Children, Family & Elder Services Reports and Research Briefs
The Center for Human Services Research (CHSR), as specified in the contract with the New York State Office of Children and Family Services, Bureau of Early Childhood Services, conducted an analysis of data maintained by the Albany County Department of Social Services (DSS) on subsidized legally-exempt child care providers and the families who use this type of care. This information will inform the overall project, “Subsidized Legally Exempt Child Care in Albany County” in the following ways:
- Provide an understanding of the current provider community and families who use this type of child care, including the number of providers in …

Population Assessment Of Western Gray Whales In 2006, Justin G. Cooke, David W. Weller, Amanda L. Bradford, Alexander M. Burdin, Robert L. Brownell Jr.
United States Department of Commerce: Staff Publications
A population assessment of the western gray whale (Eschrichtius robustus) was conducted using the Photo-identification data collected off Sakhalin Island under the joint Russia-U.S. program from 1994 to 2005. This is an update of the assessment by Reeves et al (2005) which used data up to 2003, fitted to the same, individually-based population model. New median estimates of key population parameters (with 90% Bayesian confidence intervals) are 0.986 (0.975 - 0.995) for the adult survival rate; 0.72 (0.60 - 0.83) for the survival rate from calf to yearling; 3.0% per annum (2.1% – 4.2%) for the average annual …

Will Lowering Estuarine Salinity Increase Gulf Of Mexico Oyster Landings?, R. Eugene Turner
Will Lowering Estuarine Salinity Increase Gulf Of Mexico Oyster Landings?, R. Eugene Turner
Faculty Publications
Previous studies provide conflicting opinions on whether lower than average salinities in Gulf of Mexico (GOM) estuaries are likely to increase or decrease oyster harvests (Crassostrea virginica), which represented 69% and 54% of the United States oyster landings by weight, and dockside value, respectively, in 2003. The present study examined a 54-yr record (1950–2003) of oyster harvests and river discharge in five major estuaries in GOM states (Florida, Alabama, Mississippi, Louisiana, and Texas). Oyster landings were inversely related to freshwater inflow. Peaks in landings, 21 of 23 in West Florida, Alabama, Mississippi, and Texas combined, were coincidental with …
Relevance Of African Traditional Jurisprudence On Control Justice And Law: A Critique Of He Igbo Experience, Nonso Okafo
Relevance Of African Traditional Jurisprudence On Control Justice And Law: A Critique Of He Igbo Experience, Nonso Okafo
African Journal of Criminology and Justice Studies
Native African ideas and models of law and justice are best suited for social control in African societies. Africans should therefore prefer the ideas and models for many reasons, including the fact that Native African systems of law and justice derive fundamentally from African societies, rather than foreign cultures. This paper uses the Igbo (Nigeria) experience to illustrate the need for African societies to advocate, promote, and expand the uses of their indigenous justice and social control philosophies and systems despite their respective colonial experiences. The governments of modern African States, as well as private individuals and groups, have important …
Korean Environmental Regulations: Ready To Take On One Of The World's Largest Private Real Estate Development Projects?, Joon H. Kim
Washington International Law Journal
The South Korean government designated three new Free Economic Zones in an effort to become the financial and logistical hub of Northeast Asia. One of these zones, the Incheon Free Economic Zone (“IFEZ”), will encompass 209 square kilometers of completely new development on reclaimed land and is said to be the biggest real estate development project currently in the world. China started using economic zones much earlier in history and although China experienced economic benefits, it also experienced severe environmental degradation in its highly successful special economic zones. Similarly tremendous economic growth will result from the influx of foreign direct …

Genetically Modified Crops In The Philippines: Can Existing Biosafety Regulations Adequately Protect The Environment?, Christina L. Richmond
Washington International Law Journal
Global concern persists about the use of genetically modified crops (“GM crops”). This concern originates from the divergent perspectives of nations with a stake in either the production or consumption of GM crops. Proponents of GM crops in developing countries claim that the crops could increase food supply by improving plant resistance to pesticides, thereby alleviating the need for farmers to purchase chemicals that are frequently expensive or unavailable. However, many organizations and countries are hesitant or outright opposed to GM crops, particularly regarding their potentially undesirable ecological and agricultural consequences. As one of the first Asian nations to approve …

Group Status And Criminal Defenses: Logical Relationship Or Marriage Of Convenience, Eugene R. Melhizer
Group Status And Criminal Defenses: Logical Relationship Or Marriage Of Convenience, Eugene R. Melhizer
Missouri Law Review
Section I provides a brief overview of the significance of group status generally and its traditional relevance and usage within the criminal justice system. This discussion places the novel, defense-oriented approach to group status in a proper historical and analytical context. Section II begins by sketching a generally accepted system of defenses and placing general defenses within this context. It next describes the proper understanding of justification and excuse, the two preeminent theories for exculpatory general defenses. This complicated and often-contentious area of law is exposited here only insofar as it is necessary to lay the groundwork for the critique …

Gold Rush: Exploring An Alternative 4-H Livestock Experience, Andrew M. Lazur, Deborah B. Pouder, Monica L. Brinkley, Elaine Shook
Journal of Extension
Gold Rush, a new 4-H program involving rearing and showing goldfish, was conducted as an alternative to traditional, large animal livestock programs. A field day at the beginning of the project provided learning stations on the care and maintenance of goldfish and aquariums. Children reared goldfish for 6 months prior to showing their favorite fish at the district 4-H event. Learned skills were judged by the condition of the fish, written test result, project record book, and interview with the participant. Seventy percent of participants who showed fish wanted to continue or advance in the program.

Hyperhomocysteinemia And Coronary Artery Disease In Pakistan, M Perwaiz Iqbal
Hyperhomocysteinemia And Coronary Artery Disease In Pakistan, M Perwaiz Iqbal
Department of Biological & Biomedical Sciences
The relative risk of developing coronary artery disease (CAD) in Pakistani men is highest in early ages. Majority of those suffering from CAD belong to the lower middle socioeconomic stratum of the society. Mild hyperhomocysteinemia (concentration of plasma homocysteine between 15-25 micromol/l) is very commonly seen in Pakistani patients with acute myocardial infarction (AMI) as well as in normal healthy subjects. There appears to be a lack of association between hyperhomocysteinemia and CAD in Pakistani population. There is also no evidence of association of methylenetetrahydrofolate reductase 677C>T mutation with CAD in this population. High prevalence of deficiency of folate …

Criterion Validity Of The Pittsburgh Sleep Quality Index: Investigation In A Non-Clinical Sample, Michael A. Grandner, Daniel F. Kripke, In-Young Yoon, Shawn D. Youngstedt
Faculty Publications
The objective of this study was to investigate the reliability and validity of the Pittsburgh Sleep Quality Index (PSQI) in a non-clinical sample consisting of younger and older adults. There has been little research validating the PSQI with respect to multinight recording as with actigraphy, and more validation is needed in samples not specifically selected for clinical disturbance. Also, the degree to which the PSQI scores may reflect depressive symptoms versus actual sleep disturbance remains unclear. One-hundred and twelve volunteers (53 younger and 59 older) were screened for their ability to perform treadmill exercises; inclusion was not based on sleep …

Christmas Bird Counts For North Dakota 2005, Robert N. Randall
The Prairie Naturalist
Twenty areas were included in the North Dakota Christmas Bird Counts. One area that had been included during the previous four years was canceJled due to extreme icy conditions and could not be rescheduled.
There were 216 observers in the field and 41 additional participants counting the birds, which visited their feeders. The field observers were out for about 522.25 hours, 109.75 on foot and 412.5 in cars. Feeder watchers added 97.5 hours to the total. The field observers covered 121.2 miles on foot and 5,648.7 miles in vehicles. Some additional effort was spent in six of the areas where …

Population Biology Of Pumpkinseed In Enemy Swim Lake, South Dakota, Eric J. Weimer, Michael L. Brown
Population Biology Of Pumpkinseed In Enemy Swim Lake, South Dakota, Eric J. Weimer, Michael L. Brown
The Prairie Naturalist
Little information is available regarding the biology and population characteristics of pumpkinseed (Lepomis gibbosus), especially in South Dakota, a state at the western edge of the species native range. South Dakota Department of Game, Fish and Parks summer trap net survey data, collected 1998 to 2003, suggests the Enemy Swim Lake population has low abundance (0.4-2.9 per trap net night) and moderately high size structure (proportional stock density [PSD] ranges between 71 and 91). To further examine the biological characteristics of the Enemy Swim Lake population, pumpkinseed was collected from Indian Bay with trap nets during May 2003. …

Reproductive Development In The Sicklefin Chub In The Missouri And Lower Yellowstone Rivers, Douglas J. Dieterman, Eric Roberts, Patrick J. Braaten, David L. Galat
The Prairie Naturalist
We describe aspects of sicklefin chub (Macrhybopsis meeki) reproductive development from three study areas encompassing greater than 2,700 km of the Missouri and Lower Yellowstone rivers. The sicklefin chub was collected between late July and early October in 1996 and 1997. A total of 193 sicklefin chub was collected and examined for reproductive characteristics. Twenty-nine sicklefin chub were found to be reproductively mature females. Some sicklefin chub matured at age 2, but most matured at age 3 and all matured by age 4. Females first became mature at 70 to 79 mm total length (TL) in the Upper …
