Design Of Optimal Pi Controllers For Doubly Fed Induction Generators Driven By Wind Turbines Using Particle Swarm Optimization, Wei Qiao, Ganesh K. Venayagamoorthy, Ronald G. Harley
Electrical and Computer Engineering Faculty Research & Creative Works
When subjected to transient disturbances in the power grid, the variable frequency converter (VFC) is the most sensitive part in the variable-speed wind turbine generator system (WTGS) equipped with a doubly fed induction generator (DFIG). The VFC is normally controlled by a set of PI controllers. Tuning these PI controllers is a tedious work and it is difficult to tune the PI gains optimally due to the nonlinearity and the high complexity of the system. This paper presents an approach to use the particle swarm optimization algorithm to design the optimal PI controllers for the rotor-side converter of the DFIG. …

Experimental Infection Of Fox Squirrels (Sciurus Niger) With West Nile Virus, J. Jeffrey Root, Paul T. Oesterle, Nicole M. Nemeth, Kaci Klenk, Daniel H. Gould, Robert G. Mclean, Larry Clark, Jeffrey S. Hall
United States Department of Agriculture Wildlife Services: Staff Publications
Tree squirrels (Sciurus spp.) have exhibited high seroprevalence rates, suggesting that they are commonly exposed to West Nile virus (WNV). Many characteristics of WNV infections in tree squirrels, such as the durations and levels of viremia, remain unknown. To better understand WNV infections in fox squirrels (S. niger), we subcutaneously inoculated fourteen fox squirrels with WNV. Peak viremias ranged from 104.00 plaque-forming units (PFU)/mL of serum on day 2 post-infection (DPI) to 104.98 PFU/mL on 3 DPI, although viremias varied between individuals. Oral secretions of some fox squirrels were positive for WNV viral RNA, occasionally …
Economic Development And The Role Of Agricultural Technology, Richard Grabowski, Sharmistha Self
Economic Development And The Role Of Agricultural Technology, Richard Grabowski, Sharmistha Self
Economics Discussion Papers
In earlier debates on economic development, the agricultural sector’s role was somewhat controversial. While dualistic models highlighted the importance of agriculture, the mainstream literature placed a greater emphasis on the creation of a modern industrial sector. Soon agriculture disappeared from the mainstream development literature to re-emerge recently with a variety of multiple-sector growth models emphasizing the key role of agriculture and specifically technology in agriculture. This paper is an empirical cross-country analysis of agricultural technology’s role in economic development. Specifically, the hypothesis being tested is whether improvements in agricultural technology have a significant impact on long-run economic growth. The results …
Agricultural Development, State Effectiveness, And Long-Run Economic Development, Richard Grabowski, Sharmistha Self
Agricultural Development, State Effectiveness, And Long-Run Economic Development, Richard Grabowski, Sharmistha Self
Economics Discussion Papers
This paper begins with the presumption that rapid economic development requires an effective state. An effective state is able to act independently of powerful interest groups with the aim of allocating resources so as to maximize long-term economic growth. It will be argued that such states are more likely to arise in situations within which the state must earn its income. That is, it must construct an institutional apparatus to extract the revenue that it needs and it is dependent upon the bulk of its agricultural producers to produce this revenue. The higher agricultural productivity within a region, the more …
Emission Standard Versus Tax Under Oligopoly: The Role Of Free Entry, Sajal Lahiri, Yoshiyasu Ono
Emission Standard Versus Tax Under Oligopoly: The Role Of Free Entry, Sajal Lahiri, Yoshiyasu Ono
Economics Discussion Papers
We compare the effects of an emission tax, and those of an emission standard, on welfare and pollution levels under oligopolistic market structures. We consider the cases where the number of firms is fixed and where there is free entry and exit of firms. When the number of firms is fixed (i) an emission standard is welfare-superior to a pollution-equivalent emission tax, and (ii) an emission tax is emission-superior to welfare-equivalent emission standard. Under free entry and exit, the results are just the opposite when the inverse demand function is concave.
Identification Of Svc Dynamics Using Wide Area Signals In A Power System, Ganesh K. Venayagamoorthy, Sandhya R. Jetti
Identification Of Svc Dynamics Using Wide Area Signals In A Power System, Ganesh K. Venayagamoorthy, Sandhya R. Jetti
Electrical and Computer Engineering Faculty Research & Creative Works
This paper presents the design of a wide area monitor (WAM) using remote area signals, such as speed deviations of generators in a power network, for identifying online the dynamics of a static var compensator (SVC). The design of the WAM is studied on the 12 bus FACTS benchmark system recently introduced. A predict-correct method is used to enhance the performance of the WAM during online operation. Simulation results are presented to show that WAM can correctly identify the dynamics of SVC in a power system for small and large disturbances. Such WAMs can be applied in the design of …

Free To Be: Supporting Lesbian, Gay, And Bisexual Students On Catholic Campuses, Jessica B. Buckley
Faculty and Staff Scholarship
There is a long history of tension between the authority of the Vatican and the relative autonomy of Roman Catholic institutions of higher education, particularly in the United States of America. These tensions currently arise on Catholic campuses where student affairs practitioners seek to support lesbian, gay, and bisexual (LGB) students while at the same time operating within Vatican teaching that homosexuality is objectively disordered (Ratzinger, 1986). This paper will review those Catholic teachings on homosexuality and explore policies and practices of student affairs practitioners seeking to serve LGB students at Catholic higher education institutions.

Misperceptions In Intergroup Conflict: Disagreeing About What We Disagree About, John R. Chambers, Robert S. Baron, Mary L. Inman
Faculty Publications
Two studies examined misperceptions of disagreement in partisan social conflicts, namely, in the debates over abortion (Study 1) and politics (Study 2). We observed that partisans tend to exaggerate differences of opinion with their adversaries. Further, we found that perceptions of disagreement were more pronounced for values that were central to the perceiver's own ideology than for values that were central to the ideology of the perceiver's adversaries. To the extent that partisans assumed disagreement concerning personally important values, they were also inaccurate in perceiving their adversaries' actual opinions. Discussion focuses on the cognitive mechanisms underlying misperceptions of disagreement and …

Training Community-Based Professionals To Implement An Empirically Supported Parenting Program, Robert A. Fox, Kathleen M. Duffy, Kathryn M. Keller
College of Education Faculty Research and Publications
Professionals representing 14 community-based organizations were trained at three different sites serving urban and rural families to implement an empirically supported parenting program for families of young children with challenging behaviors. Of the 44 practitioners trained, 23 successfully completed the program, which involved passing a knowledge test and facilitating the entire 10session program with a family. A total of 28, primarily low-income families completed the program. The family outcomes obtained by the facilitators, based on multiple pre-program and post-program measures, were comparable with those reported previously in the literature for facilitators trained in university settings. The challenges inherent in efforts …

The Ongoing Battle Over Weingarten Rights For Nonunion Employees: What Do Terrorism, Corporate Fraud And Workplace Violence Have To Do With It?, Sarah Helene Duggin
Scholarly Articles
Part I of this article offers a brief history of the development of the right of employees to co-worker representation. Part II analyzes the Board's June 2004 decision to withdraw Weingarten rights from non-union employees, and Part III explores key policy factors relevant to recognition of an employee's right to the presence of a co-worker in an investigative interview. Part IV argues that, rather than eliminating Weingarten rights for non-unionized workers, the NLRB should take the next available opportunity to reaffirm and enhance these safeguards.

Roles Of Cyclooxygenase-2 In Microglial Activation And Dopaminergic Cell Death, Rattanavijit Vijitruth
University of Kentucky Doctoral Dissertations
Accumulating evidence suggests that inflammation plays an important role in the progression ofParkinson's disease (PD). Among many inflammatory factors found in the PD brain, cyclooxygenase(COX), especially the inducible isoform, COX-2, is believed to be the critical enzyme in theinflammatory response. Induction of COX-2 is also found in an experimental model of PD producedby administration of 1-methy-4-phenyl-1,2,3,6-tetrahydropyridine (MPTP). To investigate whetherinhibition of COX-2 by valdecoxib or deficiency in COX-2 could prevent dopaminergic neuronaltoxicity and locomotor activity impairment, we injected MPTP into valdecoxib-treated C57BL/6N miceand COX-2 deficient mice, respectively. Both automated total distance and vertical activitymeasurements of the open-field test were significantly …

Effects Of Addition Of A Bird Repellent To Fish Diets On Their Growth And Bioaccumulation, Sheenan Harpaz, Larry Clark
United States Department of Agriculture Wildlife Services: Staff Publications
The effects of adding the nonlethal bird repellent methyl anthranilate (MA), at levels of 100 and 1000 mg/kg, to fish feed on the bioaccumulation and growth of juvenile (10 g) hybrid striped bass (Morone chrysops x M. saxatilis) and juvenile (1g) African cichlid fish Aulonocara jacobfreibergi were investigated under laboratory conditions. The bird repellent did not have any effect on the fish growth or survival over a period of 6 weeks. MA residues at low levels of 11.2 ± 2.6 mg/g were found in lipophili tissues (liver) of MA-fed fish. Control fish, which had no MA added to their diet, …

Monitoring Invasive Mammalian Predator Populations Sharing Habitat With The Critically Endangered Puerto Rican Parrot Amazona Vittata, Richard M. Engeman, Desley Whisson, Jessica Quinn, Felipe Cano, Pedro Quiñones, Thomas H. White
United States Department of Agriculture Wildlife Services: Staff Publications
Critically Endangered Puerto Rican parrots Amazona vittata are one of the rarest birds in the world. Several exotic mammal species capable of preying on Puerto Rican parrots cohabit the Caribbean National Forest with the only wild population of these parrots. We used tracking plates, monitoring blocks and trapping to index black rats, small Indian mongooses and feral cats in parrot habitat and in public-use areas in the same habitat type. We had high trap success for black rats at all sites (42% of all sites combined), among the highest reported in the world. Rat response to monitoring (nontoxic bait) blocks …

Determination Of Diphacinone Residues In Hawaiian Invertebrates, Thomas M. Primus, Dennis J. Kohler, John J. Johnston
United States Department of Agriculture Wildlife Services: Staff Publications
A reversed-phase ion-pair liquid chromatogaphic analysis combined with a solid-phase extraction clean-up method is used to assess the quantity of diphacinone residue found in invertebrates. Three invertebrate species are exposed to commercially available diphacinone-fortified bait used for rat control. The invertebrate samples are collected, frozen, and shipped to the laboratory. The samples are homogenized after cryogenic freezing. A portion of the homogenized samples are extracted with acidified chloroform-acetone, followed by cleanup with a silica solid-phase extraction column. Diphacinone is detected by UV absorption at 325 nm after separation by the chromatographic system. The method limit of detection (MLOD) for snail …

Data was collected using a standardized data entry form and statistical analysis was performed using Epi Info 6, Version 6.02.
Results: There were a total of 20 patients …
Foreign Relations As A Matter Of Interpretation: The Use And Abuse Of Charming Betsy, Roger P. Alford
Foreign Relations As A Matter Of Interpretation: The Use And Abuse Of Charming Betsy, Roger P. Alford
Journal Articles
Charming Betsy is a canon of construction that construes legislative enactments consistent with the law of nations. This canon promotes the passive virtue of avoiding constitutional problems by eschewing potential international law violations through statutory interpretation, thereby enhancing the United States' performance in foreign affairs. As a rule of separation of powers, Charming Betsy helps explain how foreign relations concerns clarify the scope of legislative, executive, and judicial authority. But when advocates contend that the Constitution likewise should be read through the lens of Charming Betsy, they abuse the doctrine by ignoring its purpose. While structural guarantees that relate to …

Orientalisms In The Interpretation Of Islamic Philosophy, Muhammad Ali Khalidi
Orientalisms In The Interpretation Of Islamic Philosophy, Muhammad Ali Khalidi
Publications and Research
The recent death of Edward Said has reignited the debate as to whether his landmark work Orientalism still has something to teach us about the study of Arab-Islamic civilization. In this article, I will argue that Saidʼs central thesis in Orientalism has a direct explanatory role to play in our understanding of the work produced in at least one area of scholarship about the Arab and Islamic worlds, namely Arab-Islamic philosophy from the classical or medieval period. Moreover, I will claim that it continues to play this role not only for scholarship produced in the West by Western scholars but …
The Federal Constitutional Court: Guardian Of German Democracy, Donald P. Kommers
The Federal Constitutional Court: Guardian Of German Democracy, Donald P. Kommers
Journal Articles
Germany’s Federal Constitutional Court rivals the Supreme Court of the United States in protecting political democracy. Its jurisprudence of democracy has shaped the course and character of German politics while upholding the rule of law and defending the constitutionally prescribed “free democratic basic order.” In furtherance of these objectives, the Constitutional Court has invalidated regulations limiting the rights of minor parties and constitutionalizing measures designed to stabilize Germany’s system of parliamentary government. These purposes have been served by constitutional decisions on voting rights, public funding of election campaigns, dissolution of Parliament, and proportional representation, including the limiting 5 percent clause. …

Roman Catholic Lawyers In The United States Of America, Thomas L. Shaffer
Roman Catholic Lawyers In The United States Of America, Thomas L. Shaffer
Journal Articles
My agenda here is Roman Catholics in the American legal profession, from George Higgins's Jerry Kennedy to Judge Samuel Alito's joining the four other Catholics to make a majority on the federal Supreme Court. (I thought, as I said this in Washington, just before the Senate confirmation hearings in January 2006, that some in attendance may not have thought about this, and may have wanted to leap to their feet and phone their senators.)
Begin with ethnographic narrowing: When I talk about Catholic lawyers in the U.S., I mean to talk about descendants of the late immigrants—that is, people whose …

The Democratic Virtues, Our Common Life And The Common School: Trust In Democracy: Anabaptists, Italian Americans, And Solidarity, Thomas L. Shaffer
Journal Articles
Consider two phrases in Professor Marie Failinger's charge to those of us discussing Jeffrey Stout's Democracy and Tradition, October 28, 2005, at Hamline University: (i) "How would we construct a real democratic sociality holding each other responsible for ethical life that would warrant trust in democracy? . . . and, (ii) How do the religious traditions help us reflect on this issue?"
My reflection, probably sectarian, refers more to where we come from than to what we choose. The reference here is to three communities, none of which is primarily concerned with "real democratic sociality." But none of them is …
Refusals To Deal With Competitors By Owners Of Patents And Copyrights: Reflections On The Image Technical And Xerox Decisions, Joseph P. Bauer
Refusals To Deal With Competitors By Owners Of Patents And Copyrights: Reflections On The Image Technical And Xerox Decisions, Joseph P. Bauer
Journal Articles
Under the patent and copyright laws, the owner of a patent for an invention or of a copyright for a work has the right to sell, license or transfer it, to exploit it individually and exclusively, or even to decide to withhold it from the public. By contrast, under the antitrust laws, a unilateral refusal to deal may constitute an element of a violation of Section 2 of the Sherman Act, and the courts may then impose a duty on the violator to deal with others, including possibly with its actual or would-be competitors.
The central question addressed by this …
When Is A War Not A War? The Myth Of The Global War On Terror, Mary Ellen O'Connell
When Is A War Not A War? The Myth Of The Global War On Terror, Mary Ellen O'Connell
Journal Articles
It is essential to correctly classify situations in the world as ones of war or peace: human lives depend on the distinction, but so do liberty, property, and the integrity of the natural environment. President Bush's war on terror finds war where suspected members of al Qaeda are found. By contrast, war under international law exists where hostilities are on-going. To the extent there is ambiguity, the United States should err on the side of pursuing terrorists within the peacetime criminal law enforcement paradigm, not a wartime one. Not only does the criminal law better protect important human rights and …
Judicial Activism And Its Critics, Kermit Roosevelt, Richard W. Garnett
Judicial Activism And Its Critics, Kermit Roosevelt, Richard W. Garnett
Journal Articles
"Judicial activism," writes Professor Kermit Roosevelt, of Penn, has been employed as an "excessive and unhelpful" charge--one "essentially empty of content." As a substitute, Roosevelt reviews here the framework for analysis of Supreme Court opinions that receives fuller treatment in his recent book, The Myth of Judicial Activism. Professor Richard W. Garnett, of Notre Dame, is willing to go along with "much, though not all, of" Roosevelt's position. Ultimately, Garnett suggests "that 'judicial activism' might be salvaged, and used as a way of identifying and criticizing decisions...that fail to demonstrate th[e] virtue" of constitutional "humility."
Congressional Power And State Court Jurisdiction, Anthony J. Bellia Jr.
Congressional Power And State Court Jurisdiction, Anthony J. Bellia Jr.
Journal Articles
Federal laws that regulate state institutions give rise to what the Supreme Court has described as the oldest question of constitutional law. In recent years, the Court has confronted questions of congressional power to regulate state legislatures and executives, but has not directly confronted any question of congressional power to regulate state courts. Since the Founding, questions of congressional power to regulate state court jurisdiction of Article III cases have arisen - most notably, congressional power to assign jurisdiction of federal criminal cases to state courts. Today, significant questions of congressional power to regulate state court jurisdiction over non-Article III …

Religion, Division, And The First Amendment, Richard W. Garnett
Journal Articles
Nearly thirty-five years ago, in Lemon v. Kurtzman, Chief Justice Warren Burger declared that state programs or policies could excessive(ly) - and, therefore, unconstitutionally - entangle government and religion, not only by requiring or allowing intrusive public monitoring of religious institutions and activities, but also through what he called their divisive political potential. Chief Justice Burger asserted also, and more fundamentally, that political division along religious lines was one of the principal evils against which the First Amendment was intended to protect. And from this Hobbesian premise about the inten(t) animating the First Amendment, he proceeded on the assumption that …
