Interests in distance education, particularly online education, is increasing in public school districts throughout the United States. Districts are using these courses for a variety of reasons, including, but not limited to the following: offering courses not available at school, increasing the availability of Advanced Placement (AP) and college level courses, and solving scheduling conflicts for students. Many states have created virtual schools for this purpose. The Georgia Virtual School program was created on May 4, 2005, upon signing of Senate BIll 33 by Governor Sonny Perdue. As developing economies face the challenges of liberalization in the global market place, the ISO 9000 Quality Management System (QMS) must be an integrated concept and tool in the planning and implementation of these counties' national and regional technological and socioeconomic development programs. This concern is especially acute for the countries in the Caribbean sub-region where most business organizations are not ISO 9000 certified. Over the past two decades, various structural modifications associated with the provision of national health and its systems have been undertaken. The preponderance of liberalization experiences have occurred in the absence of epidemiological, political, or social considerations associated with adoption and implementation. Often, financial and political manipulation by international organizations and powerful foreign governments has served as the impetus for fundamental shifts leading to an asymmetrical distribution of resources by population density, geography, and along various socio-cultural boundaries. This study attempts to introduce elements of data uncertainty into the Shore and Safranyik model for approximating risk and susceptibility ratings for Mountain Pine Beetle attack in the Morice Forest District of British Columbia, Canada. Data uncertainty is introduced into the modeling procedure by introducing attribute uncertainty and spatial (boundary) vagueness into representations of Forest Inventory Polygon data, an essential component of the Shore and Safranyik modeling system, for the purposes of assessing the effects of uncertainty on the results of the Shore and Safranyik susceptibility modeling procedure. Sandbanks Provincial Park is located on the northern shore of eastern Lake Ontario approximately 150km east of Toronto. The park is located on the southwestern shore of Prince Edward County in Hallowell Township and the research site was located on the larger of the two baymouth barriers the park protects. The research into aeolian sediment transport was carried out over twelve months in 2003--2004 on the Wellington Baymouth barrier. Vegetated sand dunes are sensitive geomorphic systems and when the protective cover is damaged and removed, changes are inevitable. The community forest is increasingly seen as an alternative to industrial forestry for its perceived potential to mitigate conflict in forest resource management and planning. Theoretically, a community-based approach affords the chance to assert local values, provide local benefits, and manage resources differently than established top-down approaches. Yet practical examples of community forest initiatives in Canada reveal a host of constraints. This research uses a multiple case study design to investigate the motivations for and challenges to implementing community forests in British Columbia, Canada. Implementing an ecologically-based land use plan presents a variety of challenges. To gain insight into these challenges, this study focuses on the experiences of actor intimately involved in implementing the Oak Ridges Moraine Conservation Plan. To begin, a conceptual overview of regional planning/growth management, ecosystem-based management, and policy implementation literature and concepts are presented, along with a contextual overview of the Oak Ridges Moraine Conservation Plan. Following the conceptual and contextual overviews, Hanna’s (2006) framework addressing eight obstacles to policy implementation is used to discuss and analyze the information collected during the interview process. Mountain pine beetle (Dendroctonus ponderosae Hopkins) is an endemic species in the forests of British Columbia that has become epidemic and reached infestation levels like never before. Different approaches have been taken in order to try and manage the forest and understand the processes affecting the behavior of mountain pine beetle. No single model has been entirely successful in unearthing the complexity of mountain pine beetle behavior. In this thesis, large spatial data sets of mountain pine beetle attacks, obtained from helicopter and ground surveys, and further adjusted for the incorporation of uncertainty, are studied using a spatial autocorrelation approach …

This dissertation aims to understand the history of, and possible alternatives to, managerial responses to socio-ecological issues by examining one of the largest natural resource management failures of the twentieth century—the collapse of the Northern cod fisheries off Newfoundland and Labrador, Canada. In 1992, the Northern cod fishery off Newfoundland and Labrador (the world's largest ground fishery) was shut down. The Northern cod had been reduced to 1% of their historic spawning biomass and cod fishing as a way of life had come to an end after a 500 year history. Modelling Relationships Between Road Access And Recreational Fishing Site Choice While Accounting For Spatial Complexities, Lenny Michael Hunt

This study examined the relationships between road access and the fishing site choices of northern Ontario recreational anglers. A revealed preference choice model (random utility model) was estimated with fishing trip data from an angling diary with resident anglers from the Thunder Bay and Wawa areas. The results showed that poor quality gravel roads and trails heavily and negatively impacted fishing site choices by Thunder Bay anglers who fished only during the open water season. Poorer quality roads and trails had much less impact on the fishing site choices of other Thunder Bay anglers. Wawa area anglers were, on average, …

In this thesis, I argue that the globalization of production has weakened the power and efficacy of labor unions in the United States. I describe the globalization of production as a set of transformations in both the institutional structure of the economy and in the organization of production, and discuss how these transformations have impacted workers and unions in the American economy. At present there is a reliance on behavioral interventions that have been limited in their effectiveness to reduce the public health burden of chronic disease, partly because the effects of social context on the initiation and maintenance of health behaviors is not incorporated into public health policy and practice. Yet current research indicates that there are macro-level structural and contextual influences on population health that cannot be reduced to individual or compositional effects. This study evaluated the influence of academic, behavioral, and sociocultural variables on the implementation of Schoolwide Positive Behavior Support (SWPBS), a system intended to improve discipline in school buildings. The number of schools that are implementing SWPBS has been increasing dramatically over the years as school violence continues to rise and solutions are needed to improve school climate. Citizens of St. Louis hailed them as heroes, celebrating the captains as courageous explorers, expert frontiersmen, and skilled military leaders. This paper presents research in the field of knowledge management for geo-spatial imagery including scanned aerial photos and satellite images. We have developed a web-based system that allows users to query a database of images not only using metadata, but also drawing sketches of configurations of objects they are interested in as well as inputting textual descriptions of their intended task. Our system integrates case-based reasoning techniques to form a knowledge base from previously issued queries that can be exploited to improve future query processing and to build organizational memory through experience capture. The purpose of this study was to assess stage transitions, processes of change, self-efficacy, decisional balance, and behavioral intention measures of exercise among college students enrolled in a conceptual-based university wellness class. A sub-problem of the study was to utilize the Transtheoretical Model as a basis for comparing two approaches of sequencing course content. Results are based on responses to a questionnaire completed by 164 students enrolled in the Personal Wellness course ( 440:010 sections 02 and 06) and the Human Identity and Relationships course (310:053 sections 02 and 05) during the Spring 2002 semester.
