The Political, Economic And Management History Of A Successful Exotic Eradication: The Case Of Black-Tailed Jackrabbits In One Part Of Florida, Richard M. Engeman, Bernice Constantin, Jeffrey Bunting
The Political, Economic And Management History Of A Successful Exotic Eradication: The Case Of Black-Tailed Jackrabbits In One Part Of Florida, Richard M. Engeman, Bernice Constantin, Jeffrey Bunting
Managing Vertebrate Invasive Species
Black-tailed jackrabbits are a prolific, mobile species that became established at Miami International Airport, Florida. These animals posed a potential threat for colonization through additional parts of Florida if they were able to spread beyond the expansive airport property. Moreover, their carcasses from collisions with vehicles and aircraft attracted large scavenging and predatory birds to the airport, causing potential airstrike hazards. While the jackrabbits ultimately were successfully eradicated, the political, economic and management paths to that success were convoluted. We describe that history here and how a beneficial outcome was ultimately achieved.

This is the 2007 Comprehensive Plan for the City of Winona, Minnesota.
"This Comprehensive Plan contains the essential planning policies and recommendations intended to guide Winona’s growth through the next ten to 20 years – the plan uses the year 2030 as a target date for many of its projections for housing, land use and economic growth, but should be updated at approximately 10-year intervals to remain relevant. Background information regarding conditions and resources that affect development and describing the planning process is included in a Background Report.
The Comprehensive Plan includes general goals, objectives and policies that will …
Health Monitoring Of Concrete Bridges Utilizing Sensor Technology, Ammar Zalt
Health Monitoring Of Concrete Bridges Utilizing Sensor Technology, Ammar Zalt
Masters Theses
Structural health monitoring using sensor technology is a promising way to provide excellent means for protecting important structures such as bridges, dams, and nuclear reactors. These sensors provide real-time information about structural conditions, They work together as a nervous system to provide timely information for emergency and risk mitigation. The information obtained from these sensors can later be analyzed and compared to the design data so that the problem can be detected and fixed before it develops into a serious and costly hazard.
Throughout the course of this thesis the feasibility and performance of two types of sensors will be …
Reforming Entrapment Doctrine In United States V. Hollingsworth, Richard H. Mcadams
Reforming Entrapment Doctrine In United States V. Hollingsworth, Richard H. Mcadams
Public Law and Legal Theory Working Papers
This short essay, written for a symposium commemorating Richard Posner's twenty-fifth year as a judge, examines Judge Posner's majority opinion for a closely divided en banc decision on the federal entrapment defense. The cases considers a fundamental issue in the meaning of the element of "predisposition." Judge Posner crafts a boldly innovative reading of the Supreme Court precedent on the topic, introducing the element of "position" or "readiness" to predisposition. I claim the result, properly understood, is to rationalize the doctrine of entrapment.

Report Of The Task Force On Distance Learning Policy And Practice, John Jay College Of Criminal Justice, John Jay College Of Criminal Justice - Task Force On Distance Learning Policy And And Practice
Reports and Publications from John Jay College
The Task Force has generally concluded that distance learning initiatives should only go forward with the full commitment of the college's leadership, made real by dedicated resources and personnel, and carried forward by organizational structures and policies designed to best deliver online education.
The Task Force surveyed John Jay faculty, students and administrators about their experiences with online learning at the college, finding an acceptance of distance learning and an anticipation of its expansion. The competitive landscape was surveyed as well, identifying a large number of institutions in New York and across the country 'that offer degrees in criminal justice, …

Privacy As Struggle, Andrew R. Taslitz
Privacy As Struggle, Andrew R. Taslitz
San Diego Law Review
The title of this short essay is "Privacy as Struggle," a title meant in part to capture the Court's requirement of superhuman individual efforts to attain secrecy, that is, totally veiling one's activities from the state's prying eyes as an essential prerequisite to the existence of privacy, all too often at the expense of human relationships, interpersonal trust, and political voice. I want, therefore, to paint an apocalyptic vision of the Court's Fourth Amendment privacy jurisprudence, as the reader will no doubt have noticed I have already done in connection with my reading of Hoffa. I want to do so …

Police Misconduct And Early Warning Systems; An Exploratory Examination Of Influential Variables, Lisa B. Andre
Police Misconduct And Early Warning Systems; An Exploratory Examination Of Influential Variables, Lisa B. Andre
Masters Theses
The purpose of this exploratory research was two-fold: 1) an extensive literature review was conducted to discover what “police misconduct variables” have previously been researched and identified; 2) an existing early warning system (EWS) at Battle Creek Police Department (BCPD) was examined to analyze the correlation between influential variables and case outcomes. The BCPD secondary data set examined consisted of all officers involved in use of force actions, firearm discharge towards a person, vehicle pursuits, and/or citizen complaints combined, which were reported and received between January 1, 2000 and December 31, 2006 (n = 1099). The findings demonstrated statistical significance …

Tolerability Of Risk For Dams And Levees, Sanjay S. Chauhan, David S. Bowles
Tolerability Of Risk For Dams And Levees, Sanjay S. Chauhan, David S. Bowles
2007
All technological systems, dams included, exist within that broader world and today, in many countries, society expects that it will dictate to the technological community the safety and other goals that should be met by technological systems, rather than the opposite, as has often been the case in the past. Risk assessment provides an opportunity to manage dam safety using a framework of risk evaluation that is common to other types of hazardous facilities. Therefore this paper contains presentation of risk evaluation from a general perspective with comments on its applicability to dam safety.

Public Response To Elevated Levels Of Arsenic In Drinking Water: An Investigation Of Survey Participation, Risk Perception, And Averting Behavior, Kati Ireland Stoddard Et Al.
2007
By evaluating perceived risks and averting behaviors associated with arsenic in drinking water, scientists, the EPA, policy makers, and public water treatment officials will better understand the public and thereby be better equipped to protect them from the health risks posed by arsenic.

Soft Surface Roll Mechanics Parameters For Light Vehicle Rollover Accident Reconstruction, Kevin Claude Henry
Soft Surface Roll Mechanics Parameters For Light Vehicle Rollover Accident Reconstruction, Kevin Claude Henry
Theses and Dissertations
Light vehicle rollover accidents on soft surfaces can be modeled assuming constant drag with linear motion equations and other engineering principles. The concept of using segment average results to evaluate roll mechanics parameters throughout a roll sequence, and specifically, segment duration to evaluate vehicle trajectory between ground impacts is developed. The trajectory model is presented, explained and compared to values obtained by analyzing digital video of rollover crash tests. Detailed film analysis procedures are developed to obtain data from rollover crash tests that are not otherwise documented. Elevation of the center of gravity of vehicles is obtained where instrumentation does …
