New Immigrant Settlements In Rural America: Problems, Prospects, And Policies, Leif Jensen

Regions of rural America are being reshaped by growing numbers of immigrants who are choosing small-town life over the bright lights of the big city. This study found that immigrant settlers may have a big impact on small, rural communities—sometimes straining resources but also offering promise for reinvigorating dying communities.

Parent Expectations Of Collegiate Teaching And Caring, W. Wayne Young Jr.

College of Education and Human Sciences: Dissertations, Theses, and Student Research

This exploratory research determined parent expectations of their traditionallyaged student’s postsecondary institution with an investigator developed and validated survey entitled the PECTAC (Parent Expectations of Collegiate Teaching and Caring). The PECTAC instrument was predicated upon a culling from relevant literature to reflect topics and issues related to the teaching and caring functions of a private and religiouslyaffiliated Midwestern university. Parent participants were asked to provide basic demographic information in addition to ranking each item based on perceived importance.

A web-based survey software package was used to collect data from 475 participants. Dependent variables of parent gender and first-time college parent …

Critical Race Realism: Towards An Integrative Model Of Critical Race Theory, Empirical Social Science, And Public Policy, Gregory S. Parks

Critical Race Theory was founded as “a race-based, systematic critique of legal reasoning and legal institutions….” Critics argue that it struggles to define its substantive mission, methodological commitments, and connection to the world outside of academia. This article attempts to provide a specific methodology—empirical social science—that is consistent with Critical Race Theory’s overarching mission and that has both applied and academic components. This methodology should ultimately 1) expose racism where it may be found, 2) identify its effects on individuals and institutions, and 3) put forth a concerted attack against it, in part, via public policy arguments. National Health Policy Forum

This background paper provides a review of mental health coverage in the Medicare program. It examines the prevalence of mental disorders among Medicare beneficiaries, treatment available through Medicare, and the cost of such treatment. A brief summary of relevant policy issues is provided, including Medicare’s outpatient mental health limitation and the potential effect of the prescription drug benefit on the provision of mental health services.

Nucleolin Is Required For Rna Polymerase I Transcription In Vivo, Brendan Rickards, S. Flint, Michael D. Cole, Gary Leroy

Eukaryotic genomes are packaged with histones and accessory proteins in the form of chromatin. RNA polymerases and their accessory proteins are sufficient for transcription of naked DNA, but not of chromatin, templates in vitro. In this study, we purified and identified nucleolin as a protein that allows RNA polymerase II to transcribe nucleosomal templates in vitro. As immunofluorescence confirmed that nucleolin localizes primarily to nucleoli with RNA polymerase I, we demonstrated that nucleolin allows RNA polymerase I transcription of chromatin templates in vitro. The results of chromatin immunoprecipitation experiments established that nucleolin is associated with chromatin containing rRNA genes transcribed …

A Construction Of Twelve Lifelong Learners’ Perspectives: An In-Depth, Naturalistic Study Of Self-Integration Of Learning, Marvin L. Hunt

College of Education and Human Sciences: Dissertations, Theses, and Student Research

This research focuses on understanding people who have chosen to learn throughout their lives. A broad question guided this investigation: What is the rich, lived, lifelong learning experience from the individual’s perspective? This question allowed each participant freedom to explore and define issues he/she considered important relative to lifelong learning. Twelve lifelong learners from a wide range of backgrounds, ages, and experience were serially selected using maximum variation sampling. Most qualitative research uses a priori questions aimed at a specific topic, limiting participants’ discussion. In this study, however, grand tour questions prompted each participant to offer information about lifelong learning …

Oct-Based Elastography For Large And Small Deformations, Donald D. Duncan, Sean J. Kirkpatrick, Ruikang K. Wang

Electrical and Computer Engineering Faculty Publications and Presentations

We present two approaches to speckle tracking for optical coherence tomography (OCT)-based elastography, one appropriate for small speckle motions and the other for large, rapid speckle motions. Both approaches have certain advantages over traditional cross-correlation based motion algorithms. We apply our algorithms to quantifying the strain response of a mechanically inhomogeneous, bi-layered polyvinyl alcohol tissue phantom that is subjected to either small or large dynamic compressive forces while being imaged with a spectral domain OCT system. In both the small and large deformation scenarios, the algorithms performed well, clearly identifying the two mechanically disparate regions of the phantom. The stiffness …

Biometrics, Certified Software Solutions, And The Japanese Consumption Tax: A Proposal For The Tax Commission, Richard Thompson Ainsworth

Significant change is anticipated in the Japanese Consumption Tax. The Japanese Tax Commission is recommending that the rate should double, multiple rates should be employed, and the "bookkeeping method" of accounting should be abandoned in favor of the European "invoice method."

The Tax Commission faces a tax policy dilemma. The aging population drives the need for a tax increase (making the Consumption Tax an obvious target for revenue enhancement) at exactly the same time the population is shrinking in overall size, thereby reducing the number of working-consumers who can pay the higher tax.
