The Iraq Debacle: The Rise And Fall Of Procurement-Aided Unilateralism As A Paradigm Of Foreign War, Charles Tiefer

Four years of American mishandling of procurement of military support and reconstruction in Iraq insurgency has produced countless examples of waste and abuse. This can be attributed to three factors. First, the United State's diminished use of competitive contracting minimized scrutiny of the contractor's performance. Second, the Government's unilateralist approach to reconstruction overburdened the administration with the political and financial costs of "nation-building." Third, the United States' failure to account for Iraqi funds eliminated checks on misguided procurement and other spending. Chondrocyte gene regulation is important for the generation and maintenance of cartilage tissues. Several regulatory factors have been identified that play a role in chondrogenesis, including the positive transacting factors of the SOX family such as SOX9, SOX5, and SOX6, as well as negative transacting factors such as C/EBP and delta EF1. However, a complete understanding of the intricate regulatory network that governs the tissue-specific expression of cartilage genes is not yet available. Tuberculosis is a major cause of deaths worldwide, with most of the 1.9 million deaths per year attributable to the disease occurring in developing countries. Thailand ranks seventeenth among 22 countries significantly suffering from tuberculosis. Malnutrition is an important risk factor for the development of tuberculosis since nutritional deficiency is vitally associated with impaired immune responses, particularly cell mediated immunity, phagocyte function, cytokines production. Epidemiological observations have confirmed that infection and malnutrition aggravate each other. Obviously, maintaining a good nutritional status and adequate micronutrients stores in the body are essential for mounting an effective immune responses to opportunistic infections. Well …

Quercetin, one of the major flavonoids in some fruits and vegetables, has much stronger antioxidative and anticarcinogenic activities. The aim of this study was to evaluate the protective role of quercetin in attenuating the histological changes of spleen and chromosome aberrations in rat bone marrow after NiCl2 acute poisoning. Male Wistar rats received either NiCl2 alone in the dose of 50, 150, and 300 mg/kg and pretreatment with quercetin in the dose of 50, 100, and 200 mg/kg for one hour before administration of NiCl2 300 mg/kg by single oral gavage. Mutations Affecting A Putative Mutla Endonuclease Motif Impact Multiple Dna Mismatch Repair Functions, Naz Erdeniz, Megan Nguyen, Suzanne M. Deschênes, R. Michael Liskay

Mutations in DNA mismatch repair (MMR) lead to increased mutation rates and higher recombination between similar, but not identical sequences, as well as resistance to certain DNA methylating agents. Recently, a component of human MMR machinery, MutLα, has been shown to display a latent endonuclease activity. The endonuclease active site appears to include a conserved motif, DQHA(X)2E(X)4E, within the COOH-terminus of human PMS2. Substitution of the glutamic acid residue (E705) abolished the endonuclease activity and mismatch-dependent excision in vitro. Markets with rapidly changing environments provide forecasting challenges because of fewer similarities between past and future outcomes. In this paper, we provide a methodology that enables forecasting with relatively short histories. The application is to the U.S. motion picture industry where we forecast revenues in theatrical, sales (DVD and VHS), and rental channels. Using short market histories of similar products, we account for (1) observed and unobserved movie-specific characteristics, (2) seasonality of demand, (3) competition within and across multiple distribution channels (4) market expansion, substitution and complementarity between movies inside and across distribution channels. The graduation requirements of the Illinois Mathematics and Science Academy are in concert with those maintained by the State of Illinois with additional requirements as established by the IMSA Board of Trustees. Each semester students must take a minimum of 2.5 credits and a maximum of 3.5 credits. One-semester classes generally receive .5 credits and two semester classes (e.g., World Languages) generally receive 1.0 credit. Most students will take between 5 and 7 academic classes per semester. This study investigated district location and the beliefs of school board members regarding Young Earth Creationism (YEC) and Old Earth Creationism (OEC) associated with the inclusion or exclusion of creationism in the district science curriculum of Georgia public schools. A random sampling of 144 mailed of a total population of 1,034 local school board members was selected as subjects. Data analysis indicated that beliefs of school board members in Young Earth Creationism had a weak, positive association with the permitted inclusion of creationism in the district science curriculum while board member beliefs in OEC had a moderate, negative relationship. From Mothers' Allowance To Mothers Need Not Apply: Canadian Welfare Law As Liberal And Neo-Liberal Reforms, Shelley A. M. Gavigan, Dorothy E. Chunn

Osgoode Hall Law Journal

In this paper we examine changes in the form and content of Canadian welfare law through a historical, feminist lens using the exemplar of mother-headed families. Our analysis of how the state dealt with sole support mothers in several provinces throughout the twentieth century reveals important continuities, as well as discontinuities, between the past and the present that have shaped and reshaped the lives and experiences of poor women and their children. In doing so, it helps to illuminate how they have been rendered "undeserving" or "never deserving" with the neo-liberal (re)formation of the Keynesian state in Canada.

With movie clips viewed over 100 million times each day, YouTube is the behemoth of these sites5-a major accomplishment considering the site entered the video-sharing market in May 2005. Colleges and universities are reaching new audiences and helping students complete degrees and programs of study through distance education departments and programs. Distance education attracts working professionals, employed students, and single parents (Johnson, et al., 2003), who may otherwise not be able to engage in a traditional academic setting. These individuals can now enroll in single courses or full undergraduate and graduate programs. Distance education departments offer courses and degrees through various modes of delivery, including: independent study, online (via course management applications such as Blackboard), interactive broadcast (via satellite), and Ed-NET courses (via internet/webcam).

Rx for Discovery Reading® is an intervention developed by the National Institute for Learning Development to impact the reading abilities of students below grade level in reading. The program was designed to address every area of reading acquisition, but, for this study, the areas of phonological processing, decoding, and fluency were investigated using pre- and post-test scores from the KTEA-II, GORT, and DIBELS. The problem studied was whether Rx for Discovery Reading® would raise the mean standard scores in the three areas at the conclusion of the field test. Moral Panic is a concept that examines disproportionate reaction towards an event or persons. In March of 2006, several events occurred which provoked strong reactions from the media and from politicians. This thesis explores and examines those reactions, and will try to determine if a moral panic could be said to have occurred. This is accomplished through a qualitative reading of the reactions, by identifying themes running through the discourse on crime of the time in question, and by applying indicators of moral panic to the data. Counting Outsiders: A Critical Exploration Of Outsider Course Enrollment In Canadian Legal Education, Natasha Bakht, Kim Brooks, Gillian Calder, Jennifer Koshan, Sonia Lawrence, Carissima Mathen, Debra Parkes

In response to anecdotal concerns that student enrollment in "outsider" courses, and in particular feminist courses, is on the decline in Canadian law schools, the authors explore patterns of course enrollment at seven Canadian law schools. Articulating a definition of "outsider" that describes those who are members of groups historically lacking power in society, or traditionally outside the realms of fashioning, teaching, and adjudicating the law, the authors document the results of quantitative and qualitative surveys conducted at their respective schools to argue that outsider pedagogy remains a critical component of legal education.
