The debate over when, and to what extent, the government may regulate public smoking, is a contentious one of great moment. The point at which the line will be drawn with regard to an individual's right to smoke in public is narrowing. This right may stop at public restaurants and the workplace; or it may reach as far as public stadia, outdoor gathering spots and public streets. In 2006, one report showed 461 municipalities in thirty-three states and the District of Columbia, had adopted one-hundred percent smoke-free coverage in restaurants, bars or workplaces; and 135 municipalities had one-hundred percent coverage …

In 2006, the Oak Lawn Park District began a multi-phase strategic planning process. They partnered with the University of Illinois' Office of Recreation and Park Resources to conduct a recreation and park needs assessment/evaluation study. Data for this study was collected from August through December, 2006. In addition to the final study report of findings, the Office of Recreation and Park Resources also conducted an analysis of demographic and recreation trends. Existing data collected by the U.S. Forest Service and the National Sporting Goods Association regarding recreation preferences, behaviors and trends was used in conjunction with the OakLawn Park District …

Disability rights are often ignored in discussions of human rights. Recently, however, scholars and activists have begun producing a body of literature on disability rights in Russia and the former Soviet bloc states. Much of the literature focuses on children’s rights with an emphasis on the right to inclusive education. The literature addressing adult issues includes articles considering civil society, civil rights, and community integration. Finally, several articles address the intersection of disability rights with gender rights and ethnic minority rights.

Russia’s historical transition from a communist society to a system of democracy and free market practices has resulted in major social changes affecting the rights of men and women. Analysis of gender and human rights in Russia requires an evaluation of the changing social relations within post-Soviet society, which are shaped by the complex factors of ethnicity, economic class, gender norms, and the role of the state in shaping present gender inequities that hinder the realization of universal human rights. In 2005, an estimated 450 deaths were caused by injuries due to internal military violence. The degradation inflicted on Russian soldiers within their regime necessitates reformation by the government and implementation of resolutions. Since the collapse of the Soviet Union, the Russian military has been experiencing heightened levels of personnel decline despite the compulsory draft. The prestige that the Soviet Army of the 1950s received through the late 1980s is dwindling rapidly. The Roma are an interconnected ethnic and cultural group that migrated out of India more than ten centuries ago. In the Czech Republic, they may have been present since the 15th century. Although relations within Czech lands began honorably, they quickly disintegrated into enmity and within a century Czechs could kill the Roma with impunity. Legislation restricting Roma movement came about in 1927 with Law 117: the “Law on Wandering Gypsies,” which stated that the Roma were now required to seek permission to stay overnight in any given location. Sudan is a primary example of a country dominated by terror and human rights violations. Upon the release of Amnesty International’s 2007 annual report, Secretary General Khan described the continuing conflict in Sudan's Darfur region as a “bleeding wound on the world’s conscience.” In the report, the authors declare that the world has been “impotent” in the face of major crises like Darfur. They state that policies linked to the “War on Terror” are creating a more polarized and dangerous world, with grave effects in Sudan. With the disintegration of the Soviet Union in 1991, Saparmurat Niyazov, the former First Secretary of the Communist Party of Turkmenistan and self-styled “Turkmenbashi” (Father of All Turkmen), became the country’s first president, quickly fashioning Turkmenistan into one of the most repressive regimes in the world. Declared president-for-life after a dubious parliamentary election in which he selected all of the candidates, Niyazov has created a Stalinistic personality cult to glorify his image and to solidify his control over the state. A health crisis has emerged in Russia due to declining health and inadequate health care. The crisis is so severe that the term “disappearing population” has been applied to Russia due to a high death rate, low birth rate, and low life expectancy among its people. These factors continue to worsen due to inefficiency and a lack of resources throughout the health care system. The government has been slow to respond to the current crisis, often ignoring calls to reform the system and sometimes passing inappropriate measures. This study examined characteristics of youth with sexual behavior problems (N = 251) followed over approximately two years and applied Classification Tree Analysis (CTA) via Optimal Data Analysis (ODA) to produce a hierarchically optimal classification model to predict recurrence of SBP over time. This study was designed to address problems with clinical judgment leading to inaccurate diagnosis and in some cases, incorrect treatment or placement of the youth by ascertaining if an actuarial model designed to optimize classification accuracy might be more helpful in directing diagnosis and treatment for these youth. The need for an increased understanding of secondary and tertiary supports within a school-wide positive behavior support framework in high schools is discussed. Outcome data such as discipline referrals sent to the office seem to indicate that school-wide applications of positive behavior support can decrease the proportion of students who require more intensive supports. While limited information is available on high school level supports, connections can be made with cutting edge research on self-determination and increased student participation in buy-in to the overall process. Connecting individualized supports to the overall curriculum of the schools appears to have implications for increasing …

The Lost Sheep: Experiences Of Religious Gay Men In Havana, Cuba, Michael Maher Jr

The focus of the article is interviews with ten religious gay men in Havana. Interviews were conducted in 1999 and 2000. The men were from Catholic, Santeria, Protestant, and Pentecostal backgrounds. Common perceptions were that Santeria was the most welcoming religion to gays and that Pentecostalism was the least welcoming to gays. While many non-Catholics viewed the Catholic Church as welcoming, the gay Catholics in the study did not see the Church as welcoming, but they did tend to see it as more welcoming than Pentecostalism. In April 2003, the researchers conducted a survey of undergraduate students living in residence halls at Loyola University Chicago. The majority of Catholic students in the study expressed disagreement with the statement, “Women should not be allowed to be clergy (priests, pastors, imams, rabbis, etc.),” and the majority of them expressed agreement with the statement, “Sexism is wrong.” This was not a surprise to the researchers. What was surprising was the fact that the correlation of the responses by Catholics between these two statements was insignificant (r = -.089). The Catholic Magisterium has made a distinction between homosexual orientation (disordered but not sinful), homosexual activity (sinful, but judged “with prudence”), rights of gay and lesbian people, and the Church’s pastoral responsibilities to gay and lesbian people. Both the Vatican and the American bishops have clearly stated that the topic of homosexuality must be addressed in Catholic education, but the emphases on how it is addressed differ between the Vatican (emphasis on finding causes and cures) and the American bishops (providing pastoral care and inclusion). This article deals with the experiences of gay and lesbian youth in Catholic high schools. …

In recent years, the administration, faculty and research professionals at the University of Illinois at Chicago have shown considerable interest in facilitating interdisciplinary research on campus. Beginning in 2006, the Office of the Provost and the Office of the Vice Chancellor for Research provided seed funding for the creation of several interdisciplinary research (IDR) centers on campus to encourage interdisciplinary and transdisciplinary scholarship and education. This study is a product of one of those centers – the UIC Interdisciplinary Center for Research on Violence. The Great Basin sagebrush steppe ecosystem is among the most imperiled in the U.S. Cheatgrass invasion, conifer encroachment, and catastrophic wildfires are considered to be primary catalysts of decline. Efforts are underway to restore and increase the resiliency of this damaged ecosystem through broad-scale applications of fuel reduction and restoration treatments involving mechanical removal, prescribed fire, and herbicide application. While research points to the potential benefits of these treatments, controversy and challenge often surface when treatments are proposed on public lands. Security research published in academic journals rarely finds its way to the business community or into the classroom. Even though the research is of high quality, it is written in a manner that is difficult to read and to understand. This paper argues that one way to get this academic research into the business community is to incorporate it into security classrooms. To do so, however, academic articles need to be adapted into a classroom-friendly format. This paper suggests ways to do this and provides an example of an academic article that was adapted for use in a security management …

The introduction of this paper will cover an overview of the topic, along with the rationale, relevant statistics, and the purpose of the paper. The areas examined in this paper included the impact of family communication, single-parent families, cultural differences, and extracurricular involvement. The paper also covers the counselor's role, and how they can assist students and parents with academic achievement.
