The Senate Finance Committee minority staff report concerning Jack Abramoff's use of tax-exempt organizations details the misuse of charities and social welfare organizations for lobbying and other purposes. It shows how Abramoff moved money from clients through exempt organizations to influence legislative and administrative decisions favorable to those clients, but without disclosing the true source of the funds. In one case, money from the Mississippi Band of Choctaw Indians, anxious to bar competition from a new casino, transferred funds through Americans for Tax Reform (ATR) to antigambling organizations associated with Ralph Reed. In other examples, money passed from clients to …

Mecanismos De Sostenibilidad De Las Reformas Legales Y Judiciales En Países En Desarrollo: Principios Y Lecciones Aprendidas A Través De La Experiencia Internacional, Edgardo Buscaglia Nov 2006

Mecanismos De Sostenibilidad De Las Reformas Legales Y Judiciales En Países En Desarrollo: Principios Y Lecciones Aprendidas A Través De La Experiencia Internacional, Edgardo Buscaglia

The Latin American and Caribbean Journal of Legal Studies

This article provides a survey of the best international practices based on the judicial reform experiences of 82 (eighty two) countries worldwide, all based on field research conducted by the author founded on the jurimetric analysis of key impact indicators. The sample of countries supporting the article´s conclusions include civil, common, and Islamic jurisdictions. The piece also addresses the institutional political and social pre-conditions that have later made legal-judicial reforms more feasible in their implementation and more likely to show positive results. Moreover, the piece addresses those reforms that have been able to reduce the gap between the law in …

Experimental Observation Of Nonlinear Thomson Scattering, Szu-Yuan Chen, Anatoly Maksimchuk, Donald Umstadter Nov 2006

Experimental Observation Of Nonlinear Thomson Scattering, Szu-Yuan Chen, Anatoly Maksimchuk, Donald Umstadter

Donald Umstadter Publications

A century ago, J. J. Thomson showed that the scattering of low-intensity light by electrons was a linear process (i.e., the scattered light frequency was identical to that of the incident light) and that light’s magnetic field played no role. To- day, with the recent invention of ultra-high-peak- power lasers it is now possible to create a sufficient photon density to study Thomson scattering in the relativistic regime. With increasing light intensity, electrons quiver during the scattering process with increasing velocity, approaching the speed of light when the laser intensity approaches 1018 W/cm2. In this limit, the …

{Ontology: Resource} X {Matching : Mapping} X {Schema : Instance} :: Components Of The Same Challenge, Amit P. Sheth Nov 2006

{Ontology: Resource} X {Matching : Mapping} X {Schema : Instance} :: Components Of The Same Challenge, Amit P. Sheth

Kno.e.sis Publications

Ontologies enable us to elevate syntactic and structural processing in an information system/Web to an information system/Web powered with semantic processing. Experience has shown that monolithic and tightly coupled approaches seldom succeed, and majority of information systems and applications will need to deal with plurality of ontologies in a loosely coupled environment (i.e., independently evolving ontologies and inter-ontology relationships, existence of different contexts for different users/applications etc.) Development of such loosely-coupled multi-ontology environments entails development of techniques for ontology mapping/alignment, multi-ontology query processing, and much more.

Active Semantic Electronic Medical Record, Amit P. Sheth, Sangeeta Agrawal, Jonathan Lathem, Nicole Oldham, H. Wingate, K. Gallagher

Kno.e.sis Publications

The healthcare industry is rapidly advancing towards the widespread use of electronic medical records systems to manage the increasingly large amount of patient data and reduce medical errors. In addition to patient data there is a large amount of data describing procedures, treatments, diagnoses, drugs, insurance plans, coverage, formularies and the relationships between these data sets. While practices have benefited from the use of EMRs, infusing these essential programs with rich domain knowledge and rules can greatly enhance their performance and ability to support clinical decisions. Active Semantic Electronic Medical Record (ASEMR) application discussed here uses Semantic Web technologies to …

Un Estudio Multinivel Basado En Pisa 2003: Factores De Eficacia Escolar En El Área De Matemáticas, Covadonga Ruiz De Minguel, María Castro Morera

Education Policy Analysis Archives (EPAA)

This article presents a school effectiveness multilevel model based on PISA 2003 data. Our focus is math achievement. We employ a three level model (student, school and country) with variables related to school effectiveness as predictors of student achievement. We use a methodology that takes into account the multiple plausible values generated by PISA for each student. Results show that family structure, gender, family and school socioeconomic status, home educational resources, quality of school resources, student educational expenditures, school size, teacher education and country economic resources devoted to education all have sizable influence in mathematic achievement.
