An Experimental Technique For The Evaluation Of Strain Dependent Material Properties Of Hard Coatings, Shad A. Reed, Anthony N. Palazotto, William P. Baker Oct 2007

An Experimental Technique For The Evaluation Of Strain Dependent Material Properties Of Hard Coatings, Shad A. Reed, Anthony N. Palazotto, William P. Baker

Faculty Publications

A novel vibration experiment consisting of a free-free boundary condition, an electromagnetic excitation source, a vacuum chamber, and a laser vibrometer based surface measurement system has been developed that permits high levels of excitation on highly damped specimens with a minimal amount of unwanted systematic error. While some of the aspects of this experiment are not unique, when combined with a processing technique that accounts for the nonlinearities present in the system, this experiment permits, accurate measurement of strain dependent stiffness and damping properties of hard coatings at high strain levels. This procedure has been demonstrated using a titanium beam …

Adtrees For Sequential Data And N-Gram Counting, Robert Van Dam, Dan A. Ventura Oct 2007

Adtrees For Sequential Data And N-Gram Counting, Robert Van Dam, Dan A. Ventura

Faculty Publications

We consider the problem of efficiently storing n-gram counts for large n over very large corpora. In such cases, the efficient storage of sufficient statistics can have a dramatic impact on system performance. One popular model for storing such data derived from tabular data sets with many attributes is the ADtree. Here, we adapt the ADtree to benefit from the sequential structure of corpora-type data. We demonstrate the usefulness of our approach on a portion of the well-known Wall Street Journal corpus from the Penn Treebank and show that our approach is exponentially more efficient than the naïve approach to …

Outsourcing In U.S. Cities, Ambulances And Elderly Voters, Matthew J. Holian Oct 2007

Outsourcing In U.S. Cities, Ambulances And Elderly Voters, Matthew J. Holian

Working Group on Interlocal Services Cooperation

Many of the largest cities in the United States outsource emergency medical services. This paper develops a political economy model of city service provision. Empirical analysis of emergency ambulances in the 200 largest U.S. cities finds that a number of variables are significant determinants of amblu- ance outsourcing, including the fraction of a city's voters over the age of 65. This finding provides evidence that interest-group politics are important, and suggests a particular shape of the contracting cost curve.

Adventures In Digitization: A New Librarian Shares Five Hard Earned Tips To Avoid Project Management Pitfalls, Cory K. Lampert

Library Faculty Presentations

Many institutions are feeling pressure to embark on digitization projects to provide greater access and visibility to their unique materials. Digitization initiatives have numerous benefits, but they can also drain staff time and resources if they are not planned and prioritized well. As new librarians are hired into increasingly technical entry-level positions, they are often expected to contribute to or lead digitization projects requiring a diverse skill set. Learn five key tips to help recent grads and new digital project managers to avoid pitfalls. Topics will include: the importance of the planning process, involving key people at the right time, …

Coping With Unreliable Water Supplies And Willingness To Pay For Improved Water Supplies In Kathmandu, Nepal, Hari Katuwal, Alok Bohara Oct 2007

Coping With Unreliable Water Supplies And Willingness To Pay For Improved Water Supplies In Kathmandu, Nepal, Hari Katuwal, Alok Bohara

Himalayan Research Papers Archive

Adequacy and quality are crucial for household water supply. One of the major problems with public utilities such as drinking water in developing countries is intermittent, insufficient and unreliable supply. Nepal is no exception to this. Water is not supplied round the clock, pressure is insufficient to pump it to the tap and the amount of water made available to the public, whatsoever, is not directly potable. To combat these problems, households engage in a variety of coping behaviors. Some of the major strategies for coping with intermittent and unreliable water supply are collecting, pumping, storing, treating and purchasing. This …

Community Based Integrated Natural Resource Management: Policy Options And Areas Of Intervention, Sabita Thapa, John Soussan, Dhruba Pant, Umesh Nath Parajuli, Khem Raj Sharma, Binod Bhatta

Himalayan Research Papers Archive

The paper takes in stock of research results from a project on integrated water and forest management in a micro-basin of Gandaki River System in Nepal. The paper demonstrates that while the results on the ground has been laudable, much more efforts are needed to consolidate the gains and to seize the window of opportunity provided by the strongly and rapidly evolving community-based natural resource management institutions in the country that can contribute to positive policy reform, build synergy and enhance the capacities of local institutions communities to pursue integrated resource management for unleashing the countrys potentials to fulfill and …

Optimal Propensity Score Stratification, Jessica A. Myers, Thomas A. Louis Oct 2007

Optimal Propensity Score Stratification, Jessica A. Myers, Thomas A. Louis

Johns Hopkins University, Dept. of Biostatistics Working Papers

Stratifying on propensity score in observational studies of treatment is a common technique used to control for bias in treatment assignment; however, there have been few studies of the relative efficiency of the various ways of forming those strata. The standard method is to use the quintiles of propensity score to create subclasses, but this choice is not based on any measure of performance either observed or theoretical. In this paper, we investigate the optimal subclassification of propensity scores for estimating treatment effect with respect to mean squared error of the estimate. We consider the optimal formation of subclasses within …

Quantitative Study With Current Parents: Final Report, The Lawlor Group

Data

In February of 2007, Illinois Wesleyan University (Bloomington, Illinois) retained The Lawlor Group (TLG) to conduct an Identity Assessment assignment as one part of its overall strategic planning effort. The purpose of the assignment is to help IWU better understand its identity and obtain a “collective sense of self” as it embarks on a new strategic plan. As part of that assignment—and to augment the investigation and information gathering for the overall assignment—TLG conducted a web survey with current parents. This research was intended to supplement our qualitative efforts during the site visit and provide quantitative data to support or …
