When an anarchist - whose identity remains a mystery even today - tossed a homemade bomb into a great company of Chicago police at 10:20 P.M. on the night of May 4, 1886, he could not have appreciated the far reaching consequences his reckless action would have. His bomb, thrown in a light drizzle as the last speaker at a labor rally climbed down from the speaker's wagon, set off a frenzy of fire from police pistols that would leave eight officers and an unknown number of civilians dead, and scores more injured. A Multiple-Strategy Approach To Solving The Energy Puzzle, Irma S. Russell

This article describes the complex issues facing the energy needs and policies of the United States. The article notes that the role of the United States on the world stage and the health of the public and the environment depend on successfully solving the energy puzzle to harmonize economic development, sustainable use of the resources, and public safety. The article concludes that part of the difficulty of the debate may arise from an assumption that a single solution to the problem awaits and suggests that instead the only way forward is a policy of diversification and multiple strategies, encouraging conservation …

How A Marriage Discrimination Amendment Would Disrespect Democracy In Minnesota, Anthony S. Winer

The proposed marriage discrimination amendment to the Minnesota Constitution is profoundly anti-democratic. It is extremely wide-ranging in its scope, it obliterates the opportunity of the LGBT community to legislatively advance its interests in the area, it falsely assumes characteristics of the state judiciary that do not in fact exist, and it is drafted with language that is particularly hostile to LGBT concerns and democracy in general. It was a triumph for reason and democracy that this amendment was defeated in 2006. It should never be introduced again. Candidates for office, in every place and at every level of government, often talk as if they think they will be able to revolutionize both government services and the local (or state, or national) economy by, in some way, changing the structure of public finance. They’ll improve funding for basic services by prioritizing government spending. They’ll boost the economy by cutting taxes. They’ll replace an outdated, irrational structure by reforming taxes. They’ll make corporations and the rich pay their fair share. Et cetera. A review of the structure of public finance in the Portland metropolitan region suggests that any and …

Locally, what issues facing the Portland-Vancouver metropolitan region (Clackamas, Clark, Washington, Columbia, Multnomah, Washington, and Yamhill counties) must we deal with immediately to preserve the vaunted quality of life in one of the most livable regions in the nation? The Institute of Portland Metropolitan Studies (IMS) was created to connect the resources of higher education to the needs of the six-county, bit-state Portland-Vancouver metropolitan area (Clackamas, Clark, Columbia, Multnomah, Washington, and Yamhill Counties). In this spirit, we offer our 2007 Metropolitan Briefing Book. Our theme is regional variety. Variety has been touted as "the very spice of life" (William Cowper) and as "the mother of enjoyment" (Vivan Grey). This research project was designed to examine the relationship between the needs for violence prevention programs and the qualities of occupational therapists. A needs assessment relevant to violence prevention program could not be located. One was therefore created based on the literature available as well as professional input. A pilot study was conducted, revisions were made and the needs assessment was distributed when approval was granted. The assessment was distributed to elementary, middle and high school principals, assistant principals, occupational therapists, guidance counselors/psychologists, and support staff from two western Michigan school systems.
