Relationships Between High-Stakes Testing Policies And Student Achievement After Controlling For Demographic Factors In Aggregated Data, Gregory J. Marchant, Sharon E. Paulson, Adam Shunk

With the mandate of No Child Left Behind, high-stakes achievement testing is firmly in place in every state. The few studies that have explored the effectiveness of high-stakes testing using NAEP scores have yielded mixed results. This study considered state demographic characteristics for each NAEP testing period in reading, writing, mathematics, and science from 1992 through 2002, in an effort to examine the relation of high-stakes testing policies to achievement and changes in achievement between testing periods. As expected, demographic characteristics and their changes were related significantly to most achievement outcomes, but high-stakes testing policies demonstrated few relationships with achievement. …

Epsdt: Medicaid's Critical But Controversial Benefits Program For Children, Christie Provost Peters

National Health Policy Forum

The Early and Periodic Screening, Diagnosis and Treatment (EPSDT) program under Medicaid provides the most comprehensive set of health benefits for children and adolescents in the public or private sector. A cornerstone of early childhood preventive and treatment services in the nation’s health care “safety net,” the EPSDT program serves nearly 30 million low-income children, including children with disabilities and special needs. Over the years, states have expressed frustration with the administrative burdens of EPSDT requirements. Rising Medicaid costs have put all Medicaid benefits, including the EPSDT program, in the budgetary crosshairs. This issue brief reviews the fundamental characteristics of …

In August 2006, Cleveland State University was asked to conduct an initial assessment of the Cuyahoga County Commissioners' Report and Recommendations on Foreclosure that would assist the county in planning for future phases of the project. This report presents the findings of this initial assessment of the first 18 months of the initiative. It documents the process undertaken by the county, assesses the progress made toward reaching goals, identifies successes and concerns, and offers some preliminary recommendations about program operations. It also offers suggestions for a more formal evaluation process going forward

Contribution Of Stellar Tidal Disruptions To The X-Ray Luminosity Function Of Active Galaxies, Miloš Milosavljević, David Merritt, Luis C. Ho

The luminosity function of active galactic nuclei has been measured down to luminosities ∼ 1042 ergs s-1 in the soft and hard X-rays. Some fraction of this activity is associated with the accretion of the material liberated by the tidal disruption of stars by massive black holes. We estimate the contribution to the X-ray luminosity function from the tidal disruption process. While the contribution depends on a number poorly known parameters, it appears that it can account for the majority of X-ray selected AGN with soft or hard Xray luminosities . 1043 - 1044 ergs s-1.
