The US is heavily involved in the first major war of the 21st Century -- The Global War on Terror (GWOT). As with any militant group, the foundation of the enemy's force is their people. There are two primary strategies for defeating the terrorists and achieving victory in the GWOT. First, we must root out terrorists where they live, train, plan, and recruit and attack them militarily. Second, we must suffocate them by cutting off the supply of new soldiers willing to choose aggression or even death over their current life. The United States Air Force today faces the challenge of allocating development resources to prepare for future force projection requirements. In particular, the Air Force's core competency of Global Attack implies a future capability that can quickly and successfully deliver combat effects anywhere in the world with impunity. Understanding that the future threat environment is dynamic and that continued advancements by adversaries will likely degrade the technical superiority of today's weapon systems, the need arises for a planning model to direct development funding to areas with the greatest probability of successfully defending the strike vehicle of 2035. Passive Geolocation Of Low Power Emitters In Urban Environments Using Tdoa, Myrna B. Montminy

Low-power devices are commonly used by the enemy to control Improvised Explosive Devices (IEDs), and as communications nodes for command and control. Quickly locating the source of these signals is difficult, especially in an urban environment where buildings and towers can cause interference. This research presents a geolocation system that combines several geolocation and error mitigation methods to locate an emitter in an urban environment. The proposed geolocation system uses a Time Difference of Arrival (TDOA) technique to estimate the location of the emitter of interest. Using sensors at known locations, TDOA estimates are obtained by cross-correlating the signal received …

2006 marked the tenth anniversary of the Personal Responsibility and Work Opportunity Reconciliation Act. The 1996 law was the culmination of decades of erosion in backing for basic provisions of the U.S. social safety net. The following reviews the political campaign that undermined thefoundationfor this vital component of the New Deal/Great Society income supports. A series of panics diminished approval for the welfare state, leading to the 1996 "reform." Panic discourse increasingly accompanies policy debate. Examples of anti welfare, anti outsider panic discourses are explored.

In his article "The Terrorist Event," Bill Nichols examines how the US media attempted to make meaning of the events of 9/11. How were news anchors and producers to explain an event that escaped their comprehension? Without context or historical equivalence in the US, news outlets groped for a narrative in which to frame the event even if that meant creating the meaning themselves. A step into just about any state prison in the United States reveals an institution plagued by over-population, with just about every prison running at more than 100% capacity. The problem, of course, is not new but one that has received great attention. In the past decade or so the solution has been privatization of state prisons. Proponents of privatization have pushed forth the idea that private institutions are the solution to prison overcrowding. Certain parts of the international tax system are largely unexplored from a structural perspective. One prominent example is the asymmetric tax treaty network, i.e., the network that consists of bilateral tax treaties concluded between developed and emerging countries on the basis of the OECD Model Tax Convention on Income and on Capital (OECD model). The relative size of this network is substantial. For instance, the United States´ asymmetric tax treaty network represents about 53% of its entire tax treaty network. This Article offers a structural analysis of the asymmetric tax treaty network. It answers two fundamental questions. First, it elaborates …
