Obstacles To Information Access And Use In Developing Countries, Akobundu Dike Ugah

Library Philosophy and Practice (e-journal)

Information is an important economic and political resource. It is vital to development and progress. A society that lacks information or access to it will find it difficult to make meaningful progress. This paper examines obstacles to information access and use. lack of awareness; inaccessibility; information explosion; bibliographic obstacles: environment; poor infrastructure; declining budgets and rising costs; costs for users; staff attitude toward users; and crime. The paper suggests how the obstacles can be overcome.

Genomic research tools such as microarrays are proving to be important resources to study the complex regulation of genes that respond to environmental perturbations. A first generation cDNA microarray was developed for the environmental indicator species Daphnia pulex, to identify genes whose regulation is modulated following exposure to the metal stressor cadmium. Our experiments revealed interesting changes in gene transcription that suggest their biological roles and their potentially toxicological features in responding to this important environmental contaminant.

Sociologists use the term social construction to refer to the processes by which people assign meaning to their world. This paper argues that numeracy education needs to address social construction. In particular, thinking critically about the statistics the news media report regarding social issues requires understanding the competitive nature of the social problems marketplace, and the social forces that allow questionable numbers to receive widespread public attention. Such critiques must incorporate more than assessing how the numbers were calculated; they must consider the social construction of particular statistics. Dartmouth’s Critical Moments project is designed to promote discussions among faculty and graduate students about the retention of students, particularly women and minorities, in science, math, and engineering (SME) disciplines. The first phase of the ongoing project has been the development of four case stories, which are fictionalized composites drawn from surveys and interviews of real Dartmouth students. The surveyed population was 125 students in general chemistry. Of the 77 who agreed to be interviewed, 61 reported having experienced a critical moment – i.e., a positive or negative event or time that had a significant impact on the student’s academic …

Forty K-8 teachers participated in small, in-depth, facilitated discussions about "pressure points" in the curriculum. We define a pressure point as a topic, skill, or concept that is crucial to future mathematics learning but which many or most students do not master to the extent expected at a given grade level. They are issues that persist from one grade level to the next; eventually they impair the ability of students to succeed in technical disciplines. The teachers identified a number of pressure points; we focus on an understanding of place value and "reasonableness" of answer as two examples that were …

To that end, much can be learned from recent studies of the weaknesses of mathematics education research and recommendations on how to overcome them. The National Numeracy Network grew from heightened awareness of the complex and sophisticated nature of quantitative literacy and the resulting need for interdisciplinary attention to education for quantitative literacy in schools and colleges. This complexity and sophistication applies especially to the US where it is fueled by an agile economy and the needs of a democratic society. This paper describes the environment surrounding the National Numeracy Network’s establishment, some of its activities, and some complementary and synergistic actions by other professional societies. Whereas clinical professionals and the general public recognize exercise in moderate amounts as an important component of a healthy lifestyle, researchers have noted that when taken to an excessive level, exercise may become addictive. Usually considered rare in the broad exercising population, risk for exercise addiction has been found to be more prominent among certain specialized groups, such as runners. This study investigated the risk for exercise addiction in a unique group of endurance athletes-Sprint-, Olympic-, Half-Ironman, and Ironman-distance triathletes. As part of the ONR sponsored Coupled Boundary Layer/Air-Sea Transfer (CBLAST) experiment, data from the NOAA WP-3D research aircraft measurements into major Hurricanes in the 2002-2004 seasons are analyzed to investigate the structure of the boundary layer. The turbulent fluxes of momentum and enthalpy are derived using the eddy correlation method. For the first time, the momentum and enthalpy fluxes were directly measured in the boundary layer of a hurricane with wind speeds up to 30 m/s. A new bulk parameterization of the momentum and enthalpy flux is developed. The vertical structure of turbulence and fluxes are presented for the …

The Lagrangian dynamics of two-dimensional incompressible fluid flows is considered, with emphasis on transport processes in atmospheric and oceanic flows. The dynamical-systems-based approach is adopted; the Lagrangian motion in such systems is studied with the aid of Kolmogorov-Arnold-Moser (KAM) theory, and results relating to stable and unstable manifolds and lobe dynamics. Some nontrivial extensions of well-known results are discussed, and some extensions of the theory are developed. In problems for which the flow field consists of a steady background on which a time-dependent perturbation is superimposed, it is shown that transport barriers arise naturally and play a critical role in …

The ground state of aluminum hydrosulfide, AlSHX (where X = − 1,0, + 1), has been examined using high-level ab initio electronic structure calculations at the CCSD(T) level with an augmented correlation-consistent basis set. The geometries have been optimized up through the aug-cc-pV5Z level and vibrational frequencies calculated using the aug-cc-pV5Z basis set. The energetic properties of AlSH are also examined. The adiabatic ionization potential and electron affinity of AlSH are calculated to be 198.5 and 7.7 kcal mol−1, respectively. Dissociation of AlSH into AlS + H will require 78.2 kcal mol−1 of energy, and the Al-S bond energy is …

Ultrashort Intense-Field Optical Vortices Produced With Laser-Etched Mirrors, James Strohaber, Timothy D. Scarborough, Cornelis J. Uiterwaal

We introduce a simple and practical method to create ultrashort intense optical vortices for applications involving high-intensity lasers. Our method utilizes femtosecond laser pulses to laser etch grating lines into laser-quality gold mirrors. These grating lines holographically encode an optical vortex. We derive mathematical equations for each individual grating line to be etched, for any desired (integer) topological charge. We investigate the smoothness of the etched grooves. We show that they are smooth enough to produce optical vortices with an intensity that is only a few percent lower than in the ideal case. We demonstrate that the etched gratings can …
