Maryland And The Constitution Of The United States: An Introductory Essay, William L. Reynolds Oct 2007

Maryland And The Constitution Of The United States: An Introductory Essay, William L. Reynolds

Faculty Scholarship

The State of Maryland and the attorneys who practice in it have played a profound role in the history of the Constitution of the United States. That relationship should not surprise anyone: after all, Maryland was one of the original thirteen states, and its proximity to the nation’s capitol ensured that its lawyers would play an active role in the bar of the Supreme Court. Although the case names alone would make that history apparent – McCulloch v. Maryland, Brown v. Maryland, Federal Baseball – I am not aware of a serious scholarly effort to bring that history to the …

Temperature-Dependent Characterization Of Thin-Film Filters For Optical Communications, Corneliu Rablau, Christopher Schenk Oct 2007

Temperature-Dependent Characterization Of Thin-Film Filters For Optical Communications, Corneliu Rablau, Christopher Schenk

Physics Presentations And Conference Materials

The explosive increase in the demand for transmission capacity for optical communications networks has resulted in a widespread deployment of dense wavelength division multiplexing (DWDM). Thin film filters are a critical component of DWDM devices. They consist of Fabry-Perot resonant cavities obtained by vacuum deposition on a glass substrate of alternating layers of two dielectric materials of different indices of refraction. The performance requirements for these filters are determined by the density of channels to be multiplexed. For the 100 GHz ITU grid, these channels are spaced 100 GHz (0.8 nm) apart. Typical figures of merit include the insertion loss …

Pinning Down The Value Of Statistical Life, Thomas J. Kniesner, W. Kip Viscusi, Christopher Woock, James P. Ziliak

Economics - All Scholarship

Our research addresses fundamental long - standing concerns in the compensating wage differentials literature and its public policy implications: the econometric properties of estimates of the value of statistical life (VSL) and the wide range of such estimates from about $0.5 million to about $21 million. We address most of the prominent econometric issues by applying panel data, a new and more accurate fatality risk measure, and systematic selection of panel estimator in our research. Controlling for measurement error, endogeneity, individual heterogeneity, and state dependence yields both a reasonable average level and narrow range for the estimated value of a …

Southwest Missouri Water Quality Improvement Project (Wqip) James River Basin Water Quality Gap Analysis, Mec Water Resources, Inc., Ozarks Envrionmental Water Resources Institute

OEWRI Technical Reports

Rapid growth and expansion in southwest Missouri are threatening the water resources this region’s population, agriculture, and tourism industry so heavily depend upon. In response to this threat, several watershed groups in southwest Missouri collaborated to secure federal funding for water protection efforts in this region. As a result of this effort, the Environmental Resources Coalition (ERC) received a U.S. Environmental Protection Agency (EPA) grant to develop and manage the Southwest Missouri Water Quality Improvement Project (WQIP), a multi-year, multi-stakeholder effort to address water quality issues in this region. WQIP has initially been tasked with assembling, evaluating, and interpreting existing …

Air Toxics Under The Big Sky – A High School Science Teaching Tool, David Jones, Tony Ward, Diana Vanek, Nancy Marra, Curtis W. Noonan, Garon Smith, Earle Adams

Public and Community Health Sciences Faculty Publications

A project has been developed between Big Sky High School and The University of Montana (UM) which has brought together high school students and teachers, university scientists, and county environmental health officials in a multilayered research experience focusing on the collection and analysis of specific air toxics, and investigating their relationship to respiratory diseases. The Air Toxics Under the Big Sky project allows students to benefit from an independent experience linking science, research, and local environmental issues. We see this as a long term project which will be built upon and expanded by future students during each new school year …

The Fractional Weak Discrepancy Of A Partially Ordered Set, Alan Shuchat, Randy Shull, Ann N. Trenk Oct 2007

The Fractional Weak Discrepancy Of A Partially Ordered Set, Alan Shuchat, Randy Shull, Ann N. Trenk

Faculty Research and Scholarship

In this paper we introduce the notion of the fractional weak discrepancy of a poset, building on previous work on weak discrepancy in [J.G. Gimbel and A.N. Trenk, On the weakness of an ordered set, SIAM J. Discrete Math. 11 (1998) 655–663; P.J. Tanenbaum, A.N. Trenk, P.C. Fishburn, Linear discrepancy and weak discrepancy of partially ordered sets, ORDER 18 (2001) 201–225; A.N. Trenk, On k-weak orders: recognition and a tolerance result, Discrete Math. 181 (1998) 223–237]. The fractional weak discrepancy wdF(P) of a poset P=(V,≺) is the minimum nonnegative k for which there exists a function f:V→ …

Democracy, Capitalism, And Income Inequality: Seeking Causal Directions, Ross E. Burkhart Oct 2007

Democracy, Capitalism, And Income Inequality: Seeking Causal Directions, Ross E. Burkhart

Political Science Faculty Publications and Presentations

Recent research shows that lower levels of income inequality cause higher levels of democracy, and vice versa in a simultaneous relationship. A critical factor missing from these studies is a direct exogenous measure of capitalism in models explaining variation in income inequality and democracy. This study examines 50 countries over the years 1978-1993 and finds in a pooled two stage least squares modeling exercise that the Fraser Institute measure of capitalism appears to have a positive linear impact on POLITYIV measures of democracy and a negative linear impact on income inequality (more capitalism, more inequality). There appears to be no …

The Bes F0(1810): A New Glueball Candidate, Pedro Bicudo, S.R. Cotanch, Felipe J. Llanes-Estrada, David G. Robertson Oct 2007

The Bes F0(1810): A New Glueball Candidate, Pedro Bicudo, S.R. Cotanch, Felipe J. Llanes-Estrada, David G. Robertson

Physics Faculty Scholarship

We analyze the f0(1810) state recently observed by the BES collaboration via radiative J/ψ decay to a resonant φω spectrum and confront it with DM2 data and glueball theory. The DM2 group only measured ωω decays and reported a pseudoscalar but no scalar resonance in this mass region. A rescattering mechanism from the open flavored KK̄ decay channel is considered to explain why the resonance is only seen in the flavor asymmetric ωφ branch along with a discussion of positive C-parity charmonia decays to strengthen the case for preferred open flavor glueball decays. We also calculate the total decay width …

Mortgage Law In China: Comparing Theory And Practice, Gregory M. Stein Oct 2007

Mortgage Law In China: Comparing Theory And Practice, Gregory M. Stein

Scholarly Works

The first Chinese law focusing specifically on property rights became effective on October 1, 2007, which means that China's breakneck real estate development before that date occurred in a nation with no published law of real estate. Thus those who have been buying, selling, and lending against Chinese real estate have been operating in a world of significant legal uncertainty. Even with the new code, property law as it is practiced is likely to diverge significantly from the published rules.

This Article examines Chinese mortgage law as it actually operates in the field, focusing on both legal and business issues. …

What Do Adolescents Know About Health?, Christy Zenner, Mary Pritchard

Psychological Sciences Faculty Publications and Presentations

The purpose of this study was to investigate what adolescents know about topies commonly covered in Health classes (eating disorders, exercise, nutrition, caffeine, and sleep) and whether students know aS much as they think thtey do about these topics. We found that 9% of the students correctly answered all of the exercise questions, 2% nutrition, 2% sleep, 3% caffeine, and 5% eating disorders. Participants did believe they knew more about their health than they actually did. Results suggest that knowledge can clearly be improved.
