Dependency By Law: Poverty, Identity, And Welfare Privatization, Frank Munger Jul 2006

Dependency By Law: Poverty, Identity, And Welfare Privatization, Frank Munger

Indiana Journal of Global Legal Studies

Privatization of welfare reflects the political pressure to limit public responsibility for protection of social citizenship. Recent welfare reforms incorporate three classic market-like privatization mechanisms--contracting out services forcing allocation of a limited pool of benefits, and deregulation. Deregulation entails strategic diversion and disqualification of large numbers of would-be applicants who are left without alternatives to the labor market. In this article I discuss an empirical study of the effects of deregulation of welfare on the self-perceptions of recipients. Interviews with recipients and with low-wage health care workers, former recipients, show that, criticisms of welfare notwithstanding, they have embraced welfare reform's …

Building Assets From Birth: A Comparison Of The Policies And Proposals On Children Savings Accounts In Singapore, The United Kingdom, Canada, Korea, And The United States, Vernon Loke, Michael Sherraden Jul 2006

Building Assets From Birth: A Comparison Of The Policies And Proposals On Children Savings Accounts In Singapore, The United Kingdom, Canada, Korea, And The United States, Vernon Loke, Michael Sherraden

Center for Social Development Research

Holding assets is increasingly acknowledged as yielding positive effects and enhancing opportunities. In Assets and the Poor, Sherraden proposed that Individual Development Accounts (IDAs) should be opened for every person from birth in order to provide them with the lifetime potential to accumulate assets and to experience the effects of assets from a young age. a few countries have recently implemented or are proposing policies that build assets for every child starting from birth. Among these countries are Singapore, the United Kingdom, Canada, Korea, and the United States. The purposes and strategies adopted by each country are distinctive. This paper …

Homeownership Across The American Life Course: Estimating The Racial Divide, Thomas A. Hirschl, Mark R. Rank Jul 2006

Homeownership Across The American Life Course: Estimating The Racial Divide, Thomas A. Hirschl, Mark R. Rank

Center for Social Development Research

Homeownership has historically been viewed as a fundamental piece of the American Dream, with up to 70 percent of households owning their home as of 2006. Yet it has also been demonstrated that nonwhites are less likely to own a home and that the value of their homes is much less than that for whites, even when social class is taken into account. This paper explores the overall life course patterns of homeownership and the importance of racial differences in understanding those dynamics. Based upon a life table methodology, we examine the homeownership patterns for individuals between the ages of …

Academic Capabilities And Disadvantaged Students: The Role Of Institutions, William Elliott Iii, Margaret Sherrard Sherraden Jul 2006

Academic Capabilities And Disadvantaged Students: The Role Of Institutions, William Elliott Iii, Margaret Sherrard Sherraden

Center for Social Development Research

Notwithstanding the far reaching intellectual and practical contributions of Bandura’s theory of self-efficacy, researchers have suggested that it may not adequately address the role of institutions. This paper suggests that traditional measures of self-efficacy underemphasize institutional factors. This may have important implications, especially for considering the circumstances of disadvantaged groups. It may be productive to think of self-efficacy as a multidimensional construct that includes personal and institutional dimensions. Using an interdisciplinary approach, we examine how self-efficacy theory can be expanded to account for the social and economic realities of disadvantaged groups and lead to empirical work that can inform policy …

From Financial Literacy To Financial Capability Among Youth, Elizabeth Johnson, Margaret S. Sherraden Jul 2006

From Financial Literacy To Financial Capability Among Youth, Elizabeth Johnson, Margaret S. Sherraden

Center for Social Development Research

Youth in the United States are facing an increasingly complex and perilous financial world. Economically disadvantaged youth, in particular, lack financial knowledge and access to mainstream financial institutions. Despite growing interest in youth financial literacy, we have not seen comparable efforts to improve institutional access to financial institutions and services. Instead of aiming for financial literacy, we suggest aiming for financial capability, a concept that builds on the writing of Amartya Sen and Martha Nussbaum. The paper proposes that financial capability results when individuals develop financial knowledge and skills, but also gain access to financial instruments and institutions. The paper …

The I Can Save Program: School-Based Children's Saving Accounts For College, Margaret Sherraden, Lissa Johnson, William Elliott, Shirley Porterfield, William Rainford Jul 2006

The I Can Save Program: School-Based Children's Saving Accounts For College, Margaret Sherraden, Lissa Johnson, William Elliott, Shirley Porterfield, William Rainford

Center for Social Development Research

This paper examines an innovative college savings program for public elementary school children. The project is based on the proposition that children will gain financial knowledge and be more likely to view college as an attainable goal because they are accumulating savings to help pay for higher education. As the latest in a long history of school-based savings programs, this program pioneers the idea of matched savings in which children and family savings in the students’ accounts are matched one to one up to a maximum of $3,500. Findings suggest that the principal, teachers, children, and their families are enthusiastic …

Asset-Based Policy In Indonesia: Pilot Study And Emerging Opportunities, Michael Sherraden, Li Zou Jul 2006

Asset-Based Policy In Indonesia: Pilot Study And Emerging Opportunities, Michael Sherraden, Li Zou

Center for Social Development Research

The Center for Social Development (CSD) at Washington University in St. Louis collaborated with the Indonesian Ministry of Social Welfare and researchers from the State Islamic University (UIN) to design a major asset-based, poverty-alleviation pilot project in Indonesia. The government committed significant resources to this 5-year study, which formed a major part of the welfare rethinking in the Indonesian Department of Social Welfare’s five-year plan (2006-2010). This pilot study operated in impoverished localities in parallel with Indonesia’s successful microfinance program (Cooperative Micro Businesses, or KUBE program). Discussion of asset building has grown steadily in Indonesian government circles since the idea …

Asset-Building Initiatives In Peru And Colombia: Pilot Study And Directions, Yves Moury

Center for Social Development Research

Three asset-based poverty alleviation initiatives were conducted in Peru and Colombia. The first, a six-year asset-building pilot program, was undertaken in southern Peru as an important component of the Corredor Puno-Cusco Project, a rural finance support project focusing on savings mobilization, savings enhancement, and economic development. The second, the Southern Highlands Project in rural Peru, began in early 2005. The third, the Activos project in rural southern Colombia, was in the pre-approval stage as of this writing, with its final design still in a discussion and adjustment process with the Colombian government. The goals of all three projects were to …

Saving In Individual Development Accounts: Latent Growth Curve Modeling, Chang-Keun Han

Center for Social Development Research

This article examines saving patterns of participants in Individual Development Accounts (IDAs) using initial deposit and growth rate of savings in latent growth curve modeling (LGCM). This study uses data on low-income households from the American Dream Demonstration (ADD), the first large-scale demonstration program of IDAs. Contrary to a linear growth of savings examined by average values, LGCM revealed that participants saved much less 18 month after opening an IDA account. In addition, LGCM showed that individual participants have significant variations in initial deposits and growth rate of savings, and income type appears to explain some of these variations. While …

Using Individual Development Accounts For Microenterprise Development, Fred M. Ssewamala, Margaret Lombe, Jami C. Curley

Center for Social Development Research

This study examines whether there is a role for microenterprise development as an anti-poverty strategy in the United States. This question is important because skeptical views exist regarding whether, generally, poor Americans would have the enthusiasm to undertake the risk of dealing with small-businesses, especially given that the United States has a public welfare system to take care of the poor and “abundant jobs” for those with the skills—compared to most developing countries where the only alternative open for a family investing in a small-business may be starvation. Using data from 14 community-based programs promoting small-business investment through Individual Development …

Economic Empowerment As A Health Care Intervention Among Orphaned Children In Rural Uganda, Fred M. Ssewamala, Stacey Alicea, William M. Bannon Jr., Leyla Ismayilova Jul 2006

Economic Empowerment As A Health Care Intervention Among Orphaned Children In Rural Uganda, Fred M. Ssewamala, Stacey Alicea, William M. Bannon Jr., Leyla Ismayilova

Center for Social Development Research

This study evaluated an economic empowerment intervention to reduce HIV risks among orphaned children in Uganda. Children (n=97) were randomly assigned to receive an economic intervention or to a control arm. Data obtained at baseline and 12-month follow-up revealed differences on HIV prevention attitudes, educational plans, and child-caregiver relationship for intervention arm children relative to control children. Findings lend support to use of economic empowerment interventions for HIV risk reduction among orphaned children.

The Forms And Structure Of International Voluntary Service, Margaret Sherrard Sherraden, John Stringham, Simona Costanzo Sow, Amanda Moore Mcbride Jul 2006

The Forms And Structure Of International Voluntary Service, Margaret Sherrard Sherraden, John Stringham, Simona Costanzo Sow, Amanda Moore Mcbride

Center for Social Development Research

International voluntary service (IVS) has a significant and growing presence worldwide. IVS is a policy and program tool used for international development aid, humanitarian relief, and promotion of international understanding. In the last century, forms of IVS have proliferated, while research on scope, effectiveness, and impacts has lagged behind. We propose a typology that addresses duration, nature of service, and degree of “internationality.” Further, we identify IVS networks and support organizations that bolster the capacity of IVS sending and hosting organizations, and in this process create large and little recognized international institutions of cooperation. Building on the typology, we suggest …

After School Policy In The State Of Michigan, Erica Curry Jul 2006

After School Policy In The State Of Michigan, Erica Curry

SPNA Review

Young people spend just 20 percent of their waking hours in school. Nationwide, 28 million children between the ages of 6 and 17 have parents who work outside the home. These children need care and supervision before and after school, over the summer, and during school breaks. Often, the supply does not meet the demand, and many of the children are not able to get the care and supervision they need. In fact, lack of funding is causing many school-age programs to reduce services or to shut down completely. The lack of care is not without consequences. This paper examines …

Analysis Of The Bankruptcy Abuse Prevention And Consumer Protection Act Of 2005 (Bapcpa), Rachel Ruser

SPNA Review

The Bankruptcy Abuse Prevention and Consumer Protection Act of 2005 (BAPCPA) was signed into law on April 20, 2005. The new legislation is the largest overhaul of the bankruptcy system since its enactment in 1978. One main purpose of the new legislation is to prevent fraudulent bankruptcy filings as the new law makes filing chapter 7 bankruptcies more difficult. This analysis looks at the major amendments made to the bankruptcy system and the effects on the bankruptcy courts in the United States. A literature review was conducted and found that the new legislation is viewed as being creditor friendly. Many …

From Service To Solidarity: Evaluation And Recommendations For International Service Learning, Melissa Baker-Boosamra Jul 2006

From Service To Solidarity: Evaluation And Recommendations For International Service Learning, Melissa Baker-Boosamra

SPNA Review

For service learning pedagogy to live up to its fullest and most authentic potential, educators must address the pitfalls of privilege that often go unexamined in relationships between groups of affluent university students and underprivileged populations that service learning programs traditionally seek to “serve.” In order to address dynamics of power and privilege inherent in any relationship between those who “give service” and those who are “served”, a relationship of honesty, reciprocity and mutuality must be established and promoted between those two groups. This study is an effort to further establish such a relationship by fully involving Salvadoran partners in …

Evaluating Public School Funding In Michigan And The Impact Of Proposal A, Anne-Marie Bessette Jul 2006

Evaluating Public School Funding In Michigan And The Impact Of Proposal A, Anne-Marie Bessette

SPNA Review

“The scope of reductions under consideration by the Grand Rapids Public School Board should be a wake-up call for the entire community. We can no longer expect business as usual—what was once unimaginable now becomes reality.” - Grand Rapids Education Reform Initiative.

While it is a national trend that public schools are struggling financially, each state has a unique situation due to different funding practices. The budget problems are often blamed on poor money management: too many administrators, too high levels of salaries, extra cost in working with unions, excessive benefits. As for Grand Rapids Public Schools, there are four …

Policy Analysis Of The Victim Offender Restitution Program, Veronica Damon, Marie Bostick, Lamont Mcgary Jul 2006

Policy Analysis Of The Victim Offender Restitution Program, Veronica Damon, Marie Bostick, Lamont Mcgary

UNLV Theses, Dissertations, Professional Papers, and Capstones

Both the criminal justice and the juvenile justice systems have experienced increased strain due to criminal acts committed by juveniles. Many experts suggest that one way to ease the burden of the courts can be found in the theory of restorative justice. Most often the juvenile justice system is most concerned with the risk and needs of youthful offenders without significant consideration for the victims. A key component in the restorative justice theory is victim offender mediation which seeks to reduce the impact of crime on victims and the community. Clark County, Nevada has one such program, the Victim Offender …
