Numerous studies have examined the association between the surrounding neighborhood environment and physical activity levels in adolescents. Many of these studies use a road network buffer or Euclidean distance buffer around an adolescent's home to represent the appropriate geographic area for study (i.e., neighborhood). However, little empirical research has examined the appropriate buffer size to use when defining this area and there is little consistency across published research as to the buffer size used. This Article considers how Internet architecture can be harnessed to create an online environment where government regulation of material harmful to minors can be effective but not unreasonably burdensome. It proposes a solution that engages technology in refocusing the point of regulation, thereby reducing the burden on speech and increasing the ability to achieve constitutionally recognized governmental objectives. This Article briefly examines failed congressional attempts to restrict children's access to sexually explicit content online, and then introduces the Internet Community Ports Concept, which relies on channeling technology to divide kinds of content among various Internet ports. This invention relates to representation of one and multidimensional signal vectors in nonorgothonal domains and design of Vector Quantizers that can be chosen among these representations. There is presented a Vector Quantization technique in multiple nonorthogonal domains for both waveform and model based signal characterization. An iterative codebook accuracy enhancement algorithm, applicable to both waveform and model based Vector Quantization in multiple nonorthogonal domains, which yields further improvement in signal coding performance, is disclosed. Disturbances can significantly affect the thermal regime and community structure of wetlands. We investigated the effect of a wildfire on water temperature of seasonal, montane wetlands after documenting the colonization of recently burned wetlands by the Boreal Toad (Bufo boreas boreas). We compared the daily mean temperature, daily maximum temperature, and accumulated growing degree·days measured on the north shore of three classes of wetlands: unburned wetlands, burned wetlands that were colonized by breeding toads, and burned wetlands that were not colonized. Declining light oil production on Alaska North Slope (ANS) has attracted oil producers to develop viscous oil resources of ANS that range between 20 to 25 billion barrels. These oils are viscous, flow sluggishly in the formations, and are difficult to transport through unconsolidated formations and are hard to produce by conventional methods. This thesis presents the design and implementation of a Plasma Probe that measures the relative plasma density in the E-region of the ionosphere during an active aurora. The instrument was designed for the Horizontal E-Region Experiment (HEX-2) conducted by the Geophysical Institute (University of Alaska Fairbanks) to investigate the spatial relationship of vertical winds associated with auroral structures. The Plasma Probe was successfully launched into space on a three-stage Black Brant X rocket from Poker Flat Research Range (PFRR) on February 14, 2007. As university populations become increasingly dependent on distance learning and support services for distance learning, writing centers progressively offer services by telephone, email, or virtual worlds in addition to the traditional face-to-face tutorials. The University of Alaska Fairbanks (UAF) Writing Center offers a "telephone tutorial" service for students from remote locations who fax their papers to a tutor who then conducts a tutorial session over the telephone. This study investigates tutor strategies in face-to-face and telephone tutorial sessions and tutor and student perceptions of effectiveness. The taxonomic and distributional status of the Marmota broweri has been the subject of much debate and confusion since it was first described as a subspecies of the hoary marmot (M caligata). Through a review of all museum specimens, published accounts of this species, field surveys, and the identification of previously unidentified marmot specimens we have determined the current distribution of the Alaska marmot to include the Brooks Range, the Ray Mountains, and the Kokrines Hills of northern Alaska. The integrity and dynamics of the actin cytoskeleton is essential for the morphology and motility of neuronal cells both in developing and adult nervous system. Oxidative modification of actin both as monomers and in filaments alters the kinetics of actin filament dynamics contributing to neurodegeneration and aging. Our objective focused on changes of the kinetic parameters of oxidized actin as opposed to naive actin and its resulting effects on actin filament dynamics. The study assesses the affect of medical libraries on medical education. It explains vividly, the various constituents connected with value and effectiveness of information to medical practitioners, what to do and what doing them will mean in qualitative terms. In carrying out the research, a survey was conducted through the use of a self developed 24-item questionnaire which tried to improve ways of accessing, assessing and communicating information effectively through strategic planning, statistical measurement, personnel appraisal and budgeting. Our current understanding of atmospheric mercury lacks fundamental details. Gas phase elemental mercury (Hg°) was measured aboard the NASA DC-8 research aircraft during the Intercontinental Chemical Transport Experiment-Phase B (INTEX-B) conducted in spring 2006 over the North Pacific. Our data confirm efficient chemical cycling of Hg° in the tropopause region and show that it is strongly anti-correlated with O₃ there, yielding a tropospheric-stratospheric mixing curve of ∼−0.20 ppqv Hg°/ppbv O₃. In addition, we found frequent total depletion of Hg° in upper tropospheric (8–12 km) air masses impacted by stratospheric influence. When O₃ mixing ratios were >300 …

After a fault is encountered, reconfiguration of a shipboard power system becomes a critical activity that is required to either restore service to a lost load or to meet some operational requirements of the ship.
