NotiEn: An Analytical Digest About Energy Issues in Latin America
Citing the priority to ensure that Mexico's food needs are secure, President Felipe Calderon has vetoed legislation to create an ethanol industry in Mexico. The veto does not end the effort but requires that Congress make several modifications to the bioenergy law (Ley de Promocion y Desarrollo de los Energeticos), which the Chamber of Deputies approved near the end of its legislative session in April (see SourceMex, 2007-06-06). The initiative that came out of the lower house was based on a similar measure approved in the Senate in 2006.

The Difficult Case Of Direct-To-Consumer Drug Advertising, David C. Vladeck

This article will appear in a symposium to pay tribute to Professor Steven H. Shiffrin, one of the leading First Amendment theorists of our time. The author was asked to focus on Professor Shiffrin’s contribution to the development of the commercial speech doctrine. To reflect on the wisdom of Professor Shiffrin’s refusal to rely on general First Amendment theories, the article focuses on the difficult First Amendment problem of regulating direct-to-consumer (DTC) advertising of prescription drugs. In his famous dissent in Virginia Pharmacy Board, then-Justice Rehnquist forecast that, as a consequence of the Court’s ruling, drug companies would soon advertise …

Maternal Serum Polychlorinated Biphenyl Concentrations Across Critical Windows Of Human Development, Michael S. Bloom, Germaine M. Buck-Louis, Aiyi Liu

Background
Few data are available on polychlorinated biphenyl (PCB) concentrations over critical windows of human reproduction and development inclusive of the periconception window.
Objectives
Our goal was to measure changes in PCB concentrations from preconception to pregnancy, through pregnancy, or after a year without becoming pregnant.
Methods
Seventy-nine women planning pregnancies were prospectively enrolled and followed for up to 12 menstrual cycles of attempting pregnancy. Blood specimens were obtained from participating women preconceptionally (n = 79), after a positive pregnancy test leading to a live birth (n = 54) or pregnancy loss (n= 10), at approximately …

The effects of ageing on the cardiovascular system contribute to substantial alterations in cellular morphology and function. The variables regulating these changes are unknown; however, one set of signalling molecules that may be of particular importance in mediating numerous cellular responses, including control of cell growth, differentiation and adaptation, are the proteins associated with the mitogen-activated protein kinase (MAPK) signalling systems. The MAPKs, in conjunction with the p70 S6k signalling cascade, have emerged as critical components for regulating numerous mechanotransduction-related cellular responses. Faculty of Washington State University's undergraduate degree programs in Crop Science, Soil Science, and Horticulture initiated the development and implementation of an assessment process to gauge the extent to which WSU students in the plant and soil science programs meet university and program learning goals. This process was undertaken primarily to help improve our joint teaching efforts and students' learning; it also was encouraged by the needed documentation for the 2007 university accreditation and a need to better match our program learning goals with the University's newly developed Learning Goals of the Baccalaureate. Southern Nevada Health District Childhood Lead Poisoning Prevention Program Lead Poisoning Elimination Plan, Southern Nevada Health District, Strategic Advisory Coalition

On August 2, 2006, the Southern Nevada Health District (SNHD) was awarded a 5-year grant by the Center for Disease Control and Prevention (CDC) under its Childhood Lead Poisoning Prevention Program (CLPPP). The grant award was unprecedented in the State of Nevada and was made available to the SNHD via approval from the State to act as its bona fide agent. The primary goal of the grant was to develop this Childhood Lead Poisoning Strategic Elimination Plan (EP) in support of CDC’s overarching goal of eliminating childhood lead poisoning by the year 2010.
