This book is an inquiry into the possibility of improving the operational thinking and decisionmaking of U.S. military individuals, teams, and forces who fight for their nation. The unstoppable spread of information networking and know-how gives rise to the need for a new edge—one that utilizes but transcends networks—by developing people, teams, and decisionmaking methods that convert information into better choices and outcomes. We call this new edge battle-wisdom and form a view of the need for and nature of battle-wise people, forces, and decisionmaking.

Nebraska’s rural school districts have a rapidly growing Spanish-speaking student body and few qualified instructors to meet their educational needs. This investigation examined factors that promote and challenge the ability of rural Nebraska paraprofessional educators to complete an online B.S. program in elementary education, with a K-12 English as a second language endorsement. Interviews focused on the interface between school, work, and family, with special attention on family system change and adaptation. Twenty-six bilingual paraprofessional educators enrolled (or formerly enrolled) in the education program were interviewed. Twenty were first- (n = 15) or second-generation (n = 5) immigrant Latino/as. Influences …

Human immunodeficiency virus-1 (HIV-1) infection in the central nervous system (CNS) may lead to neuronal loss and progressively deteriorating CNS function: HIV-1 gene products, especially gp120, induce free radical-mediated apoptosis. Reactive oxygen species (ROS), are among the potential mediators of these effects. Neurons readily form ROS after gp120 exposure, and so might be protected from ROS-mediated injury by antioxidant enzymes such as Cu/Zn-superoxide dismutase (SOD1) and/or glutathione peroxidase (GPx1). Both enzymes detoxify oxygen free radicals. Because they are highly efficient gene delivery vehicles for neurons, recombinant SV40-derived vectors were used for these studies. Large, complex data sets that are generated from microarray experiments, create a need for systematic analysis techniques to unravel the underlying connectivity of gene regulatory networks. A modular approach, previously proposed by Kholodenko and co-workers, helps to scale down the network complexity into more computationally manageable entities called modules. A functional module includes a gene's mRNA, promoter and resulting products, thus encompassing a large set of interacting states. The essential elements of this approach are described in detail for a three-gene model network and later extended to a ten-gene model network, demonstrating scalability. States' and nations' laws collide when foreign factors appear in a lawsuit. Nonresident litigants, incidents outside the forum, parallel lawsuits, and judgments from other jurisdictions can create problems with personal jurisdiction, choice of law, and the recognition of foreign judgments. This Article reviews Texas conflicts cases from Texas state and federal courts during the Survey period from October 1, 2004 through November 31, 2005. The Article excludes cases involving federal-state conflicts, intrastate issues such as subject-matter jurisdiction and venue, and conflicts in time such as the applicability of prior or subsequent law within a state. This article discusses, in light of the European experience concerning harmonization of unfair commercial practices law, the impact of social, cultural, and linguistic variations on the possibility of harmonizing or transplanting rules on commercial communications to consumers. Empirical research on national variations in consumers' responses to advertising and other marketing is used to create a typology of cases in which cultural factors should be taken into account when assessing a commercial practice from a consumer point of view. Differences between countries with regard to consumers' trust, understandings, rationality patterns, decision-making behaviour, values, and preferences are discussed as relevant cases. The …

In today’s healthcare system, satisfaction is the ultimate measure of services rendered from a provider to a consumer. From retail sales to the delivery of healthcare services, satisfaction surveys are highly regarded by the provider of services as a means to correct and improve products or services. This study was conducted to understand the influence of school-going children between seven to ten years of age on family’s buying decision-making in the area of North Nazimabad. A sample of three children was chosen to be interviewed and were asked a number of questions related to their influence on purchase. Later, their parents were interviewed to counter-check their perceptions about their children’s influence. The results showed that children did exert some influence on decisions, especially in cases where the product was for their own use. Preparing More Effective Liquid State Machines Using Hebbian Learning, David Norton, Dan A. Ventura

In Liquid State Machines, separation is a critical attribute of the liquid—which is traditionally not trained. The effects of using Hebbian learning in the liquid to improve separation are investigated in this paper. When presented with random input, Hebbian learning does not dramatically change separation. However, Hebbian learning does improve separation when presented with real-world speech data.

The applicability of complex networks of spiking neurons as a general purpose machine learning technique remains open. Building on previous work using macroscopic exploration of the parameter space of an (artificial) neural microcircuit, we investigate the possibility of using a liquid state machine to solve two real-world problems: stockpile surveillance signal alignment and spoken phoneme recognition.

Cancer is the second leading killer in the United States. Anticancer drug development is always based on the understanding of molecular and cellular mechanisms of carcinogenesis, as well as comprehensive knowledge of potential anticancer drugs. Arglabin-dimethylaminohydrochloride (arglabin-DMA) represents one of the new classes of anti-cancer agents that have shown promise in suppressing the growth of various tumor cells. However, the cellular mechanism of arglabin-DMA cytotoxic effects on tumor cells is still unclear. Currently there are few parameters that are used to compare the efficiency of different methods of cancerous prostate surgical removal. An accurate assessment of the percentage and depth of extra-capsular soft tissue removed with the prostate by the various surgical techniques can help surgeons determine the appropriateness of surgical approaches. Additionally, an objective assessment can allow a particular surgeon to compare individual performance against a standard. This study investigated the cultural differences of epistemological beliefs and moral reasoning between American and Chinese college students (N=452) recruited from three universities, Old Dominion University in the eastern United States, Luoyang Normal University in the central China and Central University for Nationalities in northern China. A series of factorial MANOVA was conducted to explore the influence of gender, ethnicity and nationality as the independent variables on epistemological beliefs measured with five EBI (Epistemological Beliefs Inventory) scores and moral reasoning measured with two DIT (Defining Issues Test) scores as dependent variables.

Background & Aims: An increase in Rho kinase (ROK) activity has been associated with the agonist-induced sustained contraction of the smooth muscle, but its role in the pathophysiology of spontaneously tonic smooth muscle is not known.
Methods: Present studies examined the effects of ROK inhibitor Y 27632 in the tonic smooth muscle of the rat internal anal sphincter (IAS) vs. in the flanking phasic smooth muscle of the rectum (RSM). In addition, studies were performed to determine the relationship between the decreases in the basal IAS tone vs. the ROK activity. Evolutionarily Conserved Allosteric Network In The Cys Loop Family Of Ligand-Gated Ion Channels Revealed By Statistical Covariance Analyses, Yonghui Chen, Kevin Reilly, Yongchang Chang

The Cys loop family of ligand-gated ion channels mediate fast synaptic transmission for communication between neurons. They are allosteric proteins, in which binding of a neurotransmitter to its binding site in the extracellular amino-terminal domain triggers structural changes in distant transmembrane domains to open a channel for ion flow. Although the locations of binding site and channel gating machinery are well defined, the structural basis of the activation pathway coupling binding and channel opening remains to be determined. On June 4, 2006, the Exeter River Local Advisory Committee (ERLAC) held the 6th Annual Exeter River Alewife Festival along the banks of the Squamscott River in downtown Exeter. Three dozen organizations exhibited at the Festival and event organizers estimate approximately 300 people attended the event despite the inclement weather. The purpose of the Festival was to increase awareness of the Exeter River watershed and the role it plays in the Great Bay ecosystem, as well as its role in providing drinking water, wildlife habitat, and scenic, historic and recreational resources for residents in the ten watershed towns. Eelgrass (Zostera marina) is an essential habitat for the Great Bay Estuary (GBE) because it provides food for wintering waterfowl and habitat for juvenile fish and shellfish. Eelgrass is the basis of an estuarine food chain that supports many of the recreationally, commercially and ecologically important species in the estuary. Additionally, eelgrass filters estuarine waters, removing both nutrients and suspended sediments from the water column. Eelgrass in the Great Bay Estuary is the largest monoculture in the State of New Hampshire and is considered a vital resource to the State’s marine environment. The Crystal Structure Of The Transcriptional Regulator Hucr From Deinococcus Radiodurans Reveals A Repressor Preconfigured For Dna Binding, Tee Bordelon, Steven P. Wilkinson, Anne Grove, Marcia E. Newcomer

We report here the 2.3 Å resolution structure of the hypothetical uricase regulator (HucR) from Deinococcus radiodurans R1. HucR, a member of the MarR family of DNA-binding proteins, was previously shown to repress its own expression as well as that of a uricase, a repression that is alleviated both in vivo and in vitro upon binding uric acid, the substrate for uricase. As uric acid is a potent scavenger of reactive oxygen species, and as D. radiodurans is known for its remarkable resistance to DNA-damaging agents, these observations indicate a novel oxidative stress response mechanism. The desired attributes of sports apparel garments are to have durability characteristics, such as tearing and tensile strength, and comfort characteristics, such as wicking, vapor transmission, and air permeability. Currently, most sports apparel is made from a blend of polyester or other synthetic fibers. Through examining the uniqueness of natural fibers, such as cotton and flax, the advantages and benefits of using a higher percentage of natural fibers when manufacturing comfortable and functional high performance athletic wear can be obtained.
