The central purpose of this thesis is to use Gabriel Bouquier and Michel Lepeletier as a means to investigate the greater educational debate in the radical republic of the French Revolution. I use the oppositional definition of public education in the writing of Bouquier and Lepeletier as a window into the character of Jacobinism as the height of the radical republic. Through this exploration, I revise the historiography on Bouquier by viewing him as an example of sans-culotte influence instead of a compromise with the liberal elements in the National Convention. Consequently, I revise the historiography of Lepeletier by interpreting …

Atmospheric plume dispersion models are used for a variety of purposes including emergency planning and response to hazardous material releases, determining force protection actions in the event of a WMD attack and for locating sources of pollution. This paper provides a review of previous studies that examine the accuracy of atmospheric plume dispersion models for chemical releases. It considers the principles used to derive air dispersion plume models and looks at three specific models currently in use; ALOHA, EPIcode and SCIPUFF. Results from this study indicate over-prediction bias by the EPIcode and SCIPUFF models and under-prediction bias by the ALOHA …

Date rape is a widespread problem, especially among college-aged women. Date rape prevention programs have appeared on college campuses nationwide. However, the effectiveness of these programs to prevent date rape remains questionable. Studies addressing this issue have usually focused on changing students' thoughts about rape. A minority of studies have investigated the success of programs designed to change behaviors associated with rape. Individuals with both a mental illness and substance use disorder (i.e., dual diagnoses) are over represented and underserved in state prisons. Without treatment, inmates with dual diagnoses (DD) are at an increased risk for a variety of negative outcomes including re-incarceration. Unfortunately, few empirically supported prison-based treatment programs are designed to meet the special needs of these inmates. Existing prison-based programs are generally limited to one treatment approach despite the heterogeneity among offenders with DD. Thus, it has been recommended that a range of services should be developed and offered in prisons to meet the varying needs of inmates with …

Occupations for women in the academy have been changing over the last century. Contemporary studies that have looked at women faculty work have been mixed in their findings about the relationship between gender and job satisfaction. Few studies have focused on two-year-college models of women's experiences as faculty; Set in the context of occupational science theories, this qualitative study explored the daily work of women faculty in one community college. The concept of faculty work was viewed through Kielhofner's Model of Human Occupation, which suggests that occupations are made up of three subsystems of human action or doing: volition, habituation, …

Video based vehicle detection and surveillance technologies are an integral part of Intelligent Transportation System (ITS), due to its non-intrusiveness and capability or capturing global and specific vehicle behavior data. The initial goal of this thesis is to develop an efficient advance warning ITS system for detection of congestion at work zones and special events based on video detection. In 1928, T.V. Soong headed the new Central Bank of China to pursue monetary reform, redeem bad debts, negotiate with Foreign powers in monetary matters, and increase customs revenue. The new Nanjing government, headed by Jiang Jishi (Chiang Kai-shek), his brother-in-law, realized the importance of close ties between government and banking through the 1930s and 1940s and involved the United States in their banking affairs; This thesis investigates the activities of the Central Bank of China in the early twentieth century. The events of September 11th and the recent terrorist attacks on transit systems around the world have increased interest in protection and emergency preparedness for the transit systems. Emergency preparedness planning for transit systems is necessary to prevent distractions and effectively respond to major man-made or natural disasters. In this thesis a large-scale dynamic simulation/assignment model was developed and used to evaluate the impact of emergency conditions on transit operations in the Birmingham, AL, area. But Did They Listen? The New Jersey Death Penalty Commission's Exercise In Abolitionism: A Detailed Reply, Robert Blecker

Based upon the nearly unanimous recommendation of its Death Penalty Study Commission, New Jersey seems poised to become the first state in the modern era to legislatively abolish capital punishment and substitute life without parole. Hailed nationally and internationally as thoughtful and fair, the Commission's final report consistently distorts the evidence, displays an anti-retributive bias, and worst of all, ignores basic well-established perspectives framing the great debate, avoiding at all costs the question of justice.
Unbalanced and biased, the Commission does not even consider any alternative to abolition or standing pat. This essay directly engages the Report on its findings …

Nonprofit programs deliver key social services to millions of people across the country everyday, however, little is known about the ethical practices of these programs. This research examines the relationship between a nonprofit program's ethical practices and the programs' measurable outcomes, such as changes in knowledge, attitudes, values, skills, behavior, condition, or status of the participant as a result of their involvement with nonprofit programs. In the latter half of the Eighteenth Century, France experienced a seismic shift in the nature of political culture. The king gave way to the nation at the center of political life as the location of sovereignty transferred to the people. While the French Revolution changed the structure of France's government, it also changed the allegorical representations of the nation. At the Revolution's onset, the monarchy embodied both the state and nation as equated ideas. The problem of high monthly repayment obligations for educational debt has long plagued students, particularly graduate and professional students, who desired lower-paying public interest careers. Congress has recently responded very positively. In the College Cost Reduction and Access Act of 2007, Congress has made it possible for high-debt, lower-income graduates to manage debt repayment through an "income-based repayment" plan. In addition, Congress has created a new program through which public servants -- including all government workers and all employees of all non-profit organizations that are tax-exempt under Section 501(c) (3) of the Internal Revenue Code --are entitled to have a …

Domestic Anticommunism In Alabama And The Resurgence Of American Conservatism, Jordan R. Bauer

This thesis examines the pervasive anticommunist movement in Cold War Alabama. It considers the ways in which many white conservative Alabamians used anticommunism to resist the dramatic social and political changes of the 1960s and 1970s. During this time, Alabama’s anticommunist campaign focused on seeking out “subversives” in public schools. Another main target of the state’s anticommunist network was the black civil rights movement. As the struggle for racial equality gained momentum, many white Alabamians responded by labeling civil rights activists as communists. Very few studies have explored the relationship between the availability of certain types of firearms and gun density on both gun aggravated assaults and gun homicides. Nonetheless, research by Koper (2001) discovered that the availability of more lethal types of firearms, not gun density, was directly related to an increase in gun homicide rates for Dallas. However, this study did not take into account certain social and economic variables that may strengthen or weaken the determined relationship. The current study uses data previously analyzed by Koper (2001) and includes social and economic variables that have been linked to lethal violence …

In America today, aliens who commit even minor visa violations can be detained in one of many immigration detention facilities throughout the U.S. These detainees may be transferred to a facility far away from their homes, families, and attorneys. While imprisoned in these detention facilities, some detainees are treated as and housed with criminals. Their substantive and procedural rights are limited and their human rights are violated. The U.S. laws that should protect them are the very laws that strip them of their rights to court proceedings, challenges of decisions regarding detention, and judicial review. Affect, Values, And Nanotechnology Risk Perceptions: An Experimental Investigation, Donald Braman, Dan M. Kahan, Paul Slovic, John Gastil, Geoffrey L. Cohen

Despite knowing little about nanotechnology (so to speak), members of the public readily form opinions on whether its potential risks outweigh its potential benefits. On what basis are they forming their judgments? How are their views likely to evolve as they become exposed to more information about this novel science? We conducted a survey experiment (N = 1,850) to answer these questions. We found that public perceptions of nanotechnology risks, like public perceptions of societal risks generally, are largely affect driven: individuals' visceral reactions to nanotechnology (ones likely based on attitudes toward environmental risks generally) explain more of the variance …

Why do white men fear various risks less than women and minorities? Known as the white male effect, this pattern is well documented but poorly understood. This paper proposes a new explanation: identity-protective cognition. Putting work on the cultural theory of risk together with work on motivated cognition in social psychology suggests that individuals selectively credit and dismiss asserted dangers in a manner supportive of their preferred form of social organization. This dynamic, it is hypothesized, drives the white male effect, which reflects the risk skepticism that hierarchical and individualistic white males display when activities integral to their cultural identities …

The article deals with the perceptions of the Probation and Parole Officers on making case load and workload decisions. Caseload is the number of offenders an officer supervised while the workload is the amount of time needed to accomplish a task. The American Probation and Parole Association (APPA) provides baseline data in assisting policy-makers to resolve caseload and workload allocation issues. According to the article, officials should establish a definite goal to diminish recidivism through research-based processes.
