Sex Trafficking: Explanations And Suggested Solutions, Tylee Potter

This thesis employs framing theory (Goffman 1974) to analyze interviews with sex workers and three groups of service providers experienced with sex trafficking: (1) law enforcement officials, (2) social service agents, and (3) health care providers. The data set, 'International and Domestic Trends in Sex Trafficking of Women in the United States, 1999-2000,' was collected in 2000 by Dr. Donna Hughes and Dr. Janice Raymond and entails verbatim interviews on various topics regarding sex trafficking including explanations for occurrence and solutions for combating sex trafficking in the United States. The Sixth Amendment And Criminal Sentencing, Stephanos Bibas, Susan Klein

This symposium essay explores the impact of Rita, Gall, and Kimbrough on state and federal sentencing and plea bargaining systems. The Court continues to try to explain how the Sixth Amendment jury trial right limits legislative and judicial control of criminal sentencing. Equally important, the opposing sides in this debate have begun to form a stable consensus. These decisions inject more uncertainty in the process and free trial judges to counterbalance prosecutors. Thus, we predict, these decisions will move the balance of plea bargaining power back toward criminal defendants.

Methods Of Safety Improvements At Coordinated Signals, Wei Li, Andrew P. Tarko

In this research, the safety impact of arterial signal coordination is investigated. Based on the findings, procedures are proposed to incorporate safety considerations into signal coordination design. In addition, a software tool is developed to facilitate the use of the research findings. Signal coordination has been extensively employed as a tool to optimize an arterial system’s mobility performance, commonly measured by the total number of vehicle stops and the time of delays. Although vehicle crashes at signalized intersections have long been recognized as a major safety threat, studies to date have been limited locally to non-coordinated signals or the noncoordinated …

Racial Reconciliation In Christian Ethics: Toward Starting A Conversation, Bryan Massingale

Journal of the Black Catholic Theological Symposium

In this article, delivered originally in 1998 at Marquette University, the author confronts the reality of racism by introducing the need for racial reconciliation. Addressing such issues as social structures and evangelical approaches to the question of race, Massingale ends with a critique of the approach of Catholic theologians and ethicists to racial justice. In the end, Massingale remarks that for Catholics the legacy of slavery continues to hinder an openness to the reality of Africans and African Americans in the Church and in society.

Candor, Zeal, And The Substitution Of Judgment: Ethics And The Mentally Ill Criminal Defendant , John D. King

This Article explores the tension between autonomy and paternalism that characterizes the attorney-client relationship when a criminal defense attorney represents a mentally impaired client. Specifically, the Article analyzes the ethical frameworks that constrain the discretion of the attorney in this situation and proposes a new paradigm for ethical decisionmaking when an attorney represents a marginally competent client.

The purpose of this study was to examine the impact of financial resources upon pretrial release and criminal case outcomes. Data related to the pretrial and criminal case outcomes was analyzed to determine the effect that financial ability has on being released prior to trial and the subsequent adjudication outcome rendered. Other relationships included were ethnicity and sex based on the literature in this area.

A program evaluation of Sharper Future’s Substance Abuse Services Coordinating Agency (SASCA) sex offender treatment program was conducted in order to ascertain whether the program is meeting its treatment goals as outlined by the SASCA contract and Sharper Future program goals. The participants of this evaluation were 248 past male Sharper Future clients who had been mandated to treatment at the Sharper Future facilities and were funded by the SASCA program. The data used in this program evaluation was archival, as it existed in the clients’ file as supplied by the Sharper Future clinics that run a SASCA treatment program. …

As many classrooms around the world utilize instructional technology to attempt to enhance student learning, the faculty resource centers that support this instructional technology are sometimes left out of the equation. This study asks the question "What can faculty resource centers do to help teachers integrate instructional technology to improve student learning?" To help answer this question surveys were sent out to educators at two different higher education institutions. Deregulating Guilt: The Information Culture Of The Criminal System, Alexandra Natapoff

The criminal system has an uneasy relationship with information. On the one hand, the criminal process is centrally defined by stringent evidentiary and information rules and a commitment to public transparency. On the other, largely due to the dominance of plea bargaining, criminal liability is determined by all sorts of unregulated, non-public information that never pass through the quality control of evidentiary, discovery, or other criminal procedure restrictions. The result is a process that generates determinations of liability that are often unmoored from systemic information constraints. The purpose of this thesis is to highlight the dilemma surrounding the quest for an internationally binding legal solution to countering terrorism. It examines the evolution of international laws of war and the definition of terrorism, and the shortcomings of these laws and principles in the classification and adjudication of acts of international terrorism. In doing so, it examines the applicable treaties on the laws of war, including the Geneva Conventions of 1949, various multilateral and regional treaties, and various domestic laws.
