The UK's Treasury's "Stern Review: The Economics of Climate Change" (Oct. 2006) reached dramatically different conclusions and policy recommendations than most earlier economic analyses of climate change. It found that the costs of climate change, as well as the potential net benefits of greenhouse gas reductions, were much higher that previously estimated, and consequently recommended more rapid and extensive cuts in emissions than other economist analysts. The Stern Review estimated that a 1% annual investment of global GDP in mitigation could prevent a 5% (or more) reduction in annual global GDP from climate change harm, forever. This Review Essay explores the new politics of judicial appointments by addressing the important question whether Senate-specific reforms to the judicial appointments process are likely to succeed. In his recent book, The Next Justice, Chris Eisgruber proposes a two-part plan to repair the Supreme Court appointments process. Like many other scholars that have written in the area, Eisgruber's reforms focus primarily on the Senate. First, he proposes that the Senate get smart by asking penetrating questions about the judicial philosophy of Supreme Court nominees in an effort to ensure that the future Justices are moderates, rather than extremists. The diversity of natural polysaccharides provides the chemist with a broad spectrum of raw materials that can be used in many biological applications. Chitosan is a natural polysaccharide that possesses excellent biological properties. The growth in popularity of social video games that appeal to a wide variety of audiences offers new opportunities for in-game advertisers to reach beyond the traditional gamer market. The current study aimed to test the effectiveness of in-game advertising placements in the popular video game, Guitar Hero III, based on the Limited Capacity Model of Mediated Motivated Message Processing (LC4MP). The Limited Capacity Model predicts that experienced gamers utilize fewer mental resources when playing video games because the repeated action of playing video games eventually becomes automatic. My study examined how inner-city adults perceive and experience the Internet as a civic engagement tool, and if they view the Internet as a tool for environmental advocacy. Research shows a consistent divide between those with Internet access and those without. Individuals living in low-income minority communities are the least likely groups to be Internet connected. Consequently, the Internet could further separate historically marginalized communities from important government and social resources rather than bringing them closer. The European Union's newly enacted comprehensive regulation for industrial chemicals, known as REACH, draws heavily on three decades of experience in the United States under the Toxic Substances Control Act. Much of that experience has been negative, inasmuch as TSCA is widely regarded as a disappointment among US environmental laws, and so REACH deliberately reverses many of the legislative choices that Congress made in TSCA. REACH also takes advantage of important new regulatory concepts that were not available to the framers of TSCA thirty years ago. Human adipose tissue provides a uniquely abundant and accessible source of adult stem cells. In response to chemical, hormonal or structural stimuli, these human adipose-derived adult stem (ASCs) cells can differentiate along multiple lineage pathways, including adipocytes, chondrocytes, myocytes, neurons and osteoblasts. Successful cryopreservation of scientifically and commercially important ASCs would revolutionize the tissue engineering and regenerative medicine industry. The synthesis and sequential surface characterization of silica-polypeptide composite particles is described. Nearly monodisperse colloidal silica cores were obtained by the alkaline hydrolysis of tetraethyl orthosilicate (TEOS). The hydrodynamic radius can be easily controlled in the range of ƒî 20-140 nm by the water/TEOS ratio in the starting reaction mixture. The surface of the synthesized silica cores was further passivated/functionalized (P/F) by a mixture of (3-aminopropyl) trimethoxysilane (APS) and methyl-trimethoxysilane (MTMS). Equine bone marrow-derived mesenchymal stromal cells (MSCs) and adipose tissue-derived stromal cells (ASCs) were compared for frequency within their respective tissues, cell doubling characteristics and differentiation multipotential in culture based on histochemical staining and compositional analysis. Equine MSCs and ASCs from young adult horses were harvested and isolated from sternal bone marrow and supragluteal subcutaneous adipose tissue, respectively, and grown up to passage 10 (P10) to determine cell doubling characteristics. Alternative energy production through biomass gasification produces combustible gases, such as carbon monoxide, hydrogen, and methane. These gases can be used for generation of direct heat, electricity, or liquid fuels through the Fischer Tropsch process. However, a major limitation of the overall process is the purity of the generated synthesis gas. Foreign News And Public Opinion: Attribute Agenda-Setting Theory Revisited, Asya A. Besova

This study contributes to the body of research on public opinion and media coverage of foreign news by examining the coverage of nine foreign countries in The New York Times and The Times. Media coverage and the public opinion about foreign nations were strongly correlated. Specifically, negative coverage tends to have more agenda-setting effects than neutral and positive coverage. The findings also suggest that media portray foreign countries in a unidimensional fashion, by limiting the coverage around a few policy issues. Finally, the U.S. and the U.K. media coverage of foreign nations were very similar.

The purpose of the current study is to examine how the prime time television show 24 frames torture by US government officials almost exclusively in scenarios of high-consequence, high-confidence that are not supported by public opinion polls, provide contextual rationalizations that are unrealistic, show torture methods as a viable means to gain needed information, and show enemy combatants torturing U.S. citizens. This study investigated emerging phonemic awareness skills and printed sight word recognition abilities in two-year-old toddlers using plain text and MorphoPhonic Face words on flash cards. MorphoPhonic Face words were used to determine if this learning process is enhanced when words are iconically represented to show the first sound and the word's meaning (purposefully creating idiosyncratic cues) using pictures superimposed into the letters. RNA Polymerase III transcribed tRNA genes are implicated in a wide variety of chromosome organizational functions that includes the ability to act as a boundary to heterochromatic silencing. A tRNA gene has been shown to be a major component of the barrier that prevents spreading of silencing from the HMR locus to the downstream GIT1 gene on chromosome III in S.cerevisiae. Our results suggest that additional proteins are involved in maintaining the boundary function of this tRNA gene. Mutations or deletions of the genes coding for these additional proteins have been shown to either weaken the boundary or enhance silencing. …

The goal of this dissertation was to demonstrate collection, detection and identification of microorganisms from bioaerosols using offline matrix-assisted laser desorption/ionization mass spectrometry (MALDI-MS) for the analysis of proteins. MALDI-MS intact bacteria techniques were adapted for use with an orthogonal MALDI quadrupole-time-of-flight mass spectrometer. Results indicate the instrument is capable of analyzing intact whole-cells. The first phase was to evaluate three bioaerosol samplers, an Andersen N6 single-stage impactor (AI), a cyclone impactor, and a vacuum filter system. The samplers collected test bioaerosols using a constructed bioaerosol exposure chamber (BEC). The BEC allowed all three samplers to operate in parallel. Each …

A reductively dehalogenating enrichment culture was established using chloroalkane-contaminated groundwater from the PetroProcessors of Louisiana, Inc. (PPI) Superfund site. Two novel, strictly anaerobic bacterial strains, designated as BL-DC-8 and BL-DC-9, were isolated from the enrichment culture. These strains represent the first bacteria known to anaerobically dehalogenate 1,2,3-trichloropropane, the degradation pathway of which was determined. Both strains could be cultured in completely defined basal medium and were also able to dehalogenate a variety of other vicinally chlorinated alkanes including 1,1,2,2-tetrachloroethane, 1,1,2-trichloroethane, 1,2-dichloroethane, and 1,2-dichloropropane via dichloroelimination reactions. The aim of the present study was to examine the reliability and construct validity of a newly developed assessment scale designed to identify autism spectrum disorders in children: Autism Spectrum Disorder-Diagnostic for Children (ASD-DC). Participants were parents and caregivers of children between ages 2 and 16 years, who are typically developing or developmentally delayed. It is known that increased adjustment difficulties have been found among children following a disaster. Laboratory simulation cells were employed to evaluate the effectiveness of a sand cap for containing highly mercury-contaminated lake sediments and the resultant impacts on the mercury fate beneath the cap. Sand cap can delay and reduce the migration of mercury into the overlying water; however, due to the small partition coefficient of mercury between sand and water, a capping material with higher partition coefficient is better for the long-term containment of mercury.
