Torture As A Problem In Ordinary Legal Interpretation, Alan Hyde

American legal discourse on torture takes for granted some, usually all, of the following propositions, that make discussion of torture more difficult than it should be. Torture is assumed to present unusually difficult problems of definition, full of vague concepts, fine lines, gray areas, murky moral dilemmas, "dirty hands." This vagueness is thought to be even more of a problem for the attendant concept of "cruel, inhuman, and degrading treatment." The legal sources of either prohibition are assumed to be dubious under American law. Information Systems and Engineering Management Research Publications

We present spectroscopy of a transit of the exoplanet HD 189733b. By modeling the Rossiter-McLaughlin effect (the anomalous Doppler shift due to the partial eclipse of the rotating stellar surface), we find the angle between the sky projections of the stellar spin axis and orbit normal to be λ = -1fdg4 ± 1fdg1. This is the third case of a "hot Jupiter" for which λ has been measured. In all three cases λ is small, ruling out random orientations with 99.96% confidence, and suggesting that the inward migration of hot Jupiters generally preserves spin-orbit alignment.

An Investigation Of Relationships Between Oral Reading Rate And Reading Comprehension, Karen F. Rimkus

Quantitative research methods were used including observations and tallies of reading rates, data compilation, generation of scatterplots, and descriptive statistical analysis of the results. The research focused on observations of 69 fourth graders from two fourth grade classes in a private parochial elementary school in Las Vegas, Nevada. The students each read a 198-word passage to measure oral reading rate. A positive relationship between oral reading rate and reading comprehension was then determined. As a result, teachers may be able to use an oral reading rate test to design curriculum before the Terra Nova achievement test is administered in September. …

Information technology (IT), especially in the form of an electronic health record (EHR), is touted by many as a key component of meaningful improvement in health care delivery and outcomes. A personal health record (PHR) may be an element of an EHR or a stand-alone record. Proponents of PHRs see them as tools that will improve consumers’ ability to manage their care and will also enlist consumers as advocates for widespread health IT adoption. Effect Of Nb And C Additives On The Microstructures And Magnetic Properties Of Rapidly Solidified Sm-Co Alloys, S. Aich, Jeffrey E. Shield

Highly coercive Sm-Co-based permanent magnets have been achieved through simple modification of binary Sm12Co88 alloys with Nb, C or combined Nb and C at concentrations ranging from 1 to 10 atomic percent processed via rapid solidification. Melt spinning at 40 m/s resulted in the formation of the metastable TbCu7-type structure in all alloys. While the unalloyed, as-solidified Sm12Co88 alloy displayed a coercivity of 0.5 kOe, alloying additions resulted in a systematic and profound increase in coercivity. Nb additions resulted in as-solidified coercivities up to 9 kOe, C additions up to 37 kOe, and combined NbC …
