Control Of Defect Structure In Compound Semiconductors With Stoichiometry: Oxygen In Cdte, G. Chen, I. Miotkowski, S. Rodriguez, A. K. Ramdas Jan 2007

Control Of Defect Structure In Compound Semiconductors With Stoichiometry: Oxygen In Cdte, G. Chen, I. Miotkowski, S. Rodriguez, A. K. Ramdas

Department of Physics and Astronomy Faculty Publications

Two types of localized vibrational modes of oxygen substituting for Te in CdTe, i.e., O-Te, are reported. In one, O-Te is associated with a nearest neighbor (NN) vacancy as a (O-Te-V-Cd) center and hence with C-3v symmetry, with its uniaxial axis along < 111 >, whereas in the other, O-Te is surrounded by all the four NN Cd's and thus possesses T-d site symmetry. By an appropriate control of stoichiometry it is possible to reproducibly generate the formation of either (O-Te-V-Cd) or O-Te centers. These configurations are deduced from their ultrahigh resolution infrared signatures. For the (O-Te-V-Cd) centers, consistent with their uniaxial …

Using Inhomogeneity To Raise The Superconducting Critical Temperature In A Two-Dimensional Xy Model, Y. L. Loh, E. W. Carlson Jan 2007

Using Inhomogeneity To Raise The Superconducting Critical Temperature In A Two-Dimensional Xy Model, Y. L. Loh, E. W. Carlson

Department of Physics and Astronomy Faculty Publications

Superconductors with low superfluid density are often dominated by phase fluctuations of the order parameter. In this regime, their physics may be described by XY models. The transition temperature T-c of such models is of the same order as the zero-temperature phase stiffness (helicity modulus), a long-wavelength property of the system: T-c=A Upsilon(0). However, the constant A is a nonuniversal number, depending on dimensionality and the degree of inhomogeneity. In this Brief Report, we discuss strategies for maximizing A for two-dimensional XY models; that is, how to maximize the transition temperature with respect to the zero-temperature, long-wavelength properties. We find …

Quantum Phase Transition In The Quantum Compass Model, H. D. Chen, C. Fang, J. P. Hu, H. Yao Jan 2007

Quantum Phase Transition In The Quantum Compass Model, H. D. Chen, C. Fang, J. P. Hu, H. Yao

Department of Physics and Astronomy Faculty Publications

In this work, we show that the quantum compass model on a square lattice can be mapped to a fermionic model with local-density interaction. We introduce a mean-field approximation where the most important fluctuations, those perpendicular to the ordering direction, are taken into account exactly. It is found that the quantum phase transition point at J(x)=J(z) marks a first-order phase transition. We also show that the mean-field result is robust against the remaining fluctuation corrections up to the second order.

Acoustic Startle At Baseline And During Acute Alcohol Withdrawal In Replicate Mouse Lines Selectively Bred For High Or Low Alcohol Preference, Julia Chester, Gustavo D. Barrenha Jan 2007

Acoustic Startle At Baseline And During Acute Alcohol Withdrawal In Replicate Mouse Lines Selectively Bred For High Or Low Alcohol Preference, Julia Chester, Gustavo D. Barrenha

Department of Psychological Sciences Faculty Publications

Background: Previous data in both rat and mouse genetic models suggest that there is a genetic relationship between acute alcohol withdrawal responses and innate alcohol drinking behavior. The purpose of the present study was to examine whether acute alcohol withdrawal responses, as measured by acoustic startle and prepulse inhibition (PPI) of acoustic startle, may be genetically related to innate differences in alcohol preference in two mouse lines selectively bred for high (HAP1 and HAP2) or low (LAP1 and LAP2) alcohol preference. Line differences in startle responses at baseline, prior to alcohol or saline treatment, were also measured. Methods: Alcohol-naive, male …

Distanciation And The Recontextualization Of Space: Finding One’S Way In A Small Western Community, Lisa Gabbert Jan 2007

Distanciation And The Recontextualization Of Space: Finding One’S Way In A Small Western Community, Lisa Gabbert

In the 1990s, the city of McCall, Idaho, and the surrounding region implemented the Rural Addressing System. The system assigned a name to every street and a number to every house and erected visible signage for both. Although a seemingly minor bureaucratic operation, the Rural Addressing System is a concrete example of Anthony Giddens's concept of space distanciation, and as such, it is a significant component of modernity and globalization. By investigating the impact of the Rural Addressing System on this region—particularly on the ways in which people give directions and think about space there—this article sheds light on how …

Genetic Diversity, Plant Adaptation Regions, And Gene Pools For Switchgrass, Michael D. Casler, Chad A. Stendal, Ludmila Kapich, Kenneth P. Vogel

United States Department of Agriculture-Agricultural Research Service / University of Nebraska-Lincoln: Faculty Publications

Switchgrass (Panicum virgatum L.) is a perennial grass native to the North American tallgrass prairie and broadly adapted to the central and eastern USA. Transfer of germplasm throughout this region creates the potential of contaminating local gene pools with genes that are not native to a locale. The objective of this study was to identify structural patterns and spatial variation for molecular markers of switchgrass populations from the northern and central USA. Forty six prairie-remnant populations and 11 cultivars were analyzed for random amplified polymorphic DNA (RAPD) markers. Although there was significant population differentiation, little of this variation was …

Hipaa Hypocrisy And The Case For Enforcing Federal Privacy Standards Under State Law, Daniel J. Oates Jan 2007

Hipaa Hypocrisy And The Case For Enforcing Federal Privacy Standards Under State Law, Daniel J. Oates

Seattle University Law Review

Part II of this Comment summarizes the background of the HIPAA statute as an attempted solution to the privacy problem described above, including its legislative history and HHS promulgation of administrative rules. Next, Part III addresses the agency-imposed limitations on the scope of the statute. The Secretary's decision to rely solely on an administrative complaint process, combined with the government's narrow interpretation of the statute granting third parties immunity from penalties, has undermined enforcement of the privacy provision. Accordingly, Part IV discusses previous attempts to circumvent the administrative limitations by creating a private right of action and the reasons these …

Beyond Chevron'S Domain: Agency Interpretations Of Statutory Procedural Provisions, Melissa M. Berry Jan 2007

Beyond Chevron'S Domain: Agency Interpretations Of Statutory Procedural Provisions, Melissa M. Berry

Seattle University Law Review

Part II of the Article outlines the procedures required by the APA for agency adjudications. Part III discusses the three primary approaches that courts have followed to determine what triggers formal adjudicatory procedures and introduces the Chevron doctrine. Part IV examines how courts review agency interpretations of statutory provisions under Chevron and its progeny and explores two issues on the fringes of Chevron's domain-interpretations of agency jurisdiction and judicial review provisions-and the concerns that they raise. Next, using lessons from these analogous issues, Part V analyzes similar concerns about congressional intent, institutional competency, agency self-interest, and fairness in the …

Racially Restrictive Covenants In The State Of Washington: A Primer For Practitioners, Rajeev Majumdar Jan 2007

Racially Restrictive Covenants In The State Of Washington: A Primer For Practitioners, Rajeev Majumdar

Seattle University Law Review

Part II of this Comment will begin by examining the history of racially restrictive covenants, specifically the nature of covenants and the role of the federal government in both spreading and hindering the usage of such covenants. Part III will discuss the legal underpinnings of what makes such covenants unenforceable in Washington, and the best processes an attorney can use to remove them. Part IV will discuss a recent case that has significantly altered the collateral consequences of attempting to destroy racially restrictive covenants upon other associated covenants. As a result, those seeking to retain the benefits of other covenants …

This article provides an overview of the restorative justice movement in the twenty-first century. In Section II we offer a summary of the movement's distinguishing characteristics, its history and development, and what it looks like in practice. Section III is focused on restorative justice dialogue, the most widely practiced and extensively researched modality of the restorative justice movement. We present a review of current restorative justice dialogue research and an examination of public policy support for such dialogue across the United States. In Section IV we turn to continuing issues, including pitfalls, opportunities, and questions for the future.

Healing And Accountability In The Criminal Justice System: Applying Restorative Justice Processes In The Workplace, Kay Pranis Jan 2007

Healing And Accountability In The Criminal Justice System: Applying Restorative Justice Processes In The Workplace, Kay Pranis

Cardozo Journal of Conflict Resolution

This essay will describe efforts to apply the principles and processes of restorative justice to the criminal justice system in prison as a workplace. The initiative began as a pilot project in one facility when prison staff recognized that they could not effectively work with inmates in a restorative way until they changed their relationships with one another. Based on the positive experience of the pilot project the Minnesota Department of Corrections (MNDOC) has now expanded the availability of restorative processes for staff conflict and unhealthy workplace units to all prison facilities. This model has potential applications in all kinds …

Mycobacterial Bacilli Are Metabolically Active During Chronic Tuberculosis In Murine Lungs: Insights From Genome-Wide Transcriptional Profiling, Adel M. Talaat, Sarah K. Ward, Chia-Wei Wu, Elizabeth Rondon, Christine Tavano, John Bannantine, Rick Lyons, Stephen A. Johnston

United States Department of Agriculture-Agricultural Research Service / University of Nebraska-Lincoln: Faculty Publications

Chronic tuberculosis represents a major health problem for one-third of the world’s population today. A key question relevant to chronic tuberculosis is the physiological status of Mycobacterium tuberculosis during this important stage of infection. To examine the molecular bases of chronic tuberculosis and the role of host immunity in mycobacterial growth, we determined the mycobacterial transcriptional profiles during chronic and reactivation phases of murine tuberculosis using in vivo microarray analysis (IVMA). Following 28 days of aerosol infection, mycobacterial counts remained stable, although the bacilli were metabolically active with a 50% active transcriptome. The expression of genes involved in lipid and …

Mineralization Of Nitrogen In Soils Amended With Dairy Manure As Affected By Wetting/Drying Cycles, D. B. Watts, H. A. Torbert, S. A. Prior

United States Department of Agriculture-Agricultural Research Service / University of Nebraska-Lincoln: Faculty Publications

Interest in manure management and its effects on nitrogen (N) mineralization has increased in recent years. The focus of this research was to investigate the N-mineralization rates of different soil types in Coastal Plain soils and compare them to a soil from Illinois. Soils with and without dairy composted manure addition were subjected to different wetting/drying cycles [constant moisture at 60% waterfilled pore space (WFPS) and cycling moisture from 60 to 30% WFPS] under laboratory conditions at three different temperatures (11 °C, 18 °C, and 25 °C). Samples were collected from three different soil types: Catlin (Mollisols), Bama (Ultisols), and …

Adrenomedullin (Am) And Adrenomedullin Binding Protein (Am-Bp) In The Bovine Mammary Gland And Milk: Effects Of Stage Of Lactation And Experimental Intramammary E. Coli Infection, Ted H. Elsasser, Anthony V. Capuco, Thomas J. Caperna, Alfredo Martínez, Frank Cuttitta, Stanislaw Kahl

United States Department of Agriculture-Agricultural Research Service / University of Nebraska-Lincoln: Faculty Publications

Adrenomedullin (AM) has been characterized as an endogenous tissue survival factor and modulator of many inflammatory processes. Because of the increased susceptibility of the mammary gland to infection during the time surrounding parturition in the cow, we investigated how milk and tissue content of AM and its binding protein (AM-BP) might be affected by the stage of lactation and the udder health status. Milk and mammary biopsy samples were obtained from Holstein cows 21 days prior to and at various times after calving to represent the dry period and early and midstages of lactation. Additional cows received an intramammary challenge …

Background: Is it possible to construct an accurate and detailed subgene-level map of a genome using bacterial artificial chromosome (BAC) end sequences, a sparse marker map, and the sequences of other genomes?
Results: A sheep BAC library, CHORI-243, was constructed and the BAC end sequences were determined and mapped with high sensitivity and low specificity onto the frameworks of the human, dog, and cow genomes. To maximize genome coverage, the coordinates of all BAC end sequence hits to the cow and dog genomes were also converted to the equivalent human genome coordinates. The 84,624 sheep BACs (about 5.4-fold genome coverage) …
