Direct relations between the federal government and local governments - what this article calls "cooperative localism" - play a significant and underappreciated role in areas of contemporary policy as disparate as homeland security, law enforcement, disaster response, economic development, social services, immigration, and environmental protection. Despite the ubiquity of this practice, a jurisprudential clash is looming that threatens this important facet of intergovernmental relations. Historically, courts have allowed local governments to invoke federal authority as a source of local autonomy, despite the prevailing view of local governments as powerless instrumentalities of the state. Donald Davidson, Anomalous Monism And The Study Of Religion, G. Scott Davis

Donald Davidson’s concept of “anomalous monism” is not nearly as well known as his related attack on the idea of “conceptual schemes,” though they are closely related. This concept, I shall argue, has several important implications for the study of religion. In particular, it implies that, as an account of mind and language, “cognitive science” is going to be of limited interest. Moreover, and that approaches to the study of religion based on models drawn from cognitive science are likely to be “degenerate research programmes.” If this is so, then we can reasonably marginalize such programmes to the extent that …

Chemical production impacts the environment and human health. Many common products contain chemicals that can be detrimental to human health and more specifically harmful to the endocrine system. Many individuals and institutions unknowingly buy products containing chemicals that can harm the endocrine system. I developed a score that examines the level of harm that these chemicals pose to the endocrine health of the general population. The implications of Colby’s purchasing practices are discussed.

This paper outlines an undergraduate research project demonstrating an application of evolutionary computation in the context of computer art. The project, named GAUGUIN, combines the visual impact of modern computer graphics with the computational power of genetic algorithms. GAUGUIN allows the user to become a creator of art, without requiring any technical or artistic training. By using an intuitive and easily comprehensible process like evolution to create the composition, the user simply needs to evaluate a sequence of compositions. The Prevalence Of Eimeria Species In Goats In Iğdır, Abdurrahman Gül

Turkish Journal of Veterinary & Animal Sciences

This study was conducted to identify Eimeria species in goats in 5 districts of Iğdır province in Turkey. Faecal specimens (approximately 3-5 g) were obtained from the rectums of 212 goats. In the laboratory examination of faecal samples, 10 different Eimeria species were identified in 82.55% of the specimens: E. arloingi (47.43%), E. christenseni (45.14%), E. ninakohlyakimovae (36.00%), E. alijevi (26.85%), E. hirci (23.42%), E. caprina (18.28%), E. caprovina (16.57%), E. pallida (13.14%), E. jolchijevi (10.28%), and E. apsheronica (3.42%). E. caprina and E. caprovina are reported for the first time in the Iğdır province of Turkey.

Little is known about how a modified school calendar influences student achievement in reading. The present study investigated how students performed on the ISAT reading test after the district switched to a year-round calendar when compared to scores when the district was using a traditional school calendar. In other words, this longitudinal study attempted to answer if performance on the ISAT is related to the type of calendar, gender, grade level, and receiving special education services. The American slavery crisis reached a pinnacle during the time from postrevolution to the mid-nineteenth century, resulting in the most devastating loss of American life to date - the Civil War. Emotions about race and slavery ran high during this antebellum period, and many extremists on both sides of the Mason-Dixon Line used the power of written language for their cause; many Americans, conversely, appeared indifferent to a race of people who neither directly affected them nor engaged their interest. Victorian fiction often represents a domestic space that is designed both architecturally and psychologically to protect its residents from the external harsh and hostile world. Total heterotroph bacteria populations in the Sangamon River in east central Illinois, U.S.A. were monitored during a period between June and October in 2003 and 2004. Fecal coliforms (FC) were also monitored during this period in 2004. The four sites monitored were upstream and downstream of the Sanitary District of Decatur (SOD). All areas ofthe river monitored showed similar populations ofboth total heterotrophs and FCs. No correlations could be made between increases in populations of total heterotrophs or FC in relation to flow rate, dissolved oxygen, or total solids. There is a real need for long term studies of invasions to develop a more complete understanding of the factors that influence species spread. Rosa multiflora was chosen to study to address this issue due to its pervasiveness throughout the study site's successional history. The study-site was composed of 10 abandoned agricultural fields near an old growth forest with fifty years of annual vegetation data collection. One of the most extreme disturbances to aquatic systems is river impoundment. Dams alter a river's ecological processes by changing the flow of water, nutrients, sediment, biota and energy. Anthropogenic flow variability can lead to changes in natural seasonal variation, which has subsequent effects on biological assemblages within the ecosystem. This study investigated the influence of extreme hydrologic events on benthic macroinvertebrate assemblages within the Sangamon River in Decatur, Illinois. The objective of this thesis is to address the question of whether the removal of the native iron(II) ion in cytochrome c (cyt c) and substitution by a different metal ion affects the overall structural stability. We have studied the incorporation of zinc(II) into metal-free porphyrin cytochrome с (H2cyt) and investigated the structural stability of cyt c in the absence of the iron(II) ion and in the presence of the zinc(II) ion by different spectroscopic techniques. Metalloproteins have the capacity to bind various metal ions. In spite of this seemingly diverse choice of cofactors, metalloproteins generally bind only their cognate metal in vivo. Cytochrome c (cyt c) binds Fe porphyrin in vivo.
