This article discusses the Central Bank of Nigeria (CBN) standing facilities and their effectiveness in reducing interbank interest rate volatilities as well as the challenges that have been faced by both the CBN and market operators in the implementation. The paper is organized into six sections. Following this introduction in section II, the CBN indirect monetary policy instruments are discussed as a prelude to the introduction of the standing deposit/lending facilities in December 2006. The CBN standing facilities as instruments of liquidity management are discussed in section III. Some of the countries that have adopted the policy instruments are surveyed …

On The Total Duration Of Negative Surplus Of A Risk Process With Two-Step Premium Function, Pavlina Jordanova

We consider a risk reserve process whose premium rate reduces from cd to cu when the reserve comes above some critical value v. In the model of Cramer-Lundberg with initial capital u ≥ 0, we obtain the probability that ruin does not occur before the first up-crossing of level v. When u < v, following H. Gerber and E. Shiu (1997), we derive the probability that starting with initial capital u ruin occurs and the severity of ruin is not bigger than v. Further we express the probability of ruin in the two step premium function model - ψ (u,v), by the last two probabilities. Our assumptions imply that the surplus process will go to infinity almost surely. This entails that the process will stay below zero only temporarily. We derive the distribution of the total duration of negative surplus and obtain its Laplace transform and mean value. As a consequence of these results, under certain conditions in the Model of Cramer-Lundberg we obtain the expected value of the severity of ruin. In the end of the paper we give examples with exponential claim sizes.

The categorization of a separate type of “prophylactic” injunction and its continued prevalence in the courts provides a framework by which to evaluate the legitimacy of broad injunctions. Such broad injunctive relief has been conventionally theorized as simple judicial activism, and has been attacked accordingly. The theory of prophylaxis provides an alternative narrative by which to evaluate injunctive relief in order to retain valuable and effective judicial remedies. Rather than striking down all broad injunctive relief as the dominant discourse demands, the concept of the prophylactic injunction provides language through which jurists and lawyers can navigate the real issues of …

The management of metastatic urothelial carcinoma (UC) of the bladder is a common and complex clinical challenge. Despite the fact that UC is one of the most frequent tumors in the population, long term survival for metastatic disease remains low, and chemotherapy is curative for only a small minority of patients. UC is genetically heterogeneous, and it is surrounded by a complex tissue microenvironment. The problems of clinical practice in the field of metastatic bladder cancer have begun to stimulate translational research. A Statistical Appraisal Of Disproportional Versus Proportional Microbial Source Tracking Libraries, Brian J. Robinson, Kerry J. Ritter, Rudolph D. Ellender

Library-based microbial source tracking (MST) can assist in reducing or eliminating fecal pollution in waters by predicting sources of fecal-associated bacteria. Library-based MST relies on an assembly of genetic or phenotypic "fingerprints" from pollution-indicative bacteria cultivated from known sources to compare with and identify fingerprints of unknown origin. The success of the library-based approach depends on how well each source candidate is represented in the library and which statistical algorithm or matching criterion is used to match unknowns. Because known source libraries are often built based on convenience or cost, some library sources may contain more representation than others. Depending …

For decades since the formation of the defense establishment under the 1947 National Security Act, all U.S. cabinet departments, national security agencies, and military services involved in providing for the common defense have struggled to overcome differences in policy and strategy formulation, organizational cultures, and even basic terminology. Post-September 11, 2001, international systems, security environments, U.S. military campaigns in Afghanistan and Iraq, and the greater Global War on Terrorism have confronted civilian policymakers and senior military officers with a complex, fluid battlefield which demands kinetic and counterinsurgency capabilities. Although the Supreme Court of the United States ruled it is cruel and unusual to execute someone with a mental handicap, Texas statutes still do not adequately protect these individuals. Previously, the Court in Penry v. Lynaugh upheld states executing individuals with mental deficiencies. However, individual states began to outlaw such a practice. When the Court heard Atkins v. Virginia, they determined the states created a national consensus against executing persons who possess certain developmental disabilities, thus rendering it cruel and unusual. Atkins did not, however, define mental retardation and left it up to individual states to determine that criteria. …

This work presents a numerical study for a new design of small size and multi-band fractal dipole antennas which is constructed by combining two fractal geometries to get the main antenna body. In this work a 3D combined fractal dipole antenna will be designed based on Hilbert and Koch curves to form the antenna geometry by using method of moment technique. Numerical simulations presented here also indicate that antenna size can be further reduced by 3D combined.

Image identification plays a great role in industrial, remote sensing, medical and military applications. It is concerned with the generation of a signature to the image. This work proposes a dynamic program (use Neural Network) to classify the texture of human member image then identify whether the member is infected or not. Direct torque control became the most popular technique for induction motor control through the last two decades, because of its simple structure, accurate and fast torque response, but it has some drawbacks such as torque and stator flux ripples. Therefore, an accurate and fast estimation of stator flux and torque values is required. In oviparous vertebrates, the maternal transfer of steroid hormones to egg yolk can vary among species, within and among clutches, seasonally, due to age, and in response to social and environmental cues. In previous studies, significant effects on hatchling phenotype, sex and survival have been attributed to a variation in egg yolk hormone levels. The differential allocation of yolk hormones in sea turtles, multiple clutching oviparous reptiles with a high reproductive output and temperature dependent sexdetermination (TSD), has yet to be investigated. Acid-base regulation is a vital mechanism in homeostasis. Fish must maintain optimal physiological acid-base parameters during changes in an aquatic habitat. Environmental factors such as changes in salinity affect fish ability to maintain optimal blood plasma ion concentrations. Ion regulation influences the fish ability to maintain optimal acid-base balance. The Na+/H+ Exchanger-3 (NHE-3) has been shown to be the primary membrane ion transporter responsible for acid-base balance in the mammalian kidney. The objective of this study is to characterize NHE-3 in the gills of longhorn sculpin (Myoxocephalus octodecimspinosus).

Small Mammal Habitat Associations In A Fragmented Agricultural Landscape, William Wall Hamrick

The purpose of this research was to examine how small mammals select habitats in a fragmented agricultural landscape in southeast Georgia. I captured small mammals at 71 trap sites within 33 locations in Bulloch and Candler Counties, Georgia. Prior to trapping, each site was classified based on predominant habitat type. Within each trap site, habitat variables were quantified for capture and non-capture trap stations. Using GPS and ArcMap GIS, I quantified surrounding land cover associated with each trap site. A total of 398 individuals of 10 different species of small mammals were captured. Peromyscus gossypinus and Sigmodon hispidus were captured …

The Landsat-5 (LS) satellite was launched on March 01, 1984 with thematic Mapper (TM) and has collected data for 23 years. Over this time, the detectors have aged, and its radiometric characteristics have changed little from the day it launched. The calibration procedures and parameters have also changed with time. Revised radiometric calibrations have improved the radiometric accuracy of recently processed data. A procedure has been developed to give users the ability to recalibrate their existing Level 1 (Ll) products without having to purchase and reprocess data from the U.S. Geological Survey (USGS).
