Race-Conscious Student Assignment Plans: Balkanization, Integration, And Individualized Consideration, Neil S. Siegel

In deciding Meredith v. Jefferson County Board of Education and Parents Involved in Community Schools v. Seattle School District No. 1, the Supreme Court of the United States will likely confront a critical issue to emerge from the lower court opinions on voluntary integration plans: whether school districts that use race as a factor in student assignment must comply with a legal requirement of individualized consideration. The Court has imposed such a requirement in other contexts, but it has not clearly explained what the concept of individualized consideration means and why particular forms of it matter.

This paper revisits Singapore’s industrial development in Suzhou, China, which has been in operation for more than a decade. We aim to glean insights from this experiment and more importantly, to verify recent claims of it generating political gain and economic capital for Singapore. The flagship project took on an identical framework as the other Singaporean transborder industrialization ventures in the region by adopting Singapore’s expertise and reputation for an efficient and stable government and investment environment. In this paper, I extend the analysis in Koh (2006) to examine the optimality of inter-temporal price discrimination for a durable-good monopoly in a model where infinitely-lived households consume both durable goods and a stream of non-durable goods subject to different inter-temporal budget constraints. I also consider the multi-dimensional setting where households differ in both inter-temporal budget constraints and the utilities they derive from the consumption of the durable good.

African-American children have their sexual debut (first voluntary penile-vaginal penetration) earlier thus are at disproportionately greater risk for more sexual partners and sexually transmitted infections. Father-child reproductive health communication was found to influence the timing of sex in other children however, a dearth of studies in African-American fathers existed. In this qualitative study reproductive health communication was explored in tape-recorded interviews of 19 African-American fathers from the perspective of critical theory, with the use of critical ethnography as methodology. A Within-Person Perspective On Feedback Seeking About Task Performance, Frederik Anseel, Filip Rene O Lievens

In organisations, feedback about multiple performance dimensions is often available. Consequently, employees have to decide on which performance dimensions they will be seeking feedback. In a lab experiment 126 students indicated on which performance dimensions they wanted to receive feedback after completing a computerized in-basket task. Results showed that participants especially sought feedback about their best and most important performance dimensions. Individuals with a high learning goal orientation sought more feedback about their least important performance dimensions as compared to individuals with a low learning goal orientation. This paper motivates and introduces a two-stage method of estimating diffusion processes based on discretely sampled observations. In the first stage we make use of the feasible central limit theory for realized volatility, as developed in [Jacod, J., 1994] and [Barndorff-Nielsen, O., Shephard, N., 2002], to provide a regression model for estimating the parameters in the diffusion function. In the second stage, the in-fill likelihood function is derived by means of the Girsanov theorem and then used to estimate the parameters in the drift function. This paper overviews maximum likelihood and Gaussian methods of estimating continuous time models used in finance. Since the exact likelihood can be constructed only in special cases, much attention has been devoted to the development of methods designed to approximate the likelihood. These approaches range from crude Euler-type approximations and higher order stochastic Taylor series expansions to more complex polynomial-based expansions and infill approximations to the likelihood based on a continuous time data record. This dissertation integrates both theoretical and empirical insights to facilitate understanding of the current obesity epidemic in WV given heterogeneity in socioeconomic, demographic and built environment characteristics of the state. In meeting this objective, county-level and individual-level health demand analyses using secondary data sources were conducted. County-level obesity differences were studied using spatial and non-spatial random and fixed effects frameworks under a panel data structure. The author investigated the relationship between undergraduates' self-esteem, current cumulative grade point average, race, and gender. A sample of 160 undergraduate students from West Virginia University completed the Rosenberg Self-Esteem Scale. In addition, the participants completed a demographic page, which included questions about their race, gender, and grade point average. The author assessed the relationship by performing a three way analysis of variance between the variables. In addition, Chi Square tests and correlations were run to test any further relationships. The results showed no correlation between self-esteem and grade point average. There were no significant main effects for gender or …

The Bailey Method was developed by Robert Bailey of the Illinois State DOT. It was intended to be a tool to predict changes in voids in the mineral aggregate (VMA) resulting from gradation alterations in compacted asphalt concrete samples. This research evaluates the changes in VMA due to gradation alterations of four contractors' mix designs. Water is by far the largest waste stream associated with oil and gas production and it is unimaginable to find an oil reservoir absolutely free from connate water. Water management has become an important issue of hydrocarbon production, since the produced water increases as the field grows older and the cost of water handling, such as separation, treatment and repair is dramatically increasing. The Effect Of The Options Backdating Scandal On The Stock-Price Performance Of 110 Accused Companies, Gennaro Bernile, Gregg A. Jarrell, Howard Mulcahey

Since academic scholars and the Wall Street Journal reported widespread evidence indicating that option grants to executives were backdated, an avalanche of news stories followed documenting this ever-widening corporate scandal. In this study we ask: "How do disclosures of backdating affect shareholder value?" We closely examine 110 companies listed in the Wall Street Journal's Perfect Payday webpage, collecting all news stories related to options backdating. We find that shareholders of these 110 companies suffer on average significant stock-price declines, ranging between 20% and 50%. Moreover, these losses do not seem to be due to temporary overreactions (at least so far). …

The present study examined individual differences in change in extraversion, neuroticism, and work and relationship satisfaction. Of particular interest were the correlations between changes. Data were from the Victorian Quality of Life Panel Study (B. Headey & A. Wearing, 1989, 1992), in which an overall 1,130 individuals participated (ages 16 to 70). Respondents were assessed every 2 years from 1981 to 1989. Four major findings emerged. (a) There were significant individual differences in changes in extraversion and neuroticism. Myopia is important in environmental and resource management problems because they often involve intertemporal decisions over a long time horizon. We present a parsimonious extension of standard dynamic programming equation in a continuous time and continuous state setting, which enables rich description of myopic behavior. In our model, the process of planning future controls and choosing current control are clearly distinguished. We Illustrate the behavior of various types of myopic agents with a simple example of non-renewable resource extraction, and discuss the policy relevance of the expiry of extraction permits to resource management under Myopia.

This paper considers how electoral competition affects voters’ turnout and candidate choice. We do so via an instrumental-variable (IV) bivariate probit with selection which jointly estimates both processes. Our analysis controls for individual and election characteristics, campaigning, and election day weather. We focus on the effects of negative advertising (tone) and overall spending (intensity) on several aspects of voter behavior, including abstentions. Our findings: tone increases turnout of Independents only, and can strengthen partisanship among non-voters. Campaign intensity matters more than tone. A new methodology is proposed to estimate theortical prices of financial contingent-claims whose values are dependent on some other underlying financial assets. In the literature the preferred choice of estimator is usually maximum likelihood (ML). ML has strong asymptotic justification but is not necessarily the best method in finite samples. The present paper proposes instead a simulation-based method that improves the finite sample performance of the ML estimator while maintaining its good asymptotic properties. The methods are implemented and evaluated here in the Black-Scholes option pricing model and in the Vasicek bond pricing model, but have wider applicability. Monte Carlo …

It is well-known that maximum likelihood (ML) estimation of the autoregressive parameter of a dynamic panel data model with fixed effects is inconsistent under fixed time series sample size (T) and large cross section sample size (N) asymptotics. The estimation bias is particularly relevant in practical applications when T is small and the autoregressive parameter is close to unity. The present paper proposes a general, computationally inexpensive method of bias reduction that is based on indirect inference (Gouriéroux et al., 1993), shows unbiasedness and analyzes efficiency. We investigate two methods for using daily stock returns to forecast, and update forecasts of, quarterly real output growth. Both methods aggregate daily returns in some manner to form a single stock market variable. We consider (i) augmenting the quarterly AR(1) model for real output growth with daily returns using a nonparametric Mixed Data Sampling (MIDAS) setting, and (ii) augmenting the quarterly AR(1) model with the most recent r -day returns as an additional predictor. We find that our mixed frequency models perform well in forecasting real output growth.

The literature on multivariate stochastic volatility (MSV) models has developed significantly over the last few years. This paper reviews the substantial literature on specification, estimation and evaluation of MSV models. A wide range of MSV models is presented according to various categories, namely (i) asymmetric models; (ii) factor models; (iii) time-varying correlation models; and (iv) alternative MSV specifications, including models based on the matrix exponential transformation, Cholesky decomposition, Wishart autoregressive process, and the empirical range. Alternative methods of estimation, including quasi-maximum likelihood, simulated maximum likelihood, Monte Carlo likelihood, and Markov chain Monte Carlo methods, are discussed and compared. PURPOSE

We investigated whether prostate cancer was associated with socioeconomic status (SES) at the individual level, area level, or a combination of both levels.

METHODS

This population-based case–control study of prostate cancer in men aged 65 to 79 years was conducted between 2000 and 2002 in South Carolina. Complete interviews were available for 407 incident prostate cancer cases and 393 controls (with respective response rates of 61% and 64%). We used educational level to measure individual-level SES and a composite variable capturing income and education from 2000 Census data to measure area-level SES.
