Intergenerational Equity In Fiscal Policy Reform, Michael Doran

Georgetown Law Faculty Publications and Other Works

This article argues that the idea of evaluating government fiscal policy along the dimension of intergenerational equity is largely misguided. In sharp contrast to the intragenerational distribution of wealth--where government policy plays an active and commanding role in transferring resources between and among different groups--the intergenerational distribution of wealth is determined mainly by decisions of private actors that fall outside government policy and that may blunt or even reverse the distributional effects of government policy. The Hong Kong Housing Society (HKHS) of the Hong Kong Government launched the Senior Citizen Residence Scheme (SEN) in 2001 to provide housing units for the middle-class elders aged 60 and above, who have pre-set limits of asset and guaranteed income (Hong Kong Housing Society, n.d.). As a result, two public estates came into operation one year after in 2002. At present, a total of about 800 elders live in these two estates. The present study is under the auspices of the HKHS to evaluate the satisfaction of the residents in the two estates, to make recommendations on the improvement …

Measuring The Contributions Of Motives And Perceived Barriers To Active Aging, Francis G. Caro, Jeffrey A. Burr, Eilon Caspi, Jan E. Mutchler

General motivation to be active and general perceived barriers to activity may help to explain the overall activity patterns of older persons in the second half of the life course. We report on a project designed to develop and refine measures of motivation and perceived barriers that can be used to examine the relationships between activity motivation, activity barriers, and several forms of actual activities. Four specific activities were considered: working, volunteering, exercising, and taking classes. An opportunity sample of 192 middle-aged and older persons from eastern Massachusetts responded to a questionnaire concerned with motivation, perceived barriers, and activities. Reliable …

Osteoporosis, a degenerative bone disease, is a preventable disease. The purpose of this study was to determine if an educational intervention would increase knowledge and influence women to change their behaviors (i.e., exercise and dietary calcium intake) related to osteoporosis.

A random sample of 149 college female students participated in this study. Participants completed two questionnaires consisting of the Osteoporosis Knowledge Test and the Osteoporosis Self-Efficacy Scale. Participants were surveyed to determine their knowledge of osteoporosis and their intent to change their health behavior before and after an educational intervention.

Statistical analysis indicated that an educational intervention increased the subjects’ …

Aging may involve free radical accumulation, which causes cell damage. Foods with antioxidant properties, such as blueberries, have been implicated as being able to extend the longevity of an organism. In addition to environmental factors, genetics also plays a role in aging and death.. In Drosophila melanogaster, one of the genes involved in longevity is Indy (I'm not dead yet). Mutations to this gene have demonstrated the ability to increase lifespan. The goal of this study was to examine the influence of exercise training and type I diabetes on the activity of aconitase and superoxide dismutase (SOD), on levels of reduced glutathione (GSH), on the expression of genes responsible for glutathione synthesis (Gclc, g-glutamylcysteine synthase; Gss, glutathione synthetase), and on the expression of genes responsible for the formation of two potassium channels (Kcnd2, Ito; KCNQl, IKs) in cardiac muscle. Forty female Sprague-Dawley rats were divided into four groups: sedentary controls, sedentary diabetics, trained controls, and trained diabetics. The purpose of the study was to examine the leisure patterns of nonresident fathers while spending time with their child(ren), and to examine leisure constraints, leisure facilitators and nonresident fathers’ satisfaction with family leisure activities. Four instruments were used to collect the data. Family leisure involvement was measured using the Family Leisure Activity Profile (FLAP), leisure constraints were measured using the Nonresident Father Leisure Constraint Scale (NFLCS), leisure facilitators were measured using the Nonresident Fathers’ Leisure Facilitator Scale (NFLFS), and family leisure satisfaction was measured using the Family Leisure Satisfaction Scale (FLSS). Emerging data indicate that progesterone has multiple non-reproductive functions in the central nervous system to regulate cognition, mood, inflammation, mitochondrial function, neurogenesis and regeneration, myelination and recovery from traumatic brain injury. Progesterone-regulated neural responses are mediated by an array of progesterone receptors (PR) that include the classic nuclear PRA and PRB receptors and splice variants of each, the seven transmembrane domain 7TMPRβ and the membrane-associated 25-Dx PR (PGRMC1). These PRs induce classic regulation of gene expression while also transducing signaling cascades that originate at the cell membrane and ultimately activate transcription factors. The results of violence are a major public health problem that infiltrates hospital emergency departments (ED) daily. Often, ED nurses are the first healthcare professionals to see patients, speak with family members, handle personal property and collect laboratory specimens. Such actions can be of extreme importance to the 27 different categories of forensic patients. To adequately address forensic patient issues, ED nurses need exposure to forensic education. The construct of apology has recently received more attention by researchers (Allan, 2007) and several factors that may influence apologetic responses have been identified. The gender of an offender is one such factor. A review was undertaken to examine the literature pertaining to the influence of the gender of an offender on apologies. The purpose of this study was to identify those characteristics which make up an appropriate work attitude among officials and managers in a Resort Industry setting. Stepping Over Obstacles Of Different Heights And Varied Shoe Traction Alter The Kinetic Strategies Of The Leading Limb, Jeremy J. Houser, Leslie M. Decker, Nikolaos Stergiou

This study aims to investigate the effects of shoe traction and obstacle height on friction during walking to better understand the mechanisms required to avoid slippage following obstacle clearance. Ten male subjects walked at a self-selected pace during eight different conditions: four obstacle heights (0%, 10%, 20%, and 40% of limb length) while wearing two different pairs of shoes (low and high traction). Frictional forces were calculated from the ground reaction forces following obstacle clearance, which were sampled with a Kistler platform at 960 Hz. All frictional peaks increased with increases in obstacle height. Low traction shoes yielded smaller peaks …

Fear of crime among various groups has long been studied in Western societies. Many studies have concluded that older persons tend to exhibit higher levels of fear of crime than other age groups even though they are generally at a lower risk of being victims of crime. However, there have been relatively few studies on fear of crime and associated reasons amongst older persons in Asian cities and Chinese societies.
