The grassroots path to public policy is characterized by citizen pressure on policy makers to produce desired change and has been especially successful in the realm of natural resources. It has proven successful in the obtainment of various local and state level policy to control light pollution in the United States. Light pollution, defined as misdirected, obtrusive, or unwanted man-made outdoor lighting is a modern phenomenon that, among other effects, is resulting in the rapid loss of visible starscape throughout the world. During the fall of 2005 and spring of 2006, habitat assessments and rapid bioassessments were conducted at six sites on 100 m reaches on Five Mile Creek in Jefferson County, Alabama and two sites on neighboring rural streams that were used as references. Habitat scores and index of biotic integrity (IBI) scores for the fish communities were calculated for all sites. The IBI scores on Five Mile Creek did not compare well with one of the reference streams and suggest impairment. The habitat scores for the Five Mile Creek sites were similar to the scores of the reference streams. The …

Lymphocytes are highly mobile cells that can travel throughout the body in response to a multitude of stimuli. Identifying lymphocyte trafficking patterns in vivo is essential for a complete understanding of immune function. Cell-cell and cell-tissue interactions in immune development and in lymphocyte response to stimuli can be comprehended with these investigations. Although the location of cell populations in various tissues at any given point in time may be investigated by techniques such as flow cytometry and immunofluorescence, these methods are not easily used in the assessment of dynamic cell migration patterns in vivo. According to the Central Brain Tumor Registry of the United States, the most common primary brain tumors are gliomas, tumors composed of cells of glial origin, most commonly astrocytes and oligodendrocytes. The most aggressive of these tumors are characterized by hyperproliferation, marked cellular and nuclear atypia, extensive infiltration into surrounding normal brain tissue, and large areas of cell and tissue death. Previous data published by our lab and others suggest that these biological processes may involve regulated cell volume changes. The economically important marine bivalve mollusc, Mercenaria mercenaria, (commonly called a northern quahog or hard clam), has endured considerable mortalities caused by a thraustochytrid pathogen called Quahog Parasite X (QPX). Data on the percent prevalence of QPX infections were compiled from published reports along with our data to describe the epizootiology of QPX disease.QPX infections occurred in clams collected from both cultured beds and wild populations, but a higher percentage of QPX cases (76.5%) were from cultured clam beds. In addition, samples from cultured beds had a significantly higher prevalence (29.2 ± 27.2%) of QPX infections compared with samples from …

Moral Responsibility -- What Is All The Fuss About?, Kenton Machina

Examination of several accounts regarding the nature of moral responsibility allows the extraction of a conceptual core common to all of them. Relying on that core conception of moral responsibility, the paper explores what human life without moral responsibility would be like. That exploration establishes that many robust forms of human relationship and nonmoral normativity could continue, absent moral responsibility, even if moral responsibility were abandoned on incompatibilist grounds. Much more importantly, it also establishes, contra Waller and Pereboom, that only some forms of morality – so-called “behavioral” forms – remain possible without moral responsibility. From 1999–2003, FRONTIERS implemented a Global Agenda program of operations research projects to address the reproductive health (RH) needs of adolescents in four countries—Bangladesh, Kenya, Mexico, and Senegal. The project was implemented in urban areas of Saint-Louis and Louga, in northwestern Senegal, and was known as Improving the Reproductive Health of Youth in Senegal. The project supported a public-sector, multisectoral intervention to enhance young people’s knowledge and behavior regarding HIV prevention and RH, and systematically tested its feasibility, acceptability, effectiveness, and cost. The intervention had a significant positive impact on young people’s awareness and understanding of RH issues. The pilot …

This article traces the development of high-stakes assessments in public education in Texas, with the focus primarily on the exit examination required for graduation in grades K-12. OBJECTIVE: To assess serum levels of nitric oxide and peroxynitrite in patients presenting with cerebral infarction resulting from middle cerebral artery occlusion, at 48 hours from stroke onset. METHODS: We conducted the study in the Department of Pharmacology and in cooperation with Al-Yarmouk Teaching Hospital and the Department of Medicine, College of Medicine, Al-Mustansiriya University, Baghdad, Iraq from October 2003 to May 2004. OBJECTIVE: To investigate whether iloprost, a stable analog of prostacyclin, is useful for the preservation of neural grafts in transplantation surgery. METHODS: This study was conducted at the Microsurgery Laboratory of the Department of Neurosurgery, Faculty of Medicine, Ankara University, Ankara, Turkey in 2003. The animals (rabbits) were divided into 3 groups. In group I, autografts taken from the adrenal medulla were stored in 0.9% sodium chloride (NaCl) solution for 45 minutes before transplantation. OBJECTIVE: To evaluate the efficacy of anti-adhesion barrier agents following lumbar microdiscectomy. METHODS: Healon GV or Adcon-L was applied to a laminectomy defect overlying the duramater in 60 patients assigned to 3 randomized groups: Group I - Adcon-L (n=21), Group II - Healon GV (n=21), and Group III - control group, no adhesion barrier used (n=18). We conducted this study between 2004 and 2006 at Selcuk University, Konya, Turkey. OBJECTIVE: To assess the relative frequency of human leukocyte antigen (HLA) class I and class II in Iraqi multiple sclerosis (MS) patients, and to ascertain whether they offer any etiologic or protective role. METHODS: We conducted this study in the Baghdad MS Clinic and Teaching Laboratory Institute, Medical City, Baghdad Teaching Hospital, Baghdad, Iraq from March to July 2004. We enrolled 44 randomly selected MS patients and 69 healthy unrelated age- and sex-matched controls.
