship between the APOE ɛ4 allele and postictal confusion in patients with medically intractable temporal lobe epilepsy (TLE). Patients with at least one ɛ4 allele (n = 22) were three times more likely to exhibit postictal confusion (68%) than the 63 patients without ɛ4 (43%). These preliminary results demonstrate that APOE ɛ4 is associated with an increased risk of postictal confusion in patients with medically intractable TLE, suggesting possible dysfunction in neuronal recovery mechanisms.

The Ampullinid Gastropod Globularia (Swainson 1840) From The Late Thanetian-Early Ilerdian Kırkkavak Formation (Polatlı-Ankara) Of The Tethyan Realm, Yavuz Okan, İzzet Hoşgör

Ampullinid gastropods are useful in correlating the Palaeogene marine strata of Central Anatolia. Ampullinid gastropods are found in the Late Paleocene-Early Eocene Kırkkavak Formation in the Macunköy area (Polatlı, west of Ankara). In the Haymana-Polatlı Basin, a variety of Globularia (Swainson 1840) species is described from the upper part of the Kırkkavak Formation, including G. sireli n.sp. The other taxa are G. vapincana (d´Orbigny 1850), G. grossa (Deshayes 1864) and G. crassatina (Lamarck 1804). The Kırkkavak fauna is known in western and central Europe, and central Asia. A 4-year study is being conducted to determine the effect of excess undegrad¬able intake protein supplementation using a cube that is 2/3 dried distillers grains (DDG) to beef cows in late gesta¬tion on cow and calf performance and the performance of heifer calves whose dams were supplemented with protein. Feeding a supplement containing DDG did not influence calf birth and wean¬ing weights, cow body weight prior to calving, and calving interval. Cow body condition score and percentage of cows cyclic prior to breeding increased for supplemented cows.

Feed Nutrient Management Plan Economics software (FNMP$; Koelsch et al., 2007; available at http://cnmp.unl.edu under software resources) was used to evaluate the effect of distillers grains inclusion and manure application rate on feedlot nutrient management plans. Inclusion of distillers grains in diets resulted in greater nutrient excretion, land requirements, and manure hauling distances. However, the increased cost of manure management from feeding byproducts has the potential to be offset by increased manure fertilizer value. Changing from N-based to a P-based application rate increased the amount of land required and costs to apply manure. However, when manure was applied at a …

"The Jollyville Plateau salamander (Eurycea tonkawae) is a perennibranchiate salamander found only in springs, spring runs, and subterranean streams in the Northern Edwards Aquifer northwest of Austin, Texas. This species is currently a candidate for listing under the Endangered Species Act due to threats from urban development throughout its limited range and corresponding negative trends in surface counts at several long-term monitoring sites. Sex differences in seasonal timing include differences in hatch- or birth-date distribution and differences in the timing of migration or maturation such as protandrous arrival timing (PAT), which is early male arrival at breeding sites. I describe a novel form of protandrous arrival timing, as a sex difference in birth-date distribution in a live-bearing fish (Dwarf Perch, Micrometrus minimus). In this species, birth coincides with arrival at breeding sites because newborn males are sexually active. A series of samples of pregnant females and young of year was collected in Tomales Bay, CA. Copulatory organs rapidly evolve and are subject to complex selective pressures affecting mating success. One feature of copulatory organs that is subject to such selective pressures is size. Benefits of longer organs may include greater signal effectiveness in courtship and longer ‘reach’ when attempting copulations with evasive females. Costs of longer organs may include impaired locomotion, increased energetic cost or reduced mechanical compatibility with female genitalia. This Essay responds to an article by Jennifer Collins, Ethan Leib, and Dan Markel, Punishing Family Status, 89 B.U. L. Rev. 1327 (2008). Among other things, Collins et al. offer a new normative framework for determining when and how the criminal law may appropriately be used to promote voluntary care-giving relationships. This Essay argues that their framework is misconceived in two respects. First, voluntariness does not offer a persuasive foundation for criminal enforcement of care-giving responsibilities. The voluntary assumption of responsibilities later neglected has not generally been regarded as either necessary or sufficient as a basis for criminal liability, and …

The rhetoric of self-defense is a powerful instrument in the hands of legal actors to shape our understanding of justified violence in society. This rhetoric is based not in the legal definition of self-defense but rather in the paradigmatic situation of deadly response to deadly attack, which offers useful guidance in interpreting the law's required elements. However, the paradigm also tends to embrace claims of morality and right that threaten to expand self-defense beyond recognition to consider inappropriate values such as vengeance and punishment.

The omnipresence of consumption in advanced societies is indisputable; spaces designed to facilitate consumption (or means of consumption) are one aspect of that presence. On the surface, these spaces appear to be quite harmless dreamworlds full of possibilities, but at another level they are highly instrumental, composed of various mechanisms that work to sell commodities through the manipulation of consumer behavior. I argue that consumption spaces express a logic of movement, and a consumption logistics, that is based on the commodity form and relatable to warfare that works to domesticate consumers into the commodity system.
