No. 20: Migration Of Skills In South Africa: Patterns, Trends And Challenges, Lyndith Waller Jan 2006

No. 20: Migration Of Skills In South Africa: Patterns, Trends And Challenges, Lyndith Waller

Southern African Migration Programme

It is a human inclination to want to position oneself where conditions are best for personal fulfilment, growth and success. People migrate because they perceive their environment as inadequate in terms of what they desire or deserve. The more deserving they consider themselves the more likely they will be to leave a suboptimal environment in search of one in which they will be appreciated – through recognition or pay – and where they can develop their potential, live securely, work towards their goals and enjoy standards with which they align themselves.

Skilled people recognise that they have something to offer; …

Southern African Migration Programme

Significant numbers of African-trained health workers migrate every year to developed countries including Canada. They leave severely crippled health systems in a region where life expectancy is only 50 years of age, 16 per cent of children die before their fifth birthday and the HIV/AIDS crisis continues to burgeon. The population of Sub-Saharan Africa (SSA) totals over 660 million, with a ratio of fewer than 13 physicians per 100,000.

SSA has seen a resurgence of various diseases that were thought to be receding, while public health systems remain inadequately staffed. According to one report, the region needs approximately 700,000 physicians …

The Role Of Emotional Intelligence In Counseling Bilingual Latinos Who Avoid Expressing Or Experiencing Emotions, Mayra A. Montalvo Jan 2006

The Role Of Emotional Intelligence In Counseling Bilingual Latinos Who Avoid Expressing Or Experiencing Emotions, Mayra A. Montalvo

Graduate Research Papers

A review of literature on the role of emotional intelligence in counseling bilingual Latinos who avoid expressing or experiencing emotions reveals that language, gender, ethnicity, religion, and family structure influence emotion usage. The two constructs, emotional intelligence and multiculturalism, offered a framework for understanding cultural and contextual factors in cross-cultural client-counselor relationships, redefining resistance from a multicultural standpoint, and possible therapeutic interventions that take into account the cultural influences and beliefs of Latinos on the mental health system.

Semi-Supervised Conditional Random Fields For Improved Sequence Segmentation And Labeling, Feng Jiao, Shaojun Wang, Chi-Hoon Lee, Russell Greiner, Dale Schuurmans Jan 2006

Semi-Supervised Conditional Random Fields For Improved Sequence Segmentation And Labeling, Feng Jiao, Shaojun Wang, Chi-Hoon Lee, Russell Greiner, Dale Schuurmans

Kno.e.sis Publications

We present a new semi-supervised training procedure for conditional random fields (CRFs) that can be used to train sequence segmentors and labelers from a combination of labeled and unlabeled training data. Our approach is based on extending the minimum entropy regularization framework to the structured prediction case, yielding a training objective that combines unlabeled conditional entropy with labeled conditional likelihood. Although the training objective is no longer concave, it can still be used to improve an initial model (e.g. obtained from supervised training) by iterative ascent. We apply our new training algorithm to the problem of identifying gene and protein …

The Stoic Monastic: Taiwanese Buddhism And The Problem Of Emotions, Hillary Crane Jan 2006

The Stoic Monastic: Taiwanese Buddhism And The Problem Of Emotions, Hillary Crane

Faculty Publications

This paper explores the stoicism of Taiwanese monastics and argues that, in this context, emotions are believed to be dangerous in part because they interfere with spiritual cultivation. A stoic exterior further represents an inner state of calm and a lack of emotionality. Since women are believed to have more emotional problems than men, nuns in particular seek to control their emotions, in part by studying the example of monks. Women’s emotions are contrasted with the trait of compassion, which is associated with men and thought to be selfless. Cultivating compassion is the focus of much of their spiritual practice …

The Emergence Of Public Prosecution In London, 1790-1850, Bruce P. Smith Jan 2006

The Emergence Of Public Prosecution In London, 1790-1850, Bruce P. Smith

Sturm College of Law: Faculty Scholarship

Historians of English criminal justice administration have long asserted that criminal prosecution in England before the second half of the nineteenth century was overwhelmingly "private" in nature. Before the mid-nineteenth century, so the received wisdom goes, "prosecution was almost invariably the sole responsibility of the victim." As the subject's leading historian has observed, "the typical prosecution" in England in the eighteenth and early nineteenth century was "at the initiative of a private citizen who was the victim of a crime and who conducted the prosecution in almost all cases." Indeed, Parliament did not even establish a public prosecutor's office until …

Development Of Literacy Beliefs And Practices: Preservice Teachers With Reading Specializations In A Field-Based Program, Wayne M. Linek, Mary Beth Sampson, I. Laverne Raine, Kimberly Klakamp, Brenda Smith

Reading Horizons: A Journal of Literacy and Language Arts

This manuscript documents a year-long descriptive case study of preservice teachers specializing in reading. The objectives of this study were to (a) better understand the development of literacy beliefs and change processes in preservice teachers with reading specializations engaged in the final year of their field-based teacher education program, and (b) ascertain factors influencing their change processes during the final year of preparation. The results highlight the shifts these preservice teachers made concerning their beliefs about literacy instruction and the factors that served as catalysts for those changes.

Transculturation Of Visual Signs: A Case Analysis Of The Swastika, Joanne Mundorf, Guo-Ming Chen

Communication Studies Faculty Publications

This study explores how the meaning of visual signs changes through the process of transculturation applied to the key Nazi symbol, the swastika. A historical case study of forty-two Nazi and pre-Nazi stamps is conducted to analyze key factors in the process of creating meaning. The study finds that timing, control, history, and universalism are key factors for the transculturation of the swastika. A preliminary model of transculturation is presented. Limitations and directions for future research are also discussed.

The Integrity And Obstinacy Of Intellectual Creations”: Jürgen Habermas And Librarianship’S Theoretical Literature, John Buschman Jan 2006

The Integrity And Obstinacy Of Intellectual Creations”: Jürgen Habermas And Librarianship’S Theoretical Literature, John Buschman

Library Publications

Librarianship and library and information science (LIS) has struggled with itstheoretical and epistemological basis - or lack thereof - for a long time. While this lack continues, there have been renewed efforts to explore various theoretical and philosophical positions and their meaning for librarianship and LIS research. This article explores the framework that Jurgen Habermas offers the field in terms of his interlocking work on history, epistemology, and social/economic critique and theory as part of that effort. Before addressing Habermas's thinking and its application to librarianship, a review of recent and relevant literature on epistemology and/or philosophy of librarianship and …

Phonological Awareness Instruction: Opinions And Practices Of Educators And Speech-Language Pathologists In West Virginia, Melinda J. Daniel

Theses, Dissertations and Capstones

Research has shown phonological awareness to be a strong predictor of literacy. To support literacy development, a phonological awareness project was piloted in several West Virginia schools in 2001. This study compared WV educators based on employment setting (schools participating and those not participating in the phonological awareness project) and professional category (classroom teacher, reading specialist, speech-language pathologist) on answers to survey questions related to phonological awareness. Results showed no significant relationships between employment setting and responses. However, reading specialists reported spending more minutes per week providing phonological awareness instruction to children at risk for reading difficulty than did speech-language …

Newly Betwixt And Between: Revising Liminality In The Context Of A Teacher Preparation Program, Alison Cook-Sather Jan 2006

Newly Betwixt And Between: Revising Liminality In The Context Of A Teacher Preparation Program, Alison Cook-Sather

Education Program Faculty Research and Scholarship

Through an analysis of a contemporary rite of passage-the final stage of teacher preparation-I develop a new theory of liminality that both builds on and extends Victor Turner's enduring insights. The analysis focuses on how preservice teachers in an undergraduate education program engage in a process of identity formation within an asynchronous, nondimensional, liminal space made possible and shaped by e-mail and with the support of experienced mentor teachers.

The World Of Words: A Major Contribution From Linguistics To The World Of Textile Making Off-Loom, Michelle Beauvais Jan 2006

The World Of Words: A Major Contribution From Linguistics To The World Of Textile Making Off-Loom, Michelle Beauvais

Textile Society of America: Symposium Proceedings

Despite not being an historian, I can agree with others that the study of ancient textiles cannot help but be bound up with the history of “fléché” (making braided arrowhead-design sashes) and that such study necessarily involves the archaeology of textiles. While such research is naturally specialized, it is particularly valuable when talking about a product and a “perishable” concept, like the classification of textiles in history. Over and above the terminology aspect, I have studied the confusion concerning the classification of “fléché.” Given the lack of guidebooks in French dealing with key topics like the three Supercategories of fabricmaking …

Messages From The Past: An Unbroken Inca Weaving Tradition In Northern Peru, Lynn A. Meisch Jan 2006

Messages From The Past: An Unbroken Inca Weaving Tradition In Northern Peru, Lynn A. Meisch

Textile Society of America: Symposium Proceedings

The only documented unbroken Inca weaving tradition thrives today in the Huamachuco region of northern Peru (La Libertad Department), where females in several Andean communities weave belts chronicled in A.D. 1590 by a Mercedarian Friar Martín de Murúa. Murúa was entrusted with collecting tribute from and Christianizing the indigenous population of Yanaca in the Province of Aymarays (in modern Apurimac Department in central Peru). His contemporary Guaman Poma accused Murúa of exploitation of the Indians and drew him beating an elderly male weaver (Guaman Poma 1980 [1615]: fig. 647). In his manuscript titled, “History of the Origin and Genealogy of …

United States Public Health Resources

In June 2003, Taiwan introduced a severe acute respiratory syndrome (SARS) telephone hotline service to provide concerned callers with rapid access to information, advice and appropriate referral where necessary. This paper reports an evaluation of the knowledge, attitude, practices and sources of information relating to SARS among physicians who staffed the SARS fever hotline service. A retrospective survey was conducted using a self-administered postal questionnaire. Participants were physicians who staffed a SARS hotline during the SARS epidemic in Taipei, Taiwan from June 1 to 10, 2003. A response rate of 83% was obtained. All respondents knew the causative agent of …
