Risk Perceptions After A Coal Waste Impoundment Failure: A Survey Assessment, Stephanie Mcspirit, Shaunna Scott, Duane Gill, Sharon Hardesty, Dewayne Sims

Journal of Rural Social Sciences

In mid October of 2000, a rupture occurred at the bottom of a coal waste reservoir owned by Martin County Coal Corporation (MCCC-Massey). Impounded slurry and sludge materials from the reservoir traveled through underground mine works and burst through two mine portals on opposite sides of the mountain releasing more than 300 million gallons of coal waste into creeks and waterways of Martin County, KY. This paper examines people’s reactions to the Martin County coal waste disaster by examining levels of reported concern and perceptions of risk across the impacted community of Martin County in comparison to similar coal mining …

Quality Of Life On The Agricultural Treadmill: Individual And Community Determinants Of Farm Family Well-Being, J. Gordon Arbuckle Jr., Chris Kast

Journal of Rural Social Sciences

Individual quality of life (QOL) is a critical foundation of stable and cohesive societies. This research examines QOL among Iowa farmers, who as a group have seen their numbers decline precipitously over the past decades as the farm economy has undergone major restructuring processes. Farm families are nested in rural communities, many of which have also experienced persistent population loss and economic decline over the same period. A multilevel modeling approach is employed to examine determinants of subjective QOL over time, using 29 years of longitudinal data. Results point to positive relationships between household income, community vitality, and farm family …

Following extensive community outreach, Veteran Community Outreach Health Workers assessed 203 veterans residing in rural counties of Alabama who either: 1) had never enrolled in VA health services, or 2) had not used those services in at least two years. While 71.4 percent of participants reported having utilized non-VHA primary care within the past year, 33.5 percent reported an inability or delay in obtaining needed health care for one or more services: primary care, specialty care, mental …

Uncovering The Hidden Dimensions Of Rural Disaster Mitigation: Capacity Building Through Community Emergency Response Teams, M. A. Brennan, Courtney G. Flint

Journal of Rural Social Sciences

The increasing magnitude of hurricane damage in the southern United States in recent years, capped off by Hurricane Katrina in 2005, highlights the reality that local people and communities are often the first responders to crisis or disaster. Driven by policy and necessity, rural communities find themselves taking on more responsibility in preparing for and resolving local crises and emergencies. Locally-based Community Emergency Response Teams (CERTs) are teams of local volunteers, trained to aid in disaster preparation, provide first aid, and contribute other assistance during emergency situations. Focusing on the southern United States, this article explores the rural/urban distribution of …

Researchers collected presence/absence and abundance data of invasive species at four sites within the Great Bay Estuarine System. The report gives a brief description of the results of the monitoring program to compare results obtained from 2006 to 2007 and to assess the response of ascidians to varying salinity and predators. Law In An Era Of 'Smart' Technology, Susan W. Brenner

School of Law Faculty Publications

Should law be technologically neutral, or should it evolve as human relationships with technology become more advanced?

Susan Brenner analyzes the complex and evolving interactions between law and technology and provides a thorough and detailed account of the law in technology at the beginning of the 21st century. Brenner draws upon recent technological advances, evaluating how developing technologies may alter how humans interact with each other and with their environment. She analyzes the development of technology as shifting from one of "use" to one of "interaction," and argues that this interchange needs us to reconceptualize our approach to legal rules, …

Why The No Child Left Behind Act Needs To Be Restructured To Accomplish Its Goals And How To Do It, Gershon M. Ratner

University of the District of Columbia Law Review

The No Child Left Behind Act ("NCLB" or the "Act") 1 has created a once in a lifetime opportunity to improve American public education. NCLB has embraced vital goals for the new Information Age: academic proficiency for virtually all public school students and elimination of the severe racial/income "achievement gap." The Act provides four pillars on which states and localities might build a bridge to reach the goals: higher standards; periodic testing to measure the extent to which the standards are being met; disaggregating test results by student subgroup; and reporting to the public. The critical question is "how to …

Charter Schools And Special Education: Part Of The Solution Or Part Of The Problem?, Rebekah Gleason

University of the District of Columbia Law Review

The Individuals with Disabilities Education Act (IDEA)1 provides each child with a disability the opportunity to receive educational benefit in an appropriate program. The individual needs of the child drive the often resource intensive programs. On the other hand, public charter schools focus on providing more choices for education by aiming to do a better job with less money. Public Charter Schools accountability for progress and fiscal responsibility means that schools focus on doing more with less resources for the school as a whole. Public Charter schools' mission of unique innovative instruction, free from local and state regulations that would …

U.S. citizen in 1949, after emigrating from his Polish shtetl to Chicago and escaping the Nazi Holocaust.' The Jewish tailor was my father. This article will …

Jurnal Akuntansi dan Keuangan Indonesia

The Concept of Private Finance Initiative (PFI) or Public Private Partnership (PPP) has been internationally implemented over the last two decades. The Intrusions Of Politics On Science: A Look At Global Warming, Hesham Ossama Hassanien Dec 2007

The Intrusions Of Politics On Science: A Look At Global Warming, Hesham Ossama Hassanien

The Undergraduate Research Journal

Science has touched every aspect of our lives, adding value and comfort to our long hours of hard work - including small digital pens, computers, and even smart houses. The truth is, however, that not many of us are scientists, and the lack of knowledge as to specificities of the field often leaves us suspicious when examining political support a supposedly scientific endeavor might receive. Indeed, the often lucrative nature of science has helped promote the interaction between the scientific community and external institutions like corporations and political offices, a partnership that raises the question of whether this cooperation jeopardizes …
