Automobile Emissions And Climate Change Impacts: Employing Public Nuisance Doctrine As Part Of A "Global Warming Solution" In California, Randall S. Abate
Journal Publications
The battle against climate change and its impacts in the United States must be waged on many fronts and requires many weapons. Until the federal government provides a comprehensive and mandatory legislative response to the climate change problem, gap-filling efforts such as regional, state, and local legislative initiatives and climate change litigation will be essential to achieve some progress in the ongoing challenge to combat the causes and effects of climate change. This Article focuses on one of those gap-filling efforts: public nuisance suits against power companies and automobile manufacturers for the climate change impacts caused by emissions from those …

An In Vivo Examination Of The Pulmonary Toxicity Of Ultrafine And Fine Carbon Black And Titanium Dioxide: Defining The Role Of Particle Surface Area., Tina Marie Sager
Graduate Theses, Dissertations, and Problem Reports (ETD)
The purpose of this study was to test this hypothesis examining the in vivo effects of ultrafine and fine particles on certain parameters of pulmonary damage and inflammation in the rat model. To do this each treatment group received a dosage based on mass particles. This dosage was then expressed as surface area of the particles (instead of mass) to determine if surface area rather than mass is the more appropriate metric of dose for pulmonary toxicity studies. To assess inflammation, BAL was conducted harvested and PMNs were counted as an indicator of pulmonary inflammation. LDH activity was also measured …

Antibiotic Susceptibility Of Pathogens Isolated From Patients With Community-Acquired Respiratory Tract Infections In Pakistan--The Active Study, Afia Zafar, Zahid Hussain, Eale Lomama, Sophie Sibille, Seema Irfan, Erum Khan
Department of Pathology and Laboratory Medicine
BACKGROUND: Respiratory tract infections (RTIs) are amongst the most wide spread and serious infections, accounting for over 50 million deaths globally each year. In developing countries, infants under 4 years of age are at greatest risk of lower RTIs, whereas in developed countries the severity of infection and rate of mortality are greater in elderly. The objective of the survey was to determine the in vitro susceptibility of antibiotics commonly prescribed RTIs against Streptococcus pneumoniae (SP), Haemophilus influenzae (HI) and Streptococcus pyogenes, isolated from patients with community-acquired RTIs globally. This survey involved 9 countries. In this study we present the …

Sensitivity Of Kinetoplastids To Aminoglycoside: Correlation With The 3’ Region Of The Small Subunit Rrna Gene, A. S. Hamad Elgazwy, Masoom M. Yasinzai
Turkish Journal of Biology
In vitro culture systems were used to assess the growth inhibition of kinetoplastids by a variety of aminoglycosides. The parasites were allowed to grow to the stationary phase in the presence of varying concentrations of the drugs. The IC-50 for every drug was calculated by comparison with the control. The sensitivity of various leishmanial strains to these drugs was in the order of: G418 > hygromycin > paromomycin > neomycin; however, under our assay conditions gentamycin and kanamycin were non-leishmanicidal. The effects of the drugs on the intracellular form of the parasite in the macrophage cell line were also tested. Other kinetoplastids, such …

Topical Application Of Entry Inhibitors As "Virustats" To Prevent Sexual Transmission Of Hiv Infection., Michael M Lederman, Robin Jump, Heather A Pilch-Cooper, Michael Root, Scott F Sieg
Kimmel Cancer Center Faculty Papers
With the continuing march of the AIDS epidemic and little hope for an effective vaccine in the near future, work to develop a topical strategy to prevent HIV infection is increasingly important. This stated, the track record of large scale "microbicide" trials has been disappointing with nonspecific inhibitors either failing to protect women from infection or even increasing HIV acquisition. Newer strategies that target directly the elements needed for viral entry into cells have shown promise in non-human primate models of HIV transmission and as these agents have not yet been broadly introduced in regions of highest HIV prevalence, they …
The Human And Economic Dimensions Of Altruism: The Case Of Organ Transplantation, Richard A. Epstein
The Human And Economic Dimensions Of Altruism: The Case Of Organ Transplantation, Richard A. Epstein
Coase-Sandor Institute for Law & Economics Research Paper Series
This paper analyzes three issues critical to understanding the chronic shortage in organs. Section 2 develops a simple economic model of altruism that helps explain how markets with altruistic participants operate in ways similar to ordinary economic markets, but produce an equilibrium position in which more organs are transferred at lower cash prices. Section 3 examines and rejects the various arguments used to undermine the neoclassical arguments in the first section. Section 4 looks at ways to expand the supply of organs: directed donations within families and among friends, solicited organs via matchingdonors.com, donor-recipient pairs, and LifeSharers.

Evaluation Of An Oral Vaccination Program To Control Raccoon Rabies In A Suburbanized Landscape, Jason R. Boulanger, Laura L. Bigler, Paul D. Curtis, Donald H. Lein, Arthur J. Lembo Jr.
Human–Wildlife Interactions
We evaluated the efficacy of an oral rabies vaccination (ORV) program conducted in Erie County, New York, from July through September, 2002–2005. Ingress of the raccoon (Procyon lotor) rabies variant first occurred along the southern border of Erie County, New York, during 1992 and began to spread northward at a velocity of 31 km/year. Fixed-wing aircraft dropped ORV baits in rural landscapes; helicopters, hand baiting, and bait stations distributed baits in suburban landscapes (x̄ bait densities ranged 59–118 baits/km2). Our study objectives were to quantify rabies case densities, evaluate efficacy of intervention efforts, and determine biological, …

Guarding Life's Dark Secrets: Legal And Social Controls Over Reputation, Propriety, And Privacy Book Review, Alex Lubin
Guarding Life's Dark Secrets: Legal And Social Controls Over Reputation, Propriety, And Privacy Book Review, Alex Lubin
American Studies Faculty and Staff Publications
This short but well-researched and well-written book adds to the existing literature about the origins of the Cold War national security state and about the link between international crisis and domestic surveillance. The book confirms previous portraits of FDR as a president with a somewhat relaxed view of civil liberties, and it shows compellingly how Hoover perfected the use of criminal investigations, launched to find evidence of unlawful activities and to gather, file, and disseminate political and other forms of noncriminal intelligence. It therefore fills a void in the scholarship on the FBI, which has tended to focus on the …

The Regulation Of Ddt: A Choice Between Evils, Ashley K. Martin
The Regulation Of Ddt: A Choice Between Evils, Ashley K. Martin
Vanderbilt Journal of Transnational Law
DDT has the potential for great benefit and great harm. It is currently the most efficient method for controlling malaria, particularly for those countries the disease affects most. However, it also causes global pollution and damages the health of humans and wildlife. These characteristics of DDT make regulating DDT difficult because they create a need for the continued use of DDT to prevent the debilitating effects of malaria, but also a need to ban the use of DDT in order to prevent its negative environmental and health effects. These conflicting needs correlate to diverging interests of developing and developed countries. …

Periplasmic Phosphorylation Of Lipid A Is Linked To The Synthesis Of Undecaprenyl Phosphate, Thierry Touzé, An X. Tran, Jessica V. Hankins, Dominique Mengin-Lecreulx, M. Stephen Trent
ETSU Faculty Works
One-third of the lipid A found in the Escherichia coli outer membrane contains an unsubstituted diphosphate unit at position 1 (lipid A 1-diphosphate). We now report an inner membrane enzyme, LpxT (YeiU), which specifically transfers a phosphate group to lipid A, forming the 1-diphosphate species. 32P-labelled lipid A obtained from lpxT mutants do not produce lipid A 1-diphosphate. In vitro assays with Kdo2-[4′- 32P]lipid A as the acceptor shows that LpxT uses undecaprenyl pyrophosphate as the substrate donor. Inhibition of lipid A 1-diphosphate formation in wild-type bacteria was demonstrated by sequestering undecaprenyl pyrophosphate with the cyclic polypeptide antibiotic bacitracin, providing …

The Influence Of Veterinary Schools On The Veterinary Labor Market, Kyle Bosh
MPA/MPP/MPFM Capstone Projects
Problem Statement:
Does the presence of a veterinary school in a state influence the supply of veterinarians practicing in that state? Citizens and animals in states without a veterinary school are at a disadvantage if the presence of a veterinary school significantly improves public health and access to medical services in those states that have a veterinary school.
Research Strategy:
The unit of analysis in this study is 50 states and the District of Columbia. The study is designed as a cross-sectional analysis of 2006 pet, 2002 livestock, 2006 human, labor, and economic data. The study uses simultaneous equations to …
Design And Synthesis Of Small-Molecule Inhibitors As Anti-Malarial And Anti-Serpin Agents, Maria Mirela Puscau
Design And Synthesis Of Small-Molecule Inhibitors As Anti-Malarial And Anti-Serpin Agents, Maria Mirela Puscau
Master's Theses and Doctoral Dissertations
This work describe the design, synthesis and evaluation of small-molecule inhibitors of two different biological targets: Plasmodium falciparium, the most virulent malarial parasite in humans, and plasminogen activator inhibitor-1 (PAI-1), an endogenous serine proteases inhibitor implicated in a wide range of biological processes. Malaria is one of the top global health threats, and there is a great need for developing effective new chemotherapies. PAI-1 is a major component in the regulation of the plasminogen activation system, and the overexpression of this protein has been implicated in a number of conditions, such as thrombosis, atherosclerosis, and myocardial infarction. The research …
Notes On The Multiple Facets Of Immigration Federalism, Rick Su
Notes On The Multiple Facets Of Immigration Federalism, Rick Su
Journal Articles
This symposium essay takes as its starting point the contestable position that some degree of immigration federalism is both constitutionally permissible and politically desirable. It suggests, however, that liberating the issue of immigration from the shadows of federal exclusivity does not necessarily tell us much about what a conceptual framework or legal jurisprudence of immigration federalism should or will actually be like. This is not solely a function of the difficulties inherent in incorporating principles of federalism into what is usually understood to be an exclusive federal field of immigration. Rather, it is also a consequence of the rifts and …
