State And Local Government Documents As “Public Disclosures” Under The False Claims Act: Walking The Tightrope Between Parasitic Litigation And Legitimate Claims, Natalie R. Gregory Jan 2008

State And Local Government Documents As “Public Disclosures” Under The False Claims Act: Walking The Tightrope Between Parasitic Litigation And Legitimate Claims, Natalie R. Gregory

Southern Illinois University Law Journal

The False Claims Act permits private informants to allege fraud against government contractors. To avoid parasitic lawsuits, the Act restricts individuals' right to bring suit by barring actions based on "publicly disclosed" information, thereby avoiding frivolous claims by requiring personal knowledge of fraud. The line between limiting unnecessary litigation and encouraging legitimate whistleblowers to come forth is blurred. While "public disclosure" clearly restricts suits based upon information disclosed via federal government-produced documents, questions remain regarding whether the bar limits suits based upon information found in nonfederal government-produced documents. This Comment addresses why state and local government documents are public disclosures …

A Multi-Modal Approach For Face Modeling And Recognition, Mohammad Hossein Mahoor Jan 2008

A Multi-Modal Approach For Face Modeling And Recognition, Mohammad Hossein Mahoor

Open Access Dissertations

This dissertation describes a new methodology for multi-modal (2-D + 3-D) face modeling and recognition. There are advantages in using each modality for face recognition. For example, the problems of pose variation and illumination condition, which cannot be resolved easily by using the 2-D data, can be handled by using the 3-D data. However, texture, which is provided by 2-D data, is an important cue that cannot be ignored. Therefore, we use both the 2-D and 3-D modalities for face recognition and fuse the results of face recognition by each modality to boost the overall performance of the system. In …

Police Organizations : An Empricial Examination Of American Sheriff's Offices And Municipal Police Agencies, Matthew Adam Jones Jan 2008

Police Organizations : An Empricial Examination Of American Sheriff's Offices And Municipal Police Agencies, Matthew Adam Jones

Dissertations and Theses

The landscape of American policing is comprised of a myriad of police organizations, each serving a distinct function and populace. Yet, police reformers rarely recognize this and continue to disseminate 'umbrella' policy prescriptions to all policing organizations. This body of research argues that public and police administrators must take into account the nature of the organization and its constraining forces before prescribing change or initiating policy. I argue that to intelligently construct police agencies, prescribe policy, and accurately diagnose police organization behavior we must first have a strong idea, if not solid understanding, of the factors that shape and constrain …

Islamic Law In Iran: Can It Protect The International Legal Right Of Freedom Of Religion And Belief?, Jennifer F. Cohen

Chicago Journal of International Law

Differences among civilizations are a critical consideration in the development and enforcement of public international law. As "non-Western" countries gain a more sophisticated and influential presence in the UN and other intergovernmental bodies, these bodies are forced to reconcile their historic and elemental positions with those of member states that may have fundamental differences in their views of governmental power, human rights, and the role of international authority. Religion is one area of particular interest because of its divisive implications for major players on the world stage. Religious beliefs inform the moral frameworks of many of the world's most prominent …
