There is a significant public and political awareness of the mine problem in South East Europe (SEE) and the enormous impact that landmines have on safety, as well as on the humanitarian, economic and environmental development of the region. Slovenian Government has recognized its role in the SEE region 9 years ago by establishing the International Trust Fund for Demining and Mine Victims Assistance (ITF). With its contribution of more than 4,9 million USD, Slovenia has greatly contributed to the increased stability and safer environment in the region of SEE.

This note considers a panel data regression model with spatial autoregressive disturbances and random effects where the weight matrix is normalized and has equal elements. This is motivated by Kelejian et al. (2005), who argue that such a weighting matrix, having blocks of equal elements, might be considered when units are equally distant within certain neighborhoods but unrelated between neighborhoods. We derive a simple weighted least squares transformation that obtains GLS on this model as a simple OLS. For the special case of a spatial panel model with no random effects, we obtain two sufficient conditions where GLS on this …

Estimating Heterogeneous Capacity And Capacity Utilization In A Multi-Species Fishery, Ronald G. Felthoven, William C. Horrace, Kurt E. Schnier

We use a stochastic production frontier model to investigate the presence of heterogeneous production and its impact on fleet capacity and capacity utilization in a multi-species fishery. Furthermore, we propose a new fleet capacity estimate that incorporates complete information on the stochastic differences between each vessel-specific technical efficiency distribution. Results indicate that ignoring heterogeneity in production technologies within a multi-species fishery, as well as the complete distribution of a vessel's technical efficiency score, may yield erroneous fleet-wide production profiles and estimates of capacity. Our research addresses fundamental long-standing concerns in the compensating wage differentials literature and its public policy implications: the econometric properties of estimates of the value of statistical life (VSL) and the wide range of such estimates from about $0.5 million to about $21 million. We address most of the prominent econometric issues by applying panel data, a new and more accurate fatality risk measure, and systematic selection of panel estimator in our research. Controlling for measurement error, endogeneity, individual heterogeneity, and state dependence yields both a reasonable average level and narrow range for the estimated value of a statistical life …

Stochastic production frontier models are used extensively in the agricultural and resource economics literature to estimate production functions and technical efficiency, as well as to guide policy. Traditionally these models assume that each agent's production can be specified as a representative, homogeneous function. This paper proposes the synthesis of a latent class regression and an agricultural production frontier model to estimate technical efficiency while allowing for the possibility of production heterogeneity. We use this model to estimate a latent class production function and efficiency measures for vessels in the Northeast Atlantic herring fishery. Our results suggest that traditional measures of …

There is a growing resource economics literature, concerning the estimation of the technical efficiency of fishing vessels utilizing the stochastic frontier model. In these models, vessel output is regressed on a linear function of vessel inputs and a random composed error. Using parametric assumptions on the regression residual, estimates of vessel technical efficiency are calculated as the mean of a truncated normal distribution and are often reported in a rank statistic as a measure of a captain's skill and used to estimate excess capacity within fisheries. The Journal of Applied Communication Research published a forum of position papers in 2000 (Volume 28, Issue 2) that sought to define “applied communication research.” Collectively, the authors called for scholarship that embodies a reflexive relationship between theory and practice (O’Hair, 2000; Keyton, 2000, Cissna, 2000; Eadie, 2000; Frey, 2000; Seibold, 2000; Wood, 2000). In this essay, we call for applied scholarship that focuses on how we talk, perform, and theorize the basic communication course. Youth tobacco smoking is one of the major public health problems of this society. Although, by some reports, adult cigarette smoking has been declining, teen smoking rates continue to remain unacceptably high. Current data indicates that smoking rates among minority youth which had declined in the past few years are beginning to rise again. This dissertation investigates the influence of participation in an anti-racist educational (ARE) program upon the perceptions of, critical assessments of, and self-reported behaviors toward institutional racism in a sample of 11th-grade students enrolled in a public school district that had recently undergone compulsory, court-ordered desegregation. This quasi-experimental study measured hypothesized differences between the scores of a group of high school students on a quantitative data-gathering instrument before their participation in an Undoing Racism curriculum, with their scores on that same instrument re-administered three months after their completion of that course. Low vision is a condition that occurs when an individual has "some amount of usable vision, but their visual functioning is impaired and interferes with their ability to carry out desired tasks" (Lampert & Lapolice, 1995, p. 885). Impairments in vision cause disruptions in areas of daily living including work and leisure, routines, habits, roles, and social participation. A brief literature review was conducted on cerebral palsy to gain general information and statistics. After reviewing the literature, it was noted that there is a significantly high number of children diagnosed with cerebral palsy each year. These individuals are at a high risk to experience the lack of opportunity for a wide choice of recreational activities. To understand the magnitude of the problem an extensive literature review was done on this topic. Working in the best interest of children in abuse and neglect cases is a daunting task for both lawyers and social workers. The legal system is inadequate to meet the myriad needs of children and families in crisis. Yet only under the authority of the legal system can social work and other mental health professions intervene in families on behalf of children.
