Honors Theses
My paper consists of three sections. In the first, I explain the function of ballot measures and discuss why Americans have supported or opposed the use of direct democracy. I will also offer the history of direct democracy. In the second section, I will discuss the current national state of affairs in direct democracy, specifically analyzing recent ballot measures. I will analyze three cases, focusing on information gathered from the news media and personal interviews with campaign organizers. Finally, I will draw conclusions about these three measures and assert implications for the future of direct democracy.

Evaluating Citizen Adoption And Satisfaction Of E-Government In Mississippi, Craig Paul Orgeron
Evaluating Citizen Adoption And Satisfaction Of E-Government In Mississippi, Craig Paul Orgeron
Theses and Dissertations
Governments at all levels are faced with the challenge of transformation and the need to reinvent government systems in order to deliver efficient and cost effective services, information, and knowledge through information and communication technologies. Electronic government, or e-government, is defined as a way for governments to use the most innovative information and communication technologies, particularly web-based Internet applications, to provide citizens and businesses with more convenient access to government information and services, to improve the quality of the services, and to provide greater opportunities to participate in democratic institutions and processes. E-government presents a tremendous impetus to move forward …
The Experience Of Eye Movement Desensitization And Reprocessing As A Therapeutic Approach In Healing Trauma, Celia Naccarato
The Experience Of Eye Movement Desensitization And Reprocessing As A Therapeutic Approach In Healing Trauma, Celia Naccarato
Open Access Dissertations
Grounded theory method was used to explore the experiences of patients suffering the effects of psychological trauma who had received eye movement desensitization and reprocessing approach (EMDR) as treatment. Saturation of the categories was achieved with the analysis of 15 interviews. The basic social psychological process that emerged is transforming suffering and the core category is changes in perception. The three subcategories, relinquishing, presencing and emerging, form the conceptual framework for the stages of transforming suffering. The stages of relinquishing, presencing and emerging contain concepts and their properties to guide practice. The two dimensions of processing subsumed within each stage …

The Race To The Suburb: The Location Of The Poor In A Metropolitan Area, Charles A. M. De Bartolome, Stephen L. Ross
The Race To The Suburb: The Location Of The Poor In A Metropolitan Area, Charles A. M. De Bartolome, Stephen L. Ross
Economics Working Papers
We provide an explanation for the stylized fact that poor households are concentrated in the inner city of most U.S. metropolitan areas. We consider a metropolitan area with an inner city surrounded by a suburb and two income classes. Using numerical simulations, we show that two equilibria typically exist: one in which the inner city has a majority of poor households and the other in which it has a majority of rich households. We argue that the growth path selects the former equilibrium because rich households "jump" to the suburb before poor households "spill" into the suburb. In addition, the …

Sweet Result In Savory: How The Seventh Circuit Took The Correct Approach To Post-Conviction Access To Dna Evidence In Savory V. Lyons, Jamie T. Newton
Seventh Circuit Review
Progress in the field of DNA testing over the last few decades has resulted in increasingly accurate results. Often this means that DNA evidence found to be inconclusive years ago may prove exculpatory to a prisoner if subjected to today’s more advanced testing. Prisoners may potentially gain access to this evidence through two methods: 1) a writ of habeas corpus; or 2) a § 1983 action. While both approaches can yield the same results, a writ of habeas corpus is subject to several procedural requirements which can delay a prisoner’s access to testing, making a § 1983 action a potentially …

Security Policy, State Power, And Professional Resistance: Libraries And The Usa Patriot Act, Ahna Minge
Security Policy, State Power, And Professional Resistance: Libraries And The Usa Patriot Act, Ahna Minge
Political Science Honors Projects
Historically, national emergencies have prompted the US government to limit private rights in the interest of security. The librarian profession opposed such limitations in the USA PATRIOT Act because it contradicted their professional values. This paper examines how professional identity affects the interaction between librarians and the law. I gathered evidence through in-depth interviews with Twin Cities librarians. The paper concludes that librarian practices stemming from professional values hinder the full implementation of national security policy but do not lead to absolute defiance. This project illuminates the importance of professional groups as sources of private resistance to national security policy.

The Creative Economy In Small Places: Eight Cases And A Developmental Model, Jennifer L. Hutchins
The Creative Economy In Small Places: Eight Cases And A Developmental Model, Jennifer L. Hutchins
Muskie School Capstones and Dissertations
Eight case studies across New England offer understanding of the role of the creative economy in the community and economic development of rural towns and small cities. The cases include Providence and Pawtucket, RI; Burlington, VT; and Portland, Bangor, Norway, Dover-Foxcroft, and the St. John Valley, ME. Ten elements or “building blocks” are observed to be important, leading to an explanatory model for the development of the creative economy in small communities. These elements include creative people, education centers, cultural and natural amenities, business engagement, infrastructure, leadership, networks, strategies, time, and money. The creative economy in the eight communities has …

Electronic Theses and Dissertations
Federal legislation in 1992 entitled the Juvenile Justice Delinquency Prevention Act reordered many of the previous methods employed in the detention of juvenile offenders. Among the reform measures required by the act, there was a mandate to separate adult and juvenile offenders, provide educational opportunities, and established a process for ensuring juvenile rights. The shift in emphasis from simply incarcerating young offenders to providing educationally sound programs including both academic and life skills continues to be a challenging concept. Even though the legislation was passed in 1992, not all juvenile detention facilities have adopted every reform measure. One of the …

Rural-Urban Residency, Treatment Motivation, And Health Status As Factors Related To Dropout From Correctional Substance Abuse Treatment : A Policy Perspective., Christopher G. Block
Electronic Theses and Dissertations
Drugs and crime are inextricably connected. Much of the growth in the prisoner population in America is attributable to the misuse and abuse of drugs and alcohol. Offenders who abuse or are dependent on drugs are at high risk for substantial health problems. Without substance abuse treatment, many offenders are destined to continue recycling through an overburdened criminal justice system, costing taxpayers billions of dollars each year in drug-related healthcare costs and lost productivity. A large body of empirical research demonstrates that treatment helps reduce criminal recidivism and relapse, and is cost-effective. Research also shows that one form of treatment …
Evaluating Arkansas Roadway Intersection Accidents Using Traffic Safety Analysis Methods: Generalized Estimating Equations And Roadway Observation, Jacob Mercer
Industrial Engineering Undergraduate Honors Theses
Considerable research has been made in recent years to evaluate road traffic safety. This is especially true with the United States, whose international rank in public safety is rapidly declining. In 2004, Arkansas ranked as the third highest in traffic fatalities among all the states. These are striking numbers that reflect the lack of attention that the state has received in terms of evaluating road traffic safety. Historically, this safety is measure by one of two methods: Statistical analyses of historical data or hands-on, observational analyses of present safety conditions. Rarely in research are both methods used within the same …

Whistling While You Work: Expanding Whistleblower Laws To Include Non-Workplace-Related Retaliation After Burlington Northern V. White, Robert Johnson
University of Richmond Law Review
This comment will not attempt to harmonize the different standards or predict a future course of interpretation. Instead, it will address the existing disparity as an opportunity to amend whistleblower laws to provide meaningful protection against alltypes of retaliation, not just those that affect the whistleblower's terms or conditions ofemployment. With this broad goal as a basis, this comment will specifically advocate amending all federal whistleblower statutes' retaliation provisions to conform to Title VII's retaliation provision. This would eliminate the requirement that the retaliation affect the terms or conditions of employment and incorporate the public policy rationale outlined in Burlington …
