Rehabilitating Rehab Through State Building Codes, Sara Bronin

Building codes are not neutral documents. Traditional codes have the effect of deterring the rehabilitation of older structures. But rehabilitation-which can have many positive effects, especially on cities - should be encouraged, not deterred. One promising method of encouraging rehabilitation has been the adoption of "rehabilitation codes": building codes that establish flexible but clear requirements for renovators. After analyzing traditional building codes and three different rehabilitation codes, this Note concludes that more states should adopt mandatory rehabilitation codes.

Automatic vehicle locator (AVL) systems, utilizing military's global positioning system, may impact response time to law enforcement calls for service. In order to evaluate the impacts of AVL on response time to calls for service at the Altamonte Springs Police Department (ASPD), computer aided dispatch (CAD) data from years 1999 to 2003 were analyzed. The analysis of each of the data sets consisted of an initial sequence chart, an analysis of variance (ANOVA), a means plot and a linear regression. Interviews of ASPD personnel were conducted to understand user perceptions of AVL. Based on the ANOVA results, trends indicate that …

Structural health monitoring (SHM) is a promising technology for determining the condition of significant transportation structures objectively for efficient management and preservation of transportation assets. In addition to identifying, locating, and quantifying damage and deterioration due to effects of operation, aging, and natural hazards, the need for taking terrorism-related hazards into account has become evident after 9/11 terrorist attacks. Curriculum

In the 1990s, the Florida Department of Education (FLDoE) and other state education agencies established and adopted education standards to cover major curricular areas in K-12 public education. Florida's standards are linked with statewide assessments in reading, writing, mathematics, and science. The statewide assessment, termed the Florida Comprehensive Achievement Test, or FCAT, is a primary tool used to evaluate student and school performance. Student promotion and graduation are based partly on FCAT scores. In addition, schools receive a grade each year, from A-F, based on their students' FCA T performance and other weighted factors.

Although the idea remains exceedingly controversial, momentum is building in the US space program for an ever-increasing role of humans in space. This momentum is evident in the renewed emphasis on human exploration of the moon and Mars. It is also evident in the private sector's growing interest in space tourism. Even if the move to greater involvement of humans in space is gradual, space exploration and tourism are attracting the government and private funding necessary to underwrite initial steps in this direction. This Development analyzes the extent to which the freedom to arbitrate using shariah is sustainable in light of international law. Part 1I provides background information about the OAA and shariah while Part III analyzes shariah within the context of international law, focusing on its conformance or lack thereof with relevant United Nations ("UN") promulgations. Part IV evaluates possible problems arising from the use of shariah and considers measures that may rectify these while benefiting Muslims and the broader community. The presented method of analysis has the unique feature in its exact inclusion of the coupling between axial force, primary and secondary moments and their conjugate axial and bending strains, and, most importantly, the incorporation of the effect of curvature along the length of the member. Degradation of the material, once yielding has occurred at certain locations is accurately modeled, and the structural behavior for in-plane lateral dynamic loading of 2D shear frame beam-columns is predicted with particular reference to material nonlinearity and taking into consideration any geometrically nonlinear effects. The goal of this thesis was to suggest ways of evaluating the health of police cruisers without bringing these cruisers into a repair facility. The prototype in-car application was developed. The hardware connection was made between the in-car network and the Project54 network. A prototype of a wearable computer system is proposed and implemented using commercial off-shelf components. The system is designed to allow the user to access location-specific information about an environment, and to provide capability for user tracking. Areas of applicability include primarily first response scenarios, with possible applications in maintenance or construction of buildings and other structures. Necessary preparation of the target environment prior to system's deployment is limited to noninvasive labeling using optical fiducial markers.
