Recognizing And Understanding Revolutionary Change In Warfare: The Sovereignty Of Context, Colin S. Gray Dr. Feb 2006

Recognizing And Understanding Revolutionary Change In Warfare: The Sovereignty Of Context, Colin S. Gray Dr.

Books, Monographs & Collaborative Studies

The author provides a critical audit of the great RMA debate and of some actual RMA behavior and warns against a transformation that is highly potent only in a narrow range of strategic cases. He warns that the military effectiveness of a process of revolutionary change in a "way of war" can only be judged by the test of battle, and possibly not even then, if the terms of combat are very heavily weighted in favor of the United States. On balance, the concept of revolutionary change is found to be quite useful, provided it is employed and applied with …

Choice, Consent, And Cycling: The Hidden Limitations Of Consent, Leo Katz Feb 2006

Choice, Consent, And Cycling: The Hidden Limitations Of Consent, Leo Katz

Michigan Law Review

Most legal scholars assume that if V consents to allow D to do something to him, such consent makes D's actions legally and morally acceptable. To be sure, they are willing to make an exception when consent is given under a specified list of conditions: Force, fraud, incompetence, third-party effects, unequal bargaining power, commodification, paternalism - all of these may be grounds for rejecting the validity of V's consent. We might call scholars who take this view of consent quasi-libertarians. In this Article, I argue against the quasi-libertarian view of consent. My central claim is that the validity of consent …

Arctic peoples are spread over eight countries and comprise 3.74 million residents, of whom 9% are indigenous. The Arctic countries include Canada, Finland, Greenland (Denmark), Iceland, Norway, Russia, Sweden and the United States. Although Arctic peoples are very diverse, there are a variety of environmental and health issues that are unique to the Arctic regions, and research exploring these issues offers significant opportunities, as well as challenges. On July 28-29, 2004, the National Heart, Lung, and Blood Institute and the Canadian Institutes of Health Research co-sponsored a working group entitled "Research with Arctic Peoples: Unique Research Opportunities in Heart, Lung, …

Music And Moral Geographies: Constructions Of "Nation" And Identity In Singapore, Lily Kong Feb 2006

Music And Moral Geographies: Constructions Of "Nation" And Identity In Singapore, Lily Kong

Research Collection School of Social Sciences

In this paper, I attempt to pull together sociological and geographical perspectives in the study of music to understand the ways in which pop and rock music are socio-cultural products with political and moral meanings and implications. I examine state engineering of moral panics, focusing on a case study of pop and rock music in post-independence Singapore. Such engineering is aimed at political and ideological ends, in particular, "nation"- building outcomes. In engineering moral panics through both discursive and legislative acts, the contours of a moral geography are delineated at various spatial scales. First, at the scale of the national …

De Novo Review Under The Freedom Of Information Act: The Case Against Judicial Deference To Agency Decisions To Withhold Information, Nathan Slegers

San Diego Law Review

This Comment argues that courts should adhere to the de novo standard of review prescribed by Congress in the FOIA statute, and that this standard is necessary for FOIA to provide the public with the affirmative right to access government information. Part I of this Article examines the reasons why FOIA requires the de novo standard of review and why courts ignore the requirement. Part II discusses various standards of review used by courts reviewing agency actions outside FOIA litigation. Specifically, it compares the review of agency adjudications and rulemakings to review under FOIA. Part III analyzes the actual standards …

Central Asia's Transition After Fifteen Years: Growth And Policy Choices, Malcolm Dowling, Ganeshan Vignaraja Feb 2006

Central Asia's Transition After Fifteen Years: Growth And Policy Choices, Malcolm Dowling, Ganeshan Vignaraja

Research Collection School Of Economics

This paper presents a coherent and systematic analysis of the collapse and subsequent revival of the Central Asian Republics (CARs) since 1990. The focus is on the pattern of growth and structural change during the cycle of decline and subsequent revival in the CARs which have been inadequately analyzed in the literature on transition. The paper relates economic performance to initial conditions, country characteristics and policies. Within this framework, it proposes a simple typology of policies (including a new Type III set of policies on regional cooperation and industrial competitiveness) and relates them to the cycle of decline and revival …

Cloud-To-Ground Flash Characteristics For Atlanta, Georgia (Usa), M.L. Bentley Feb 2006

Cloud-To-Ground Flash Characteristics For Atlanta, Georgia (Usa), M.L. Bentley

Faculty Articles, Papers, and Other Scholarship

We analyzed the patterns of cloud-to-ground (CG) lightning flashes around Atlanta, Georgia (USA), a region that has undergone an intense conversion from natural to anthropogenic land uses. For the 12 yr period from 1992 to 2003, annual average CG flash densities of 6 to 8 flashes km–2 emerged around Atlanta. These values are 50 to 75% higher than in the surrounding rural areas, and comparable to flash densities along the Atlantic coast of Georgia. High flash densities extended over a large swath of Atlanta, and into Gwinnett County, a heavily suburbanized, rapidly growing county to the northeast. Urban flash production …

Future Of Fcs Financial Services, Lindsay Wiff Feb 2006

Future Of Fcs Financial Services, Lindsay Wiff

Theses and Dissertations

In 1935, Farm Credit Associations (FCAs) were comprised of 5,000 offices serving 10,000 communities. Today 97 associations serve 1,100 communities. FCS Financial Services (FCS) provides services to roughly 3,200 members whose lives and businesses will be affected if FCS is also forced to close its branch offices.

Executives at FCS have grown increasingly concerned the past few years; if action isn't taken the likelihood of branch closures are inevitable. In order to secure the future of its branches and employees, as well as serve the needs of rural communities, changes need to be taken. The president and CEO, Mike Krutza, …

Extending Economic Boundaries And Exporting Expertise: New Evidence On Singapore's Gambit In Indonesia, Vietnam And India, Caroline Yeoh, Siang Yeung Wong Feb 2006

Extending Economic Boundaries And Exporting Expertise: New Evidence On Singapore's Gambit In Indonesia, Vietnam And India, Caroline Yeoh, Siang Yeung Wong

Research Collection Lee Kong Chian School Of Business

Singapore's regionalization stratagem led to the establishment of industrial parks in China, India and several South-East Asian countries. The strategic intent behind these overseas projects was twofold: exporting Singapore's competencies such as management know-how, technological capabilities and corrupt-free administration to regions where such positive factors were lacking and secondly, exploiting comparative advantages that each region had to offer. This paper 1 revisits Singapore's flagship projects in Indonesia, Vietnam and India. Evidence from on-site surveys and interviews are presented. This paper contends that progress in these privileged investment zones remains stymied by particular dependencies and challenges in the host environments.

Early Childhood Cognitive Development: A Descriptive Study On The Effectiveness Of Preschool Curricula, Alisa Shook Dyson Feb 2006

Early Childhood Cognitive Development: A Descriptive Study On The Effectiveness Of Preschool Curricula, Alisa Shook Dyson

Doctoral Dissertations and Projects

This study examined the lack of rigorous, systematic evaluation of preschool curricula utilizing three survey instruments developed by NSSE: Parent/Guardian Questionnaire, Staff Questionnaire, Program Specific Indicators o/Teaching and Organizational Effectiveness. The measures were designed to reflect the concepts of developmentally appropriate practices (DAP) as presented in the revised 2005 NAEYC guidelines, Association of Christian Schools International Intended Student Outcomes, and The National Study of School Evaluation (NSSE) accreditation assessment instruments. Two hundred surveys completed by nonprofit, Christian early childhood center administrators across the United States were utilized in this study. Quantitative data presented utilizing NSSE's psychometric instruments provides the information …

A Stable Isotopic Investigation Of A Polar Desert Hydrologic System, Mcmurdo Dry Valleys, Antarctica, Michael N. Gooseff, W. Berry Lyons, Diane M. Mcknight, Bruce H. Vaughn, Andrew G. Fountain, Carolyn Dowling

Geology Faculty Publications and Presentations

The hydrologic system of the coastal McMurdo Dry Valleys, Antarctica, is defined by snow accumulation, glacier melt, stream flow, and retention in closed-basin, ice-covered lakes. During the austral summers from 1993-1996 and 1999-2000 to 2002-2003, fresh snow, snow pits, glacier ice, stream water, and lake waters were sampled for the stable isotopes deuterium (D) and 18O in order to resolve sources of meltwater and the interactions among the various hydrologic reservoirs in the dry valleys. This data set provides a survey of the distribution of natural water isotope abundances within the well-defined dry valley hydrologic system in Taylor Valley, which …

Globalization, Migration Health, And Educational Preparation For Transnational Medical Encounters, Peter Koehn Jan 2006

Globalization, Migration Health, And Educational Preparation For Transnational Medical Encounters, Peter Koehn

Political Science Faculty Publications

Unprecedented migration, a core dimension of contemporary globalization, challenges population health. In a world of increasing human mobility, many health outcomes are shaped by transnational interactions among care providers and care recipients who meet in settings where nationality/ ethnic match is not an option. This review article explores the value of transnational competence (TC) education as preparation for ethnically and socially discordant clinical encounters. The relevance of TC's five core skill domains (analytic, emotional, creative, communicative, and functional) for migration health and the medical-school curriculum is elaborated. A pedagogical approach that prepares for the transnational health-care consultation is presented, with …

The Role Of Reservations And Declarations Before The Inter-American Court Of Human Rights: The Las Hermanas Serrano Cruz Case And The Future Of Inter-American Justice, Jessica L. Tillson Jan 2006

The Role Of Reservations And Declarations Before The Inter-American Court Of Human Rights: The Las Hermanas Serrano Cruz Case And The Future Of Inter-American Justice, Jessica L. Tillson

ExpressO

Las Hermanas Serrano Cruz is a landmark case in the jurisprudence of the Inter-American Court of Human Rights because it excludes a large body of arguably valid claims from meaningful adjudication within the inter-American system. In the Las Hermanas Serrano Cruz decision on preliminary objections, the Court upheld El Salvador’s restriction to rationae temporis. Although the State’s restriction was improper both substantively and procedurally, the Court held it to be valid under the American Convention on Human Rights by misclassifying it as a declaration rather than a reservation. This mistake not only proved detrimental to the Las Hermanas Serrano Cruz …
