It is a familiar scenario in U.S. antitrust litigation: The plaintiffs allege that a pattern of identical pricing (or refusals to deal) is "concerted" and therefore per se illegal; the defendant responds that the practice is merely "consciously parallel" or "interdependent" and therefore legal. Under U.S. law, to avoid summary judgment or judgment as a matter of law, a plaintiff must produce a "plus factor," evidence that "tends to exclude the possibility" that the defendants' actions were merely interdependent. While surrounded by the Axis powers in World War II, Switzerland remained democratic and, unlike most of Europe, never succumbed to the siren songs and threats of the Nazi goliath. This book tells the story with emphasis on two voices rarely heard. One voice is that of scores of Swiss who lived in those dark years, told through oral history. They mobilized to defend the country, labored on the farms, and helped refugees. The other voice is that of Nazi Intelligence, those who spied on the Swiss and planned subversion and invasion. The Abcs Of Fractal Thinking In Higher Education, Edward Nuhfer
To Improve the Academy: A Journal of Educational Development
All learning establishes and often stabilizes neural networks in the brain. These carry both cognitive and affective attributes and have fractal form. Fractal networks produce many actions and products that exhibit fractal qualities. Awareness of such qualities provides a unifying key to understanding and applying educational knowledge. It represents a marked shift in perception that differs from thinking customarily employed in considering information as a specialist. This alternate perspective helps professionals in higher education draw on diverse information from specialty research and apply it more effectively.

This report was prepared by UNESCO and WHO for presentation at the HIV and AIDS Treatment Education Technical Consultation in Paris, November 22–23, 2005. There is a growing realization among program managers and donors that merely providing antiretroviral therapy (ART) and training health providers is not sufficient and that unless efforts are made to engage communities and individuals to improve their knowledge and understanding of HIV, AIDS, and ART, programs will not meet the targets set by these initiatives and will fall short of contributing to the goal of attaining universal access to treatment.
