In 2004, the Irish government rolled out its new two year road safety strategy which aimed to reduce road deaths in the Republic of Ireland to no more than 300 road fatalities by 2006. The strategy failed to reach its target. There were 368 road fatalities on Irish roads in 2006. The effects of the penalty points system, which was introduced in 2003, is considered responsible for reducing Irish road fatality figures to their lowest level since 1964 (335 deaths). However the beneficial effects of the penalty points system have proved transitory and road deaths have risen in recent years. …

Radio frequency identification (RFID) technology increases the ability of organisations to acquire a vast array of data about the location and properties of any entity that can be physically tagged, and wirelessly scanned within certain technical limitations. Off-Label Psychopharmacologic Prescribing For Children: History Supports Close Clinical Monitoring., Julie M Zito, Albert T Derivan, Christopher J Kratochvil, Daniel J Safer, Joerg M Fegert, Laurence L Greenhill

Department of Psychiatry and Human Behavior Faculty Papers

The review presents pediatric adverse drug events from a historical perspective and focuses on selected safety issues associated with off-label use of medications for the psychiatric treatment of youth. Clinical monitoring procedures for major psychotropic drug classes are reviewed. Prior studies suggest that systematic treatment monitoring is warranted so as to both minimize risk of unexpected adverse events and exposures to ineffective treatments. Clinical trials to establish the efficacy and safety of drugs currently being used off-label in the pediatric population are needed. In the meantime, clinicians should consider the existing evidence-base for these drugs and institute close clinical monitoring.

Antimicrobial peptides, including defensins, are components of the innate immune system in ticks that have been shown to provide protection against both gram-negative and gram-positive bacteria. Varisin, one of the defensins identified in Dermacentor variabilis, was shown to be produced primarily in hemocytes but transcript levels were also expressed in midguts and other tick cells. In this research, we studied the role of varisin in the immunity of ticks to the gram-negative cattle pathogen, Anaplasma marginale. Background and Objectives: To enhance research productivity among East Tennessee State University's faculty, the Department of Family Medicine developed and implemented a multi-component initiative to expand multidisciplinary primary care research.

Methods: The research support infrastructure expanded to include a family physician research director, three PhD faculty researchers, two research assistants, a statistician, and a grant/science writer. A monthly seminar series, quarterly workshops, and a formal mentoring program paired more-experienced with less-experienced faculty researchers. Through a competitive mechanism in which junior faculty submitted proposals, a multidisciplinary committee selected two family physician researchers to receive protected time to develop their research.

The article examines the disproportionate impact of Hurricane Katrina on marginalized communities, particularly African Americans and women, through the lens of feminist theory and environmental justice. Reinventing Eugenics: Reproductive Choice And Law Reform After World War Ii, Mary Ziegler

The article argues that eugenic ideologies did not disappear from American law after World War II but instead evolved and were repackaged in response to shifting political and social norms. While the association with Nazi practices led to the decline of overtly coercive eugenic laws, eugenic principles persisted through new strategies, such as voluntary sterilization and population control initiatives. The article contends that the concept of reproductive choice became a key tool for redefining eugenic goals, allowing them to influence law and policy in more subtle ways.

The article explores whether Islamic law can reconcile its teachings with the rights of women, highlighting the Prophet Muhammad's respectful treatment of women while examining the current disparities in women's rights in various Muslim-majority countries. It argues that while Islamic law has the potential to support gender equality, historical and cultural interpretations have often led to discrimination against women. The article suggests that reform is possible through reinterpretation of Islamic sources and increased female participation in legal scholarship.

Ducking Trips In India: A Saga Involving Novartis And The Legality Of Section 3(D), Shamnad Basheer, Prashant Reddy

This paper is an evaluation of the decision in Novartis AG v. Union of India, where the Madras High Court decided on both, the constitutionality of s. 3(d) of the Indian Patents Act, 1970 and its compatibility with the TRIPS regime. The authors agree with the Court insofar as the court upheld the constitutionality of the section. They are, however, critical of the Court's decision to 'duck' out of deciding TRIPS compatibility on jurisdictional grounds. Direct Price Control On Patented Drugs In India: The Probable Effects On Innovations And Access To Medicines, Ajay Prasad, Varsha Iyengar

Addressing the growing concern stemming from the issue of access to and affordability of drugs, this article argues for the use of a direct price control mechanism to prevent the abuse of monopoly rights emerging from the patenting of pharmaceutical products. The article also demonstrates the limited utility of compulsory licensing in achieving access to medicines, and explodes the myth of direct price control necessarily hindering innovation, consequently putting forward a persuasive case for reformulating and rigorously implementing India's hitherto impotent price control regime.

The note argues that the juvenile justice system must integrate the sexual orientation and gender identity of LGBT youth into their rehabilitative process. It emphasizes that these youth face unique challenges, including harassment, rejection, and discrimination, which often lead to their involvement in the juvenile justice system. Many observers consider the Food and Drug Administration (FDA) vital for the protection of consumer health and safety. One hundred years ago, Congress established the entity that would become the FDA and authorized it to regulate foods and drugs, critical responsibilities that the agency has long discharged carefully. Throughout the past century, the FDA's regulatory power has expanded systematically, albeit gradually, while legislatures and courts in the fifty American jurisdictions broadened liability exposure for manufacturers that sold defective products that injured consumers. Several species of bacteria are involved in the production of cheese, including Lactobacillus brevis and Lactococcus lactis. A custom-designed Affymetrix microarray was recently developed to study gene expression in three organisms on a single chip. This array contains only perfect match features for the coding and non-coding regions in the genomes of all three sequences. The multi-species nature of this array version raises interesting questions regarding the preprocessing or normalization strategies for the analysis of gene expression data. We present and evaluate several possible strategies using both cDNA dilution data and experimental expression data from a repeated measures design. …

Project Limulus: What Long-Term Mark/Recapture Studies Reveal About Horseshow Crab Population Dynamics In Long Island Sound, Mark Beekey, Jennifer Mattei

Project Limulus is a long-term study of the population dynamics of the horseshoe crab population in Long Island Sound (LIS). We have tagged over 20,000 spawning adults from >20 beaches ranging from Greenwich to Stonington, CT since 1997. Cumulative recapture rates have reached 9%. On average 90% of the crabs are recaptured within a few miles of their original tag site within the first season. Between seasons, on average, 45% of crabs are recaptured within the same locality of where they were tagged. Of all recaptures, 99% of recaptured individuals are found within LIS. The preferred political metaphor in the constitutionalist context was the mystical political body, a concept that defined a system in which power was shared and the well-being of the community was linked to the well-being of the individual. Within the mystical political body, the theoretical possibility exists for women not only to occupy a civic space through organic (and organological) association but also to articulate their perspective and its consequences for the political community in a civically approved way.
