Rapid growth and expansion in southwest Missouri are threatening the water resources this region’s population, agriculture, and tourism industry so heavily depend upon. In response to this threat, several watershed groups in southwest Missouri collaborated to secure federal funding for water protection efforts in this region. As a result of this effort, the Environmental Resources Coalition (ERC) received a U.S. Environmental Protection Agency (EPA) grant to develop and manage the Southwest Missouri Water Quality Improvement Project (WQIP), a multi-year, multi-stakeholder effort to address water quality issues in this region. Democracy, Capitalism, And Income Inequality: Seeking Causal Directions, Ross E. Burkhart

Political Science Faculty Publications and Presentations

Recent research shows that lower levels of income inequality cause higher levels of democracy, and vice versa in a simultaneous relationship. A critical factor missing from these studies is a direct exogenous measure of capitalism in models explaining variation in income inequality and democracy. This study examines 50 countries over the years 1978-1993 and finds in a pooled two stage least squares modeling exercise that the Fraser Institute measure of capitalism appears to have a positive linear impact on POLITYIV measures of democracy and a negative linear impact on income inequality (more capitalism, more inequality). The first Chinese law focusing specifically on property rights became effective on October 1, 2007, which means that China's breakneck real estate development before that date occurred in a nation with no published law of real estate. Thus those who have been buying, selling, and lending against Chinese real estate have been operating in a world of significant legal uncertainty. Even with the new code, property law as it is practiced is likely to diverge significantly from the published rules.

Mexico's Implementation Of The Biodiversity Convention And The Catagena Protocol In The Gmo Era: Challenges In Principles, Policies, And Practices, Juan Antonio Herrera

Recent developments in genetic modification and the use of Living Modified Organisms (LMOs) in agriculture have ignited a debate over the potential effects of these organisms on biological diversity. This controversy materializes in the clash between the international environmental and trade regimes. Multilateral Environmental Agreements (MEAs), such as the 1992 Convention on Biological Diversity (CBD) focus on the preservation of biological diversity and, in the case of the Cartagena Protocol on Biosafety (Cartagena Protocol), the safe transfer of LMOs. These Agreements encourage States to base national decisions to allow LMO imports on environmental and risk assessments using the precautionary principle. …

This report presents the results of sophisticated Rasch measurement analysis and multi-level modelling to validate and support the use of the ACER Social and Emotional Wellbeing (SEWB) student and teacher surveys for reporting on the social and emotional well-being of students from the early years of schooling through to senior secondary school levels. It describes the social and emotional well-being of over 10,000 students attending 81 schools across Australia. Among the more important findings of this research are the characteristics of students with low levels of social and emotional well-being compared with students with higher levels of social and emotional …

Guns And Gay Sex: Some Notes On Firearms, The Second Amendment, And 'Reasonable Regulation', Glenn Harlan Reynolds

In light of the Supreme Court's grant of certiorari in Heller v. District of Columbia, this Essay contains some thoughts inspired by Adam Winkler's "Scrutinizing the Second Amendment," 105 Mich. L. Rev. 683 (2007). Winkler argues, correctly, that judicial acceptance of an individual-rights interpretation of the Second Amendment would not end all firearms regulation. However, Winkler's understanding of what constitutes "reasonable regulation" is excessively broad. In "Guns and Gay Sex," I look at two overlapping lines of Tennessee cases on the right to arms and the right to privacy and conclude that even a "reasonable regulation" model of the right …

The Declaration on the Rights of Indigenous Peoples was adopted by the General Assembly on 13 September 2007, after more than twenty years of negotiations between states, indigenous representatives, lawyers, and academics. Although the resulting document is controversial and complex in its treatment of several important issues, its ambiguous characterization of the collective legal right of indigenous peoples to self-determination has been chosen as the focus of this work because it is the primary right from which all other rights, and problems, are derived. This Comment will analyze the persisting area of divide that is responsible for delaying the Texas Legislature's implementation of Atkins. First, it will look at how the differing procedural approaches represent the larger political issues in the pro- and anti-death penalty debate surrounding the Texas Legislature's original pre-Atkins attempts to implement a ban on the execution of mentally retarded offenders. Additionally, it will provide a high-level overview of bills introduced since Atkins was decided, focusing on the most contentious issues that persisted from those attempts. Maternal Disturbance In Activated Sphingolipid Metabolism Causes Pregnancy Loss In Mice, Kiyomi Mizugishi, Cuiling Li, Ana Olivera, Jacek Bielawski, Alicja Bielawska, Chu-Xia Deng, Richard L. Proia

Uterine decidualization, a process that occurs in response to embryo implantation, is critical for embryonic survival and thus is a key event for successful pregnancy. Here we show that the sphingolipid metabolic pathway is highly activated in the deciduum during pregnancy and disturbance of the pathway by disruption of sphingosine kinase (Sphk) genes causes defective decidualization with severely compromised uterine blood vessels, leading to early pregnancy loss. Sphk-deficient female mice (Sphk1–/–Sphk2+/–) exhibited both an enormous accumulation of dihydrosphingosine and sphingosine and a reduction in phosphatidylethanolamine levels in pregnant uteri. Archaeological associations and development agencies alike are celebrating the recent effort by the World Heritage Committee to inscribe as many African sites as fast as it can onto its List recognizing the heritage with the highest universal value to our collective human history. While it seems an obvious move of equality, in reality, this flurry of inscription is doing untold damage to African sites. Issues of local involvement in site management have not been resolved or streamlined, so site designation exposes communities to degradation of their traditions and values. “Creatures Of Mimic And Imitation”: The Liberty Tree, Black Elections, And The Politicization Of African Ceremonial Space In Revolutionary Newport, Rhode Island, Edward E. Andrews

The article explains how African slaves changed the colonial space of 18th century Newport, Rhode Island by transporting and preserving cultural and political concepts and codes. African slaves who came directly to Newport frequently came from the Gold Coast and consisted of Mandingo, Mende, Ibo, Ashanti and Fante peoples. Although the city's black population came from various regions and groups, its Africans could draw on a common cultural vocabulary that gave trees a sacred, and even cosmic, importance.
