Human Rights & Human Welfare
“9/11 changed everything.” Not really. In fact, there has been far more continuity than change over the past six years in both international and domestic politics. Nonetheless, human rights often have been harmed—although not by terrorism but by “the war on terror.”

Developing Regional Operations Research Training Capacity In South Asia, M.E. Khan, James R. Foreit, Sohini Roychowdhury, F. Ram, Chander Shekhar
Reproductive Health
This project’s overall objective was to create a self-sustaining regional operations research (OR) training and research center for South Asia at the International Institute of Population Sciences (IIPS), in Mumbai, India. The goal was to institutionalize operations research (OR) in IIPS by building the teaching and research capabilities of the faculty and research team. Capacity building was accomplished through a training of trainers that included an OR workshop in Nepal, two four-day OR workshops for program managers, one ten-day OR workshop for researchers, and a four-day scientific-writing course for researchers and program managers to provide guidelines for preparing research articles …

Modern law on expert testimony insists, as a condition of admissibility, that the asserted expertise be determined by the trial judge to be reliable. Reliability is usually characterized as a dichotomous attribute of evidence, as if expertise were either reliable or unreliable. This article argues that making progress in the development of meaningful and appropriate restrictions on the admissibility of expert testimony requires that we abandon this conceptualization and understand the implications of endorsing a gradational notion of reliability in which evidence can be more or less reliable and in which a comparative assessment of reliability is prominent. Consistent with …

Cyberspace is often a battlefield with a wide array of armies posed to challenge one another across the increasing array of rhetoric and technology that has made it such a potent arena for global digital commerce. Perry Barlow's infamous demand that cyberspace be left to its own devices because of its unique unregulated nature may have been answered by Larry Lessig's reply that code may in fact be used to regulate cyberspace, but the reality is that social norming demands, the evanescence of technological controls, and the perceived utility of illicit conduct utilizing the internet make any regulation problematic at …

Periodic Atlas Of The Metroscape: Geography Of Opportunity: Maps From The Regional Atlas, Meg Merrick, Vivek Shandas
Periodic Atlas Of The Metroscape: Geography Of Opportunity: Maps From The Regional Atlas, Meg Merrick, Vivek Shandas
Institute of Metropolitan Studies Publications
Of the three pillars of sustainability (ecology, economy, and equality), equality has been largely absent from regional development discussions in part because policy makers lack a shared understanding of what equality means.
This edition of the Periodic Atlas features several maps from the Regional Equality Atlas that begin to tell a story of existing challenges and the highly dynamic nature of the relationships among people, place, and opportunities in the metroscape.
What Is Driving Measure 37 Claims In Oregon?, Sheila A. Martin, Meg Merrick, Erik Rundell, Katie Shriver
What Is Driving Measure 37 Claims In Oregon?, Sheila A. Martin, Meg Merrick, Erik Rundell, Katie Shriver
Institute of Metropolitan Studies Publications
With over 7,500 claims covering 750,000 acres of farm and forestland, Measure 37 claims harbor the potential to change the landscape in Oregon. The majority of these claims are located in the Willamette Valley, where growth pressures and the value gradient between land for farms and land for residential development is great. This paper explores those relationships by describing and mapping the claims in terms of location, size, and current and proposed use, and then analyzes factors that appear to be driving the claims. At a county level, variables such as population growth, farm income, farm tenure and average age …
State Practice In The Management And Allocation Of Transboundary Groundwater Resources In North America, Gabriel Eckstein, Amy Hardberger
State Practice In The Management And Allocation Of Transboundary Groundwater Resources In North America, Gabriel Eckstein, Amy Hardberger
Faculty Articles
Throughout the world, international and state political boundaries divide groundwater resources into politically convenient jurisdictions. Subsurface water, however, does not recognize such borders and flows freely without regard to overlying politics. This disregard for the political dimension, coupled with the growing global importance of fresh water, has the potential for aggravating disputes and conflicts over the use, allocation, and preservation of such resources. To date, widely accepted norms of international law applicable to transboundary aquifers have yet to emerge. However, local and regional agreements, including both formal and unofficial arrangements, suggest the emergence of state practice that should be considered …

The Contribution Of Tamil Culture To World Civilization, Suberamanian Kumaran
The Contribution Of Tamil Culture To World Civilization, Suberamanian Kumaran
Research Publications (2006 to 2010)
Culture has been defined as the pursuit of perfection, which is the embodiment of sweetness and light. Culture reveals the various stages in the "development of an individual, a group or class or of a whole society". Culture, consists in the images that make imagination possible, in the media with which we mediate experience. All the artifacts we make and the relationships we enter into, have in that sense 'culture' consequences, for they gave form and shape to the way we think about other artifacts, other relationships. In culture is the distilled essence of the way of life of people, …

Establishing Professional Identity: Narrative As Curriculum For Pre-Service Teacher Education, Neil Hooley
Establishing Professional Identity: Narrative As Curriculum For Pre-Service Teacher Education, Neil Hooley
Australian Journal of Teacher Education
It is unclear to what extent Australian teachers over recent years have resisted the impact of globalisation, marketisation and commodification on education generally and their daily work in classrooms specifically. Do teachers still see education as a public good, of personal and democratic importance in its own right regardless of the socio-economic background of students, or is education a critical component of material gain and individual, competitive advancement? Have teachers confronted these issues in reference to their own professional identities, in developing a strong relationship with their own knowledges as the essence of their educative role with young people? This …

Investigating Staff Perceptions Of Elearning Development And Support For Students With Disabilities In Higher Education, Roisin Ca Donnelly
Level 3
This paper reports on a study concerned with exploring staff perceptions on improving the design and delivery of e-learning provision for students and staff with disabilities in a higher education institution in the Republic of Ireland. The study aims to clarify understanding on how aspects of e-learning affect some of the key stakeholders in an institution of higher education – a disability liaison team, a learning technology team and an academic development centre. Essentially this paper is an example of research for learners with disabilities by people without disabilities. The language used in this paper is consistent with the social …

Loving Indian Style: Maintaining Racial Caste And Tribal Sovereignty Through Sexual Assimilation, Carla Pratt
Faculty Articles
Scholars have generally characterized Loving v. Virginia as a case about the line separating whites from blacks. But within the subtext of Loving there is an additional narrative about the line separating blacks from Indians. State laws governing miscegenation had a profound impact on tribal law and the practices of tribal people by indirectly regulating interracial relations between certain nonwhite groups of people and rendering blacks as undesirable partners for marriage.
