The World Trade Organization (WTO) exists for the purpose of promoting and facilitating trade amongst its member nations. When those member nations acceded to the WTO's agreements, however, they acknowledged that sometimes trade barriers are useful tools in protecting themselves from certain evils. This Note addresses one of those useful tools--the public morals exception--which allows a member nation to maintain trade barriers with respect to certain goods or services.

Privies And Parasites: The Archaeology Of Health Conditions In Albany, New York, Charles L. Fisher, Karl Reinhard, Matthew Kirk, Justin Divirgilo

Large numbers of parasites were identified in archaeological samples collected from privies and other features in excavations in Albany, New York. This information provides the largest database available for the study of parasite infections in historical period American cities. The greatest numbers of parasites were in contexts related to the expansion of the city in the late-18th century. Parasites remained, but their quantities decreased in the 19th century during another period of rapid population growth. The city was able to control parasite infection during this period through several means, including new techniques of privy construction, new water supply systems, and …

Three dynamics are coalescing to reshape labour relations in the twenty-first century in the United States: They are flexibilization, globalization, and privatization. Flexibilization refers to the changing work practices by which firms no longer use internal labour markets or implicitly promise employees lifetime job security, but rather seek flexible employment relations that permit them to increase or diminish their workforce, and reassign and redeploy employees with ease. Globalization refers to the increase in cross-border transactions in the production and marketing of goods and services that facilitates firm relocation to low labour cost countries. The Effects Of Focused Deterrence On Gang Homicide: An Evaluation Of Rochester's Ceasefire Program, Christopher Delaney

In the late 1990’s, a problem-oriented policing initiative in Boston, “Operation: Ceasefire”, achieved significant reductions in youth homicide by focusing on gang behavior. The program was driven by a concept known as “Focused Deterrence”. Gang members are typically frequent offenders for whom general deterrence mechanisms have little effect. Additionally, the social norms of gangs often encourage offending behavior, making typical attempts to deter futile. Focused deterrence attempts to modify individual behavior and group norms with a credible and severe threat of collective punishment for an individual offending behavior. As governments at different levels and all around the world are increasingly using the Web to enhance and improve their services, understanding e-government development and exploring factors that affect e-government development have become important research topics. The purpose of this research is to investigate factors explaining e-government development in terms of social development lenses. Based on growth and regional development theories, the paper hypothesizes that income level, development status, and region are three factors that differentiate e- government development in countries. It is black letter constitutional law: To prove a criminal offense, the prosecution must prove every element of the offense, by proof beyond a reasonable doubt, and the constitution entitles a defendant to confront and cross-examine all witnesses against him. Yet, for the past thirty years, state legislatures have quietly approved laws that cheat the constitution. By that, I mean that these laws fly, undetected, beneath the constitutional radar while violating fundamental constitutional rights.

In a 1968 study, The Amount and Source of State Taxes in Nevada, Robert Rieke reported taxes on Nevada residents were considerably below the national average as a fraction of income. Psychopathy has been considered one of the most dangerous and pervasive of disorders known to date. The construct has been researched extensively in the adult male criminal population but an ongoing debate remains as to whether personality or behavioral criteria should be considered cardinal to this disorder. A preliminary construct for "adolescent psychopathy" has been based on downward extensions of adult criteria such as the Psychopathy Checklist Revised (PCL-R). This process has been controversial, however, and yielded no conclusive findings. This study adopted a "back to basics" approach to define the construct of adolescent psychopathy using clinicians' judgments.

An interesting extension of advanced time-series analysis techniques is introduced into the domain of volcanological data exploration. A new and innovative use of the well-known ARIMA method for modeling the recurrence rate of volcanism ranging from simple Poissonian volcanoes to those showing cyclic trends is presented. Specifically, we propose a new tool to fingerprint the eruptive behavior of a volcano, which also links some modeling tools of two of the most developed areas in the literature of statistics: stochastic processes and time series. The purpose of this dissertation was to conduct an outcomes-based program evaluation for the Louisiana State Penitentiary (Angola) campus of the New Orleans Baptist Theological Seminary. The study included one primary research question, with two subquestions. The primary research question asked to what extent students in the program developed moral judgment consistent with program goals of rehabilitating students and preparing them for effective ministry.
