New Hampshire, with a total population of 1.3 million, gained 79,000 residents between 2000 and 2006. Most of this growth (51,000 residents) came from migration. The migration also brought economic gains: New Hampshire gained at least $1.4 billion in income from migration between 2001 and 2005, and households moving in earned nearly $9,000 more than those leaving.

This invention relates to representation of one and multidimensional signal vectors in nonorgothonal domains and design of Vector Quantizers that can be chosen among these representations. There is presented a Vector Quantization technique in multiple nonorthogonal domains for both waveform and model based signal characterization. An iterative codebook accuracy enhancement algorithm, applicable to both waveform and model based Vector Quantization in multiple nonorthogonal domains, which yields further improvement in signal coding performance, is disclosed. The apparatus, system and method of the present invention provide a three-dimensional polarimeter probe having a coupler for coupling three components of an electromagnetic field that fluctuates in three-dimensions and an emitter for re-emitting a radiation corresponding to said three components. The radiation includes a polarized and an unpolarized component of said electromagnetic field and is used to determine the elements of a field-field correlation martix. This Article considers how Internet architecture can be harnessed to create an online environment where government regulation of material harmful to minors can be effective but not unreasonably burdensome. It proposes a solution that engages technology in refocusing the point of regulation, thereby reducing the burden on speech and increasing the ability to achieve constitutionally recognized governmental objectives. This Article briefly examines failed congressional attempts to restrict children's access to sexually explicit content online, and then introduces the Internet Community Ports Concept, which relies on channeling technology to divide kinds of content among various Internet ports. Early civic education is crucial for worldview formation compatible with living in an increasingly interdependent world. In U.S. public schools, social studies is the locus of civic education. Social studies textbooks are the container of civic subject matter and teachers are its transmitters. Traditionally, civic education has been linked with national identity creation. In this study, educators are challenged to stimulate a complementary cosmopolitan identity because of social, political, and economic globalization trends and transition to an Information (and instant communication) Age. Declining light oil production on Alaska North Slope (ANS) has attracted oil producers to develop viscous oil resources of ANS that range between 20 to 25 billion barrels. These oils are viscous, flow sluggishly in the formations, and are difficult to transport through unconsolidated formations and are hard to produce by conventional methods. Viscous oil recovery entails neatly designed enhanced oil recovery processes and the success of these processes is critically dependent on accurate knowledge of phase behavior and fluid properties of these oils under variety of pressure and temperature conditions. This thesis presents the design and implementation of a Plasma Probe that measures the relative plasma density in the E-region of the ionosphere during an active aurora. The instrument was designed for the Horizontal E-Region Experiment (HEX-2) conducted by the Geophysical Institute (University of Alaska Fairbanks) to investigate the spatial relationship of vertical winds associated with auroral structures. The Plasma Probe was successfully launched into space on a three-stage Black Brant X rocket from Poker Flat Research Range (PFRR) on February 14, 2007. As university populations become increasingly dependent on distance learning and support services for distance learning, writing centers progressively offer services by telephone, email, or virtual worlds in addition to the traditional face-to-face tutorials. The University of Alaska Fairbanks (UAF) Writing Center offers a "telephone tutorial" service for students from remote locations who fax their papers to a tutor who then conducts a tutorial session over the telephone. This study investigates tutor strategies in face-to-face and telephone tutorial sessions and tutor and student perceptions of effectiveness. This thesis presents an analysis of whistler mode (WM) echoes observed at altitudes less than 5,000 km by the Radio Plasma Imager (RPI) on the IMAGE satellite. WM echoes are generated either by specular reflection (SR) of RPI signals at the Earth-ionosphere boundary (~90 km) or by magnetospheric reflection of RPI signals [...] at altitudes greater than 1,000 km [Sonwalkar et al., 2004; Sonwalkar et al., 2006]. Effects of wildfire on amphibians are complex, and some species may benefit from the severe disturbance of stand-replacing fire. Boreal Toads (Bufo boreas boreas) in Glacier National Park, Montana, USA increased in occurrence after fires in 2001 and 2003. We used radio telemetry to track adult B. boreas in a mosaic of terrestrial habitats with different burn severities to better understand factors related to the post-fire pulse in breeding activity. Toads used severely burned habitats more than expected and partially burned habitats less than expected. No toads were relocated in unburned habitat, but little of the study area …

The Distribution And Phylogeography Of The Alaska Marmot (Marmota Broweri), Aren M. Gunderson

The taxonomic and distributional status of the Marmota broweri has been the subject of much debate and confusion since it was first described as a subspecies of the hoary marmot (M caligata). Through a review of all museum specimens, published accounts of this species, field surveys, and the identification of previously unidentified marmot specimens we have determined the current distribution of the Alaska marmot to include the Brooks Range, the Ray Mountains, and the Kokrines Hills of northern Alaska. The Yukon River forms the boundary between the peripatric distributions of M broweri and M caligata in Alaska. Since M broweri …
