A Cross-Country Assessment Of Government Intervention And Entrepreneurial Activity, Maria Minniti

New England Journal of Entrepreneurship

Recent studies have shown that the contribution of small firms to employment and GDP is increasing. A large amount of work has also established the significance of social and economic variables for entrepreneurial decisions. Very little is known, however, about how government policies and programs influence entrepreneurial activity, and whether these effects are consistent across countries. Using original data from a representative sample of 10,000 individuals and from more than 300 open-ended interviews in 10 countries, this article provides some suggestive evidence that government intervention aimed at enhancing the underlying environment of entrepreneurial decisions may be more effective than intervention …

Access And Resilience: Analyzing The Construction Of Social Resilience To The Threat Of Water Scarcity, Ruth Langridge, Juliet Christian-Smith, Kathleen A. Lohse

Resilience is a vital attribute that characterizes a system’s capacity to cope with stress. Researchers have examined the measurement of resilience in ecosystems and in social–ecological systems, and the comparative vulnerability of social groups. Our paper refocuses attention on the processes and relations that create social resilience. Our central proposition is that the creation of social resilience is linked to a community’s ability to access critical resources. We explore this proposition through an analysis of how community resilience to the stress of water scarcity is influenced by historically contingent mechanisms to gain, control, and maintain access to water. Tribal Self-Determination At The Crossroads, Kevin Washburn

Faculty Scholarship

The tribal self-determination initiative that began transforming federal Indian policy thirty years ago has reached a crossroads. Despite its transformative effects on tribal governments and the widespread belief that self-determination has been a successful federal approach to Indian affairs, no significant new self-determination program has been initiated at the congressional level in several years. This Article looks to the tribal self-determination initiative's past to gain insights about its future. It also briefly surveys existing tribal self-determination programs and concludes that far more work needs to be done to achieve tribal self-determination. The Right To Counsel In Criminal Cases, A National Crisis, Mary Sue Backus, Paul Marcus

Two years ago, on the fortieth anniversary of Gideon v. Wainwright, the Constitution Project and the National Legal Aid & Defender Association formed a partnership-funded by several organizations -to consider the way in which the Sixth Amendment right to counsel actually functions in criminal cases throughout the United States. The concept was to create a truly national committee with participants from every relevant sector of the criminal justice system, which would conduct research throughout our country, advise our fellow citizens on the matter, and construct recommendations for reform. The authors serve as Reporters to the Committee.
