In 2006, the Office of Elder Services requested the assistance of the Muskie School in developing an assessment of long term care service use in Maine. This report provides baseline information on the demographic characteristics, participant characteristics and service use trends for people accessing long term care services in this State.
For purposes of this report, we have excluded people with MR/DD. Long term care services do not include community support services for people with mental illness.

We analyse brightness profiles for 143 early-type galaxies in the Virgo and Fornax Clusters, observed with the Advanced Camera for Surveys on the Hubble Space Telescope. S´ersic models are found to provide accurate representations of the global profiles with a notable exception: the observed profiles deviate systematically inside a characteristic “break” radius of Rb ≈ 0.02+0.025 −0.01 Re, where Re is the effective radius of the galaxy. The sense of the deviation is such that bright galaxies (MB . −20) typically show central light deficits with respect to the inward extrapolation of the S´ersic model, while the great majority of …

In criminal investigations, it is not uncommon for investigators to obtain a photograph or image that shows a crime being committed. Additionally, thousands of pictures may exist of a location, taken from the same or varying viewpoints. Some of these images may even include a criminal suspect or witness. One mechanism to identify criminals and witnesses is to group the images found on computers, cell phones, cameras, and other electronic devices into sets representing the same location. One or more images in the group may then prove the suspect was at the crime scene before, during, and/or after a crime. …

Attitudes Of Librarians In Selected Nigerian Universities Toward The Use Of Ict, Paul Adesola Adekunle, Rosnold Ogie Omoba, Adeyinka Tella

This study uses a descriptive survey to study the attitude of selected librarians in Ibadan, Oyo state, Nigeria, toward information communication technology (ICT). The population includes 41 librarians in four institutions. Data were collected using an instrument adapted from the Igberia and Chakrabarti (1990) Computer Anxiety and Attitude Towards Microcomputer Utilization (CAATMU) scale, and the librarian attitude questionnaire developed by Ramzan (2004). Two research questions were developed to guide the study. The results show that librarians have a positive attitude toward ICT and that training and knowledge are the sine qua non for a positive attitude. The fear of ICT …

Maimon, and the GSU Promise program with a $25,000 responsive grant to support new leaders. Spatio-Temporal Associations Between Goes Aerosol Optical Depth Retrievals And Ground-Level Pm2.5, Christopher J. Paciorek, Yang Liu, Hortensia Moreno-Macias, Shobha Kondragunta

We assess the strength of association between aerosol optical depth (AOD) retrievals from the GOES Aerosol/Smoke Product (GASP) and ground-level fine particulate matter (PM2.5) to assess AOD as a proxy for PM2.5 in the United States. GASP AOD is retrieved from a geostationary platform and therefore provides dense temporal coverage with half-hourly observations every day, in contrast to once per day snapshots from polar-orbiting satellites. However, GASP AOD is based on a less-sophisticated instrument and retrieval algorithm. We find that correlations between GASP AOD and PM2.5 over time at fixed locations are reasonably high, except in the winter and in …

The ethanol boom has generated an unprecedented amount of industrial investment in many rural communities. However, local governments and economic developers have little reliable information regarding the economic impact of these plants in the community. An assortment of consultants and government agencies, including some universities, has produced a wide range of positive impacts that stretch beyond sound economic theory or method. Communities using these optimistic estimates risk investing scarce tax dollars and resources into ethanol projects that may not produce the full expected economic benefits. In the sport of track and field, proper hurdling technique is a complicated combination of various running and jumping kinematics. With most research having been done on sprint hurdling, there is a growing need for research on hurdling events of different lengths. The intermediate hurdles (IH) and the steeplechase (SC) are two events where there are a number of differences in hurdling technique. This study compared the differences in hurdling technique between events (IH and SC) as well as the differences in technique between genders. Background Wnt signaling is a key regulator of development and tumorigenesis. Protein phosphatase 2A (PP2A), which consists of a catalytic C, a structural A, and a regulatory B subunit, plays diverse roles in Wnt signaling through its B56 subunits. B56 is a multigene family encoding for proteins with a conserved core domain and divergent amino- and carboxy-termini. Ectopic B56α and B56γ reduce β-catenin abundance and B56α reduces Wnt-dependent transcription, suggesting that B56α and B56γ inhibit Wnt signaling. In contrast, B56ε is required for Wnt signaling. Knowledge of where and when B56 subunits are expressed during Xenopus development will aid in …

New York courts busily decided a multitude of land use cases due to the increased growth in magnitude and complexity of land use issues. This year, as in the past, the authors provide a summary describing some of the most crucial New York land use cases. This year’s cases include the following topics: review of local board action, takings law, eminent domain, enforcement, jurisdiction, religious land uses, standing, moratoria, and New York’s State Environmental Quality Review Act (SEQRA).

Implied Measures Of Relative Fund Performance, Steve Hogan, Mitch Warachka

We evaluate the relative performance of funds by conditioning their returns on the cross-section of portfolio characteristics across fund managers. Our implied procedure circumvents the need to specify benchmark returns or peer funds. Instead, fund-specific benchmarks for measuring selection and market timing ability are constructed. This technique is robust to herding as well as window dressing and mitigates survivorship bias. Empirically, the conditional information contained in portfolio weights defined by industry sectors, assets, and geographical regions is important to the assessment of fund management. For each set of portfolio characteristics, we identify funds with success at either selecting securities or …

RTCs play an increasingly significant role in the continuum of treatment of emotionally disturbed adolescents. However, outcome research in this area has lagged behind the growth of treatment centers. More specifically, there has been very little investigation of the relative efficacy of the many different aspects of residential treatment, which are referred to as mechanisms of change in other research. The present study attempts to develop a phenomenological understanding of RTC patients' experience of all of the interventions that make up residential treatment. Prefix hijacking, a misbehavior in which a misconfigured or malicious BGP router originates an IP prefix that the router does not own, is becoming an increasingly serious security problem on the Internet. In this paper, we conduct a first comprehensive study on incrementally deployable mitigation solutions against prefix hijacking. We first propose a novel reactive detection-assisted solution based on the idea of bogus route purging and valid route promotion. Our simulations based on realistic settings show that purging bogus routes at 20 highest-degree ASes reduces the polluted portion of the Internet by a random prefix hijack from 50% down to …
