Four Failures Of Deliberating Groups, Cass R. Sunstein, Reid Hastie Apr 2008

Four Failures Of Deliberating Groups, Cass R. Sunstein, Reid Hastie

Public Law and Legal Theory Working Papers

Many groups make their decisions through some process of deliberation, usually with the belief that deliberation will improve judgments and predictions. But deliberating groups often fail, in the sense that they make judgments that are false or that fail to take advantage of the information that their members have. There are four such failures. (1) Sometimes the predeliberation errors of group members are amplified, not merely propagated, as a result of deliberation. (2) Groups may fall victim to cascade effects, as the judgments of initial speakers or actors are followed by their successors, who do not disclose what they know. …

Viewing Virtual Property Ownership Through The Lens Of Innovation, Ryan G. Vacca Mar 2008

Viewing Virtual Property Ownership Through The Lens Of Innovation, Ryan G. Vacca

Cornell Law School Inter-University Graduate Student Conference Papers

Over the past several years scholars have wrestled with how property rights in items created in virtual worlds should be conceptualized. Regardless of how the property is conceptualized and what property theory best fits, most agree the law ought to recognize virtual property as property and vest someone with those rights.

This article moves beyond the conceptualization debate and asks two new questions from a new perspective. First, how ought virtual property rights be allocated so innovation and creativity can be maximized? Second, how can the law be changed to remove barriers that unnecessarily impede a regime that maximizes creativity …

Potential Future Changes Of The Terrestrial Ecosystem Based On Climate Projections By Eight General Circulation Models, Clement Alo, Guiling Wang Mar 2008

Potential Future Changes Of The Terrestrial Ecosystem Based On Climate Projections By Eight General Circulation Models, Clement Alo, Guiling Wang

Department of Earth and Environmental Studies Faculty Scholarship and Creative Works

A number of previous modeling studies have assessed the implications of projected CO2-induced climate change for future terrestrial ecosystems. However, although current understanding of possible long-term response of vegetation to elevated CO2 and CO2-induced climate change in some geographical areas (e.g., the high-latitude regions) has been strengthened by dint of accumulating evidence from these past studies, it is still weak in others. This study examines the responses of global potential natural vegetation distribution, net primary production (NPP), and fire emissions to future changes in atmospheric CO2 concentration and climate using the National Center for Atmospheric Research Community Land Model's dynamic …

American Pikas (Ochotona Princeps) In Northwestern Nevada: A Newly Discovered Population At A Low-Elevation Site, Erik A. Beever, Jenifer L. Wilkening, Donald E. Mcivor, Shana S. Weber, Peter F. Brussard Mar 2008

American Pikas (Ochotona Princeps) In Northwestern Nevada: A Newly Discovered Population At A Low-Elevation Site, Erik A. Beever, Jenifer L. Wilkening, Donald E. Mcivor, Shana S. Weber, Peter F. Brussard

Western North American Naturalist

The central tenet of island biogeography theory—that species assemblages on islands are functions of island area, isolation from mainlands, and vicariance—has been altered by the demonstrable effects that rapid climate change is imposing on insular faunas, at least in isolated mountaintops. Although populations of American pikas (Ochotona princeps) continue to suffer extirpations, and although the lower bounds of the pika's elevational distribution are shifting upslope across the Great Basin, we report here on the new discovery of a low-elevation population of pikas in a mountain range from which they had not been reported previously. This discovery, particularly in …

Dental Hygienists' Beliefs, Norms, Attitudes, And Intentions Toward Treating Hiv/Aids Patients, Barbara Clark-Alexander Mar 2008

Dental Hygienists' Beliefs, Norms, Attitudes, And Intentions Toward Treating Hiv/Aids Patients, Barbara Clark-Alexander

USF Tampa Graduate Theses and Dissertations

There is a great demand and need for oral health care during the course of HIV disease (HIV Costs and Services Utilization Study; Marcus et. al., 2005). HIV+ patients identified three key barriers to obtaining oral health treatment: 1) beliefs and attitudes of dental health care providers (DHCPs) may have lead to their unwillingness to treat HIV/AIDS patients; 2) the existence of racial and ethnic disparities in health care in the United States, and 3) how DHCPs perceive their risk of contracting HIV. The fear and stigma associated with treating patients with HIV further compromises their access to care and …

Geographic Patterns Of Ground-Dwelling Arthropods Across An Ecoregional Transition In The North American Southwest, David C. Lightfoot, Sandra L. Brantley, Craig D. Allen Mar 2008

Geographic Patterns Of Ground-Dwelling Arthropods Across An Ecoregional Transition In The North American Southwest, David C. Lightfoot, Sandra L. Brantley, Craig D. Allen

Western North American Naturalist

We examined the biogeographic patterns of ground-dwelling arthropod communities across a heterogeneous semiarid region of the Southern Rio Grande Rift Valley of New Mexico. Our 3 sites included portions of 5 ecoregions, with the middle site a transition area where all ecoregions converged. We addressed the following 3 questions: (1) Do the species assemblage patterns for ground arthropods across habitats and sites conform to recognized ecoregions? (2) Are arthropod assemblages in distinct vegetation-defined habitats within an ecoregion more similar to each other or to assemblages in similar vegetation-defined habitats in other ecoregions? (3) Is there a detectable edge effect with …

Winter And Early Spring Bird Communities In Grasslands, Shrubsteppe, And Juniper Woodlands In Central Oregon, Daniel P. Reinkensmeyer, Richard F. Miller, Robert G. Anthony, Vern E. Marr, Corinne M. Duncan Mar 2008

Winter And Early Spring Bird Communities In Grasslands, Shrubsteppe, And Juniper Woodlands In Central Oregon, Daniel P. Reinkensmeyer, Richard F. Miller, Robert G. Anthony, Vern E. Marr, Corinne M. Duncan

Western North American Naturalist

We compared winter (December, January, and February) and early spring (March and April) bird communities among 4 successional stages that included grassland, shrubsteppe, juniper-shrubsteppe, and old-growth juniper woodland in central Oregon. Birds were surveyed monthly from December through April in 1998/1999 and 1999/2000 using the point count method to estimate relative abundance of birds (individuals · transect−1year−1). We used distance sampling to correct for potential bias in estimating abundance and density among successional stages. A total of 4513 birds (32 species) were detected. Relative abundance of total birds (all species combined) was similar in the juniper-shrubsteppe …

Observations On Body Mass Of Prairie Dogs In Urban Habitat, Seth B. Magle Mar 2008

Observations On Body Mass Of Prairie Dogs In Urban Habitat, Seth B. Magle

Western North American Naturalist

The black-tailed prairie dog is an important component of prairie and steppe ecosystems. Currently many prairie dog colonies are fragmented by, or adjacent to, urban development, but little is known about what effects urbanization may have on these animals. I compare body weights and sex ratios of prairie dogs in isolated urban habitat in Denver, Colorado, to published data for black-tailed prairie dogs at the same time of year. Prairie dogs in this study had summer weights similar to those reported in the literature, although males apparently gained weight earlier in the year, and observed sex ratios were not significantly …

Assignment Of Estimated Average Annual Daily Traffic Volumes On All Roads In Florida, Tao Pan Mar 2008

Assignment Of Estimated Average Annual Daily Traffic Volumes On All Roads In Florida, Tao Pan

USF Tampa Graduate Theses and Dissertations

In the first part, this thesis performed a study to compile and compare current procedures or methodologies for the estimation of traffic volumes on the roads where traffic counts are not easily available. In the second part, linear regression was practiced as an AADT estimation process, which was primarily based on known or accepted AADT values on the neighboring state and local roadways, population densities and other social/economic data.

To develop AADT prediction models for estimating AADT values, two different types of database were created, including a social economic database and a roadway characteristics database. Ten years social economic data, …

Time Bending: Temporal Malleability And Organizational Response In Crisis Situations, Gary W. Carson Mar 2008

Time Bending: Temporal Malleability And Organizational Response In Crisis Situations, Gary W. Carson

USF Tampa Graduate Theses and Dissertations

The terrorist attacks of 9/11 created a crisis of epic proportions for the airline industry. The attacks, on the heels of the first financial losses in four years, threatened the existence of many airlines. It was incumbent on the CEO to make sense and offer a plan to control the crisis and move forward. There were fewer audiences more attentive to this senemaking activity than the stockholders. On the cusp of the organization, shareholder management is a central job of CEOs in the 21st century. This study focuses on CEO presentations to shareholders for American, Delta and Frontier Airlines before …

Motorists Will Have To Pay For The Cost Of Congestion, Thomas Power Mar 2008

Motorists Will Have To Pay For The Cost Of Congestion, Thomas Power

Articles

The available road space (the scarce resource) is currently allocated by one’s willingness to sit in traffic jams. The costs incurred in sitting in traffic jams benefits no one – it is pure deadweight loss. The solution is to get the motorist to pay the social cost (marginal congestion cost). By pricing the cost of this traffic congestion in euro, this money could be collected and put to good use, perhaps on improving public transport.

Making E-Reference Books Findable, Mohan Ramaswamy, Tara Baillargeon, Charlene N. Simser Mar 2008

Making E-Reference Books Findable, Mohan Ramaswamy, Tara Baillargeon, Charlene N. Simser

Library Philosophy and Practice (e-journal)

The Internet has significantly changed the ways in which information is provided, particularly in libraries. Libraries are buying increasing numbers of electronic reference (e-Reference) materials which are buried in the catalog or on web pages, not to be easily found by the user. Unlike print reference books, e-Reference books are not found on libraries’ reference shelves and, therefore, are underused. Libraries face the dilemma of how to make e-Reference books more accessible to patrons. Kansas State University Libraries are addressing this challenge by using the powerful metadata behind OPAC records to create browsable e-Reference lists. These lists are also published …

Use Of A Help-Wanted Index To Assess Marketplace Demand For Ophthalmologists, Chukwuemeka Nwanze Mar 2008

Use Of A Help-Wanted Index To Assess Marketplace Demand For Ophthalmologists, Chukwuemeka Nwanze

Yale Medicine Thesis Digital Library

Over the 26 year study period a consistent increase in the demand for academic ophthalmologists was noted (34% of HWI in 1980 to 74% in 2005). There was also a consistent increase in the demand for specialists (31% of HWI in 1980 to 80% in 2005), especially demand for retina specialists. There were no consistent geographical trends in demand. Need for academic ophthalmologists seems to be correlated with national research expenditure and stock market gains (p = 0.00191), while demand for private practice ophthalmologists seems to be correlated with the national economic wellbeing, as measured by Gross Domestic Product (GDP) …

Challenging The Plantation Myth: A Comparison Of The Economic Histories And Relative Success Of Three Georgia Plantations From 1820 To 1870, Rachel Devan Mar 2008

Challenging The Plantation Myth: A Comparison Of The Economic Histories And Relative Success Of Three Georgia Plantations From 1820 To 1870, Rachel Devan

Honors Theses

Though popular culture often makes the assumption that showplace plantations were the norm in the antebellum South, plantation archaeologists and historians have observed that the data say otherwise. Many of the Southern plantations that they study fall far short of the showplace ideal. In fact, a key role for plantation historians and archaeologists is to clear up the Americans' misconceptions about antebellum plantations by studying a range of plantation types and sizes. One way to accomplish this goal is to classify plantations under archaeological or historical study as either working plantations or showplace plantations based on economic data and use …

The Impact Of Instructional Delivery Methods On Retention Of Bsn-C Students, Cynthia Susan Billman Mar 2008

The Impact Of Instructional Delivery Methods On Retention Of Bsn-C Students, Cynthia Susan Billman

Dissertations

Education and nursing are changing. Registered Nurses (RNs) who have the greatest impact on the health of consumers are those who have attained a Baccalaureate degree or higher (Aiken, Clark, Cheung, Sloan, & Silber, 2002). Yet nurses remain the least educated of all health care professionals. RNs who return to school to pursue a bachelor's degree face many challenges including scheduling full-time work and family responsibilities (Jeffreys, 2004). Instructional delivery alternatives may increase the likelihood of graduation with a baccalaureate degree for RNs whose initial nursing education was either the associate or diploma degree (Shelton, 2004). Retention is integral in …
