Military Base Closure And Community Transformation: The Case Of England Air Force Base In Central Louisiana, Phyllis E. Mayo

Closing England Air Force Base (AFB) emerged as a possibility following the first Base Realignment and Closure (BRAC) round in 1988. The central Louisiana community responded with a dual strategy: defense, implemented by a highly visible group of mostly elected officials who fought to save the base; and offense, implemented by a small group of professionals working in the background to develop a contingency plan. Together, they managed both sides of the change equation, political and technical, and produced a military to civilian conversion. Utilitizing And Moving Beyond A Constructionist Approach To Trace The Emergence Of Racial And Ethnic Identities Among Pre-Mexican, Mexican And Americans Of Mexican Descent, Owen Williamson

Cornell and Hartmann (2007) developed a constructionist framework that can describe the development of racial and ethnic identities. Yet this framework has greater utility than its authors have intended as it also provides the best rubric to date for comprehending the transitions between collective identity group types. This study engages in a thorough investigation of the development of racial and ethnic identities within the context of those that precede it via an ethnohistorical analysis. It also demonstrates that this framework is capable of describing pre-modern religious and national identity types in addition to racial and ethnic identity types. This permits …

The specters of violence and economic insecurity have haunted the Sudan since its independence in 1956. The United States Congress has held numerous hearings on the Sudan's civil war and U.S. television news outlets have reported on the conflict since 1983. While attempting to engage the Sudan in a viable peace process, the U.S. Congress has been beset by ineffectual Cold War paradigms and an inability to understand the complexities of the Sudan civil war. The area of Palermo and its environs are rich with history that has been virtually untouched. Little can be found in the English language about the history of Sicily and even less about the cities and towns where Sicilians lived and worked. This thesis looks at the town of Carini in the early seventeenth century (1590–1650) when the kings of Spain (Philip II, III, and IV) ruled Sicily. Research programs in quantitative behavior genetics and evolutionary psychology have contributed to the widespread belief that some psychological characteristics can be “inherited” via genetic mechanisms. In fact, molecular and developmental biologists have concluded that while genetic factors contribute to the development of all of our traits, non-genetic factors always do too, and in ways that make them no less important than genetic factors. This insight demands a reworking of the Modern Evolutionary Synthesis, a theory that defined evolution as a process involving changes in the frequencies of genes in populations, and that envisioned no role for experiential factors now known …

Intellectual Property And The Politics Of Emerging Technology: Inventors, Citizens, And Powers To Shape The Future, Stephen Hilgartner

This article argues that there is a mismatch between traditional intellectual property doctrine and the politics of intellectual property today. To examine the nature of the mismatch, I contrast two frameworks that both appear in contemporary debate about intellectual property: the traditional discourse, which focuses on innovation policy, and a newer, less clearly codified discourse that views intellectual property issues from the perspective of the politics of technology. This latter discourse focuses on the challenge of democratic governance in a world where emerging technologies have assumed a central role in constituting the future, raising far-reaching questions about how they should …

In our study, two dairy compost heaps and one vegetable scrap compost heap were constructed on two research farms in Clemson, SC. Samples were taken from each heap from different locations at 8 elected intervals and analyzed for enterococci and VRE counts by spread plating on Bile Esculin agar (BEA) and BEA containing 6 g/ml of vancomycin, respectively. The initial populations of enterococci and VRE in compost were in the range of 6.46-7.43 and 5.36-6.70 log CFU/g, respectively. After 30 days of active composting the average VRE populations declined ca. 4.6, 4.07, 3.97 and 1.6 logs at the top, center, …

This report represents a thematic summary of findings from the Alagnak Wild River Resident Users Study, the final project in a larger series of studies conducted for the National Park Service (NPS) as part of the Alagnak Wild River Visitor Use Project. The National Park service administers the 56 miles of designated Wild River along the Alagnak in collaboration with the Alaska Department of Fish and Game, which manages fish and wildlife populations along the river. In 2007, the Association of American Colleges and Universities recommended a set of Essential Learning Outcomes as objectives for twenty-first-century college learning. This study examined to what extent Essential Learning Outcomes are endorsed by faculty members with different teaching experience, across academic disciplines, Carnegie Classifications, institution types of controls, and accreditation regions.;Faculty Survey of Student Engagement (FSSE) 2004 data were used for this study with permission from the Indiana University Center for Postsecondary Research. This special section brings together 4 of the 12 studies conducted within a research program analyzing the relationships among social mobilization, governance, and rural development in contemporary Latin America. From Suffragettes To Grandmothers: A Qualitative Textual Analysis Of Newspaper Coverage Of Five Female Politicians In Utah's Deseret News And Salt Lake Tribune, Holly M. Cox

This thesis examines press coverage in the Deseret News and Salt Lake Tribune of five female politicians in Utah history: Martha Hughes Cannon (1896), Reva Beck Bosone (1948), Karen Shepherd (1992), Enid Greene Waldholtz (1994), and Olene S. Walker (2003). A total of 438 articles were reviewed using qualitative textual analysis. Coverage by candidate varied, though it was not in general overtly biased concerning candidate gender. However, the press did call attention to the gender of candidate and gendered commentary was present. My thesis proposes a theory of relational identity development in Chicana literature. Gloria Anzaldua's Borderlands/La Frontera offers an interpretation of Chicana identity that is largely based on historical models and mythology, which many scholars have found useful in interpreting Chicana literature. However, I contend that another text, Sandra Cisneros's The House on Mango Street, not only illustrates the need for an alternative paradigm for considering identity development, but in fact offers such an alternative. The Cost Of Myth-Making: Racial Tension And School Desegregation In Memphis, Amy J. Barger

In Memphis, the desire of white parents to keep their children out of integrated schools stemmed partially from their fear of contact with blacks. This push factor may seem obvious; surely misconceptions about race contributed to nearly every instance of white flight in the South. I argue that in Memphis, however, racial tensions caused many whites to harbor an especially acute fear of contact with blacks. By the time of the debates over busing, two traumatic events had lodged themselves in the recent memories of white Memphians: the sanitation strike of 1968 and the Black Monday school boycotts of 1969. …

Geology is undergoing changes that could influence its knowledge claims, reportedly becoming more laboratory-based, technology-driven, quantitative, and physics- and chemistry-rich over time. This dissertation uses techniques from information science and linguistics to examine the geologic literature of 1945-2005. It consists of two studies: an examination of the geological literature as an expanding network of related subdisciplines, and an investigation of the linguistic and graphical argumentation strategies within geological journal articles.

The first investigation is a large-scale study of topics within articles from 67 geologic journals. Clustering of subdiscipline journals based on titles and keywords reveals six major areas of geology: …

Today, as constitutionalism spreads around the globe, it is embodied de rigueur in written documents. Even places that sustained polities for centuries without a written constitution have begun to succumb to the lure of writtenness. America, we think, spawned this worldwide force, inaugurating a radically new form of political organization when it adopted the U.S. Constitution as its foundational text. Yet the notion of the written constitution had, in fact, received an earlier imprimatur from the pen of Daniel Defoe, English novelist, political pamphleteer, and secret agent. Faculty in post-secondary educational institutions is directly involved in designing, implementi!lg and directing coursework components. The degree of the coursework's impact on student learning can be attributed in part to these instructional gatekeepers. Extensive research indicates that service-learning tenets incorporated into curriculum have enhanced student learning experiences. Nevertheless, faculty inclusion of service-learning curricular components in higher education remains marginal. The purpose of this research was to study post-secondary faculty perceptions, motivations, and concerns from three local institutions of higher education regarding the phenomena that attracts or deters faculty from participating in service-learning pedagogy. There is growing impetus for a domestic U.S. climate policy that can provide meaningful reductions in emissions of CO2 and other greenhouse gases. In this article, I propose and analyze a scientifically sound, economically rational, and politically feasible approach for the United States to reduce its contributions to the increase in atmospheric concentrations of greenhouse gases. The proposal features an up-stream, economy-wide CO2 cap-and-trade system which implements a gradual trajectory of emissions reductions over time, and includes mechanisms to reduce cost uncertainty. In a "House of Learning" lecture in the Harold B. Lee Library in October, 2008, Richard Hacken gave this presentation, a combination of text and images. Coming from the history of ideas, this retrospective of the German woods looked at historical, linguistic, artistic, philosophical, political, literary, cultural, and of course botanical aspects of the German forest. In summary, five major forest themes arise from Germans imagining their own German woods: (1) taming the external and internal wilderness; (2) establishing social justice; (3) advocating national unity; (4) maintaining a sense of the sacred; and (5) encouraging ecological awareness.

Maps came first at Mammoth Cave, Kentucky. Then came explorers who used the maps to make discoveries as they gained a more comprehensive understanding of the longest cave in the world. The saga of mapping at Mammoth Cave parallels the mapping of North America from the 1600s onward. The first map was an “Eye-Draught Map of Mammoth Cave”, penned from memory in 1811, not a survey, to acquaint merchants with the location of saltpeter dirt. In 1835 the managers of Mammoth Cave hired a surveyor, Edmond Lee, to survey and map and profile the main cave passages. Stephen Bishop, a …

The Salt Lake City Endowment House, built of adobe, was located on Temple Square in Salt Lake City, Utah. It served as a temporary temple during the construction of the Salt Lake Temple. It was completed in 1855 and razed in 1889. Using original floor plans, photographs, maps, and descriptions by persons who participated in its sacretodal activities, the author recreates its exterior and interior appearance. Floor plans and elevations of the building, prepared especially for the paper, are also included. The events leading to is destruction are chronicled.
