This article examines how one particular state institution, state attorneys general (SAGs), has operated within a unique set of institutional and political constraints to create state-based regulation with nationwide impact in policy areas including consumer protection, antitrust, environmental regulation, and securities regulation. This state-based regulation casts doubt on one of the principle rationales advanced in the Supreme Court's anticommandeering line of cases for limiting federal power; namely, that judicially-enforced limits on federal power enhance electoral accountability, a concept central to our democracy. Ageing women have so often been represented in government policy rhetoric, gerontology literatures and journalistic discourse as the genderless, powerless and passive objects of welfare and services;, by and large, as a social problem that needs to be monitored and managed. Taking a cultural research approach, this thesis explores ageing women’s actual practices in Hong Kong social movements and aims to rerepresent ageing women as active social agents capable of generating multiple “tactical identities” enabling them to participate in and interact with an environment that poses concrete challenges to their participation.

Giant pandas ( Ailuropoda melanoleuca ) are flagship species for conservation because of their endangered status and charismatic nature. Giant pandas are placed in the bear family (Urisidae) within the order Carnivora. They specialize on a diet of bamboo, yet retain a typical carnivore gastrointestinal tract. Low energy digestive efficiency (9.5–34%) was calculated from bamboo-only digestibility trials conducted on captive giant pandas. Huge amounts of bamboo are consumed to overcome inefficient extraction and thus obtain sufficient energy and nutrients. Direct aerosol climate effects include light scattering and absorption that present the largest uncertainties in the assessment of radiative forcing. To estimate the overall effect of aerosols on climate the relative amounts of scattering and absorption must be known. Determination of aerosol UV-absorption spectra is the primary focus of this thesis research. Aerosol samples were collected in Mexico City in 2003 and 2006 as a part of Mexico City Metropolitan Area field study and also at Little Rock. The threat of a global influenza pandemic and the adoption of the World Health Organization (WHO) International Health Regulations (2005) highlight the value of well-coordinated, functional disease surveillance systems. The resulting demand for timely information challenges public health leaders to design, develop and implement efficient, flexible and comprehensive systems that integrate staff, resources, and information systems to conduct infectious disease surveillance and response. To understand what resources an integrated disease surveillance and response system would require, we analyzed surveillance requirements for 19 priority infectious diseases targeted for an integrated disease surveillance and response strategy in the WHO African region.

This thesis is a case study on newspaper discourse representation of SARS. The study uses two representative English newspapers in Asia – the China Daily (“CD”) and the South China Morning Post (“SCMP”). By comparing the discursive construction of the same event – the outbreak of SARS - in the two newspapers, it aims to reveal that the practice of news follows institutional, cultural and political assumptions, and also make visible the two newspapers’ embedded attitudes and ideological positions. The West Indian manatee (Trichechus manatus) is an herbivorous marine mammal that occupies freshwater, estuarine, and marine habitats. Despite being considered endangered, relatively little is known about the feeding ecology of either of the two recognized subspecies, the Florida manatee (T.m. latirostris) and Caribbean or Antillean manatee (T.m. manatus). A better understanding of their respective feeding preferences and habitat use is essential to establish criteria on which conservation plans can be based. In recent years, intertidal reefs of Crassostrea virginica (eastern oyster) along central Florida's east coast have suffered extensive losses due to wakes from recreational boats. These wakes have caused extensive shell movement and sediment resuspension which results in large piles of disarticulated shells along the seaward edges of reefs. Dead margins extend up to one meter above mean high water. The creation and enforcement of "no wake" zones in the area are unlikely. The author used Reciprocal Teaching (RT) as described by Annemarie Palincsar and Anne Brown (1984) to examine changes in student comprehension when reading their life science textbook and changes in how the students used the predicting, questioning, and summarizing strategies. Raman micro-spectroscopy provides a non-destructive probe with potential applications as a diagnostic tool for cellular disorders. This study presents micro-Raman spectra of live erythrocytes infected with a malaria parasite and investigates the potential of this probe to monitor molecular changes which occur during differentiation of the parasite inside the cell. At an excitation wavelength of 633 nm the spectral bands are dominated by hemoglobin vibrations yielding information the on structure and spin state of the heme moiety. This study examines the evolution of the popular images of John Brown and Thomas "Stonewall" Jackson. It begins by analyzing the historiography of each man. The second and third chapters are biographies of each man. The fourth, fifth, and sixth chapters examine the popular images of the two men in print media, visual media, and monuments. This thesis concludes with appendices which contain reproductions of songs, photographs, and paintings referred to in the chapters. Recent research in counselor training has focused on the difficulties and challenges facing counseling practitioners that result in high stress, burnout, compassion fatigue, vicarious trauma, and counselor impairment. The American Counseling Association's (ACA) Code of Ethics has addressed the ethical issues inherent in counselor impairment. Further, the Council for Accreditation of Counseling and Related Educational Programs (CACREP) has focused on the development of counselors that will assist them in being resilient to workplace stressors. Purpose: The college environment is documented as a universally stressful period where students face many challenges (Baysden, 2002; Pandit, 2003). In addition to these potential stressors, international students face other unique challenges such as loss of support network, feelings of isolation, economic hardship, coping with oftentimes competing cultures, and anxiety which emanates from unfamiliarity (Kim & Omizo, 2003; Rounds & Kline, 2005). The purpose of this study was to examine the relation between acculturative stress and marital distress among Hispanic American women and to explore the potential mediating roles of variables believed to be important to marital functioning among ethnic minorities and immigrants (e.g., acculturation, ethnic identity, social support, etc.). Based on data from 103 Hispanic American married women, pressure to acculturate toward the dominant culture of the U.S. was found to significantly correlate with the amount of distress the women reported in their marital relationships. The purpose of this study was to determine the efficacy of in-seat face-to-face advising in contrast to web camera advising of College of Arts and Sciences psychology majors in the 2005-2006 academic year. Satisfaction levels were determined and analyzed based on random assignment to either the control group (in-seat face-to face) or the experimental group (web camera) advising. The data collected for this study consisted of participants' responses to the Academic Advising Inventory (AAI) administered to undergraduate psychology majors (N = 102).
