'Wi-Fi'ght Them When You Can Join Them? How The Philadelphia Compromise May Have Saved Municipally-Owned Telecommunications Services, Adam Christensen
'Wi-Fi'ght Them When You Can Join Them? How The Philadelphia Compromise May Have Saved Municipally-Owned Telecommunications Services, Adam Christensen
Federal Communications Law Journal
When the Mayor of Philadelphia announced his plan to provide municipally sponsored Wi-Fi Internet access, Verizon, the incumbent telecommunications service provider organized lobbyists to block the plan. The compromise eventually struck between Pennsylvania municipalities and Verizon, which allows municipalities to offer telecommunications services after giving Verizon a right of first refusal has resulted in a certain degree of uncertainty in the future of municipally sponsored Internet access. This Note examines this compromise and argues that it represents an optimistic future for municipally sponsored telecommunications services. The Note first discusses the history of Wi-Fi technology and the development of the law …

Private Eyes Are Watching You: With The Implementation Of The E-911 Mandate, Who Will Watch Every Move You Make?, Geoffrey D. Smith
Federal Communications Law Journal
The FCC's E-911 mandate, which will ensure that emergency operators automatically receive a caller's location information, should help save lives. However, privacy advocates have expressed concern over the potential for wireless carriers, the government, and third parties to collect and store personal information. Congress has addressed these concerns with legislation, but privacy advocates still worry that consumers are not adequately protected. This Note addresses this concern and argues that in order to ensure consumer protection, additions are needed to section 222 of the Telecommunications Act of 1996. The Note discusses the importance of individual privacy and balances it against the …

To Walk The Earth In Safety 6th Edition (Fy2004 And 2005), Us Dos Pm/Wra
Global CWD Repository
This sixth edition of To Walk the Earth in Safety summarizes the accomplishments of the inter-agency U.S. Humanitarian Mine Action Program for fiscal years 2004 and 2005. In a strict sense, it is a combined annual report for two years on what was then and still is the world’s largest such program. But it is also a chapter in a real-life story that has a beginning, middle, and, we now know because of more than fifteen years of practical experience, an end.
Public safety and regional stability can be endangered by illegally traffi cked small arms and light weapons, abandoned …
On Miranda And Misinterpretation: A Look At The Rights Of Native American Defendants, S. Meredith Morris
On Miranda And Misinterpretation: A Look At The Rights Of Native American Defendants, S. Meredith Morris
Student Thesis Honors (1996-2008)
In this paper, I posit that the Miranda ruling from the infamous case Miranda v. Arizona, when poorly applied, results in profound and blatant Eracism. I will begin Part I by stepping back in history to look at the evolution of Miranda and the cases that followed. Next, I take a look at the 2000 Census data and address the relatively current minority population percentages. Then, in Part II, I dissect Miranda, revealing what "custody" and "interrogation", the "right to an attorney" and "valid waiver" mean according to the Supreme Court. In Part III of this paper, I take a …

Gateway Gardens Site Analysis, Chris Gage, Rory Renfro, Jessica Sarver, Ben Sturtz, Nicole Wolters
Master of Urban and Regional Planning Workshop Projects
The Gateway Gardens Site Analysis takes a comprehensive look at a largely-vacant land area in Portland’s Gateway District. Currently owned by the Oregon Department of Transportation (ODOT), the 38-acre site currently serves as right-of-way for surrounding freeways, namely Interstates 84 and 205.
The project team developed a sequential process for completing this report. To gain an understanding of the project site, the initial step consisted of identifying key historical events and land uses that formed the site into what it is today. The team then conducted an in-depth existing conditions analysis, covering a wide range of elements including natural and …

Developing A Rapid Sequence Intubation Course For An Advanced Life Support Ambulance Service, Ron Honeyman
Developing A Rapid Sequence Intubation Course For An Advanced Life Support Ambulance Service, Ron Honeyman
Theses and Dissertations
People can not survive without an intact and functional airway. Thus, the concept of airway is vital to survival. Paramedics of advanced life support ambulance services use airway management tools such as bag valve mask, oral and nasal pharyngeal airways, combitubes, nasal and oral tracheal intubation. While these tools are beneficial for airway breathing management, in some cases they are ineffective due to the severity of the illness or injury. Neuromuscular blocking drugs and intravenous (IV) anesthetics are routinely used for intubation for difficult airway management in hospital emergency rooms, intensive care units, and operating rooms. This technique is referred …

Culturally Competent Management Certificate Training Program (Ccmct), Masami Nishishiba, Amy Pearson, Portland State University. Executive Leadership Institute
Center for Public Service Publications and Reports
In its 2003-2008 Diversity Development Strategic Initiative, The City of Portland’s Citywide Diversity Development Coordinating Committee (CDDCC) recommended cultural competency training for managers and employees as a strategy to improve citywide performance in diversity development, affirmative action/EEO, and ADA. In addition, as part of the Mayor’s Bureau Innovation Project, Mayor Tom Potter and the City Council identified increasing diversity and cultural awareness as one of the key areas of priority for the City’s 19 bureaus. In response to these recommendations, the City of Portland’s Bureau of Human Resources (BHR) submitted a request for proposals (RFP) for assistance in the design, …

The Military Extraterritorial Jurisdiction Act And Its Implications For Private Military Companies, Dustin M. Tipling
The Military Extraterritorial Jurisdiction Act And Its Implications For Private Military Companies, Dustin M. Tipling
ExpressO
Private Military Companies (PMCs) are civilian staffed corporations that provide military (and law enforcement) services, logistics, and support under contract to a government both inside and outside the country’s borders. Prior to Congress passing the Military Extraterritorial Jurisdiction Act, U.S. courts lacked jurisdiction to prosecute civilians accompanying United States’ Armed Forces overseas. This article will specifically address how the United States exercises jurisdiction and prosecutes the civilian employees of PMCs in United States courts for crimes they have committed in foreign countries while working under contract to the United States government.

The War On Terror, Local Police, And Immigration Enforcement: A Curious Tale Of Police Power In Post-9/11 America, David A. Harris
ExpressO
In post-9/11 America, no goal ranks higher for law enforcement than preventing the next terrorist attack. This is as true for local police departments as it is for the FBI, and police in cities. At the same time, many advocates of tightening U.S. immigration enforcement have recast their efforts as national security and anti-terrorism campaigns. Thus, these advocates and their many allies in the current administration and in Congress have called for local police to become involved in enforcing immigration law. Officials in both the executive and legislative branches of the federal government have taken a number of actions designed …
