Academic Libraries In Transition: Current Trends, Future Prospects, Gregory A. Smith Mar 2006

Academic Libraries In Transition: Current Trends, Future Prospects, Gregory A. Smith

Faculty Publications and Presentations

Academic libraries are in transition because of changes in the context of higher education. Changes in the world of information are even more radical: the displacement of paper, the primacy of the search engine, the emergence of the digital lifestyle, and innovative patterns of scholarly communication. Decreasing reliance on local collections is transforming the library as a physical destination. Traditional measures of library success have begun to be replaced. Given the superiority of other information professionals' data management skills, the role of academic librarians will shift toward the enablement of learning. This environment of upheaval will pose both opportunities and …

Evaluation And Analysis Of Node Localization Power Cost In Ad-Hoc Wireless Sensor Networks With Mobility, Brian A. Sessler Mar 2006

Evaluation And Analysis Of Node Localization Power Cost In Ad-Hoc Wireless Sensor Networks With Mobility, Brian A. Sessler

Theses and Dissertations

One of the key concerns with location-aware Ad-hoc Wireless Sensor Networks (AWSNs) is how sensor nodes determine their position. The inherent power limitations of an AWSN along with the requirement for long network lifetimes makes achieving fast and power-efficient localization vital. This research examines the cost (in terms of power) of network irregularities on communications and localization in an AWSN. The number of data bits transmitted and received are significantly affected by varying levels of mobility, node degree, and network shape. The concurrent localization approach, used by the APS-Euclidean algorithm, has significantly more accurate position estimates with a higher percentage …

A Comparative Usability And End-User Satisfaction Analysis Of Two Geographic Information System (Gis) Applications, Mark E. Barner Mar 2006

A Comparative Usability And End-User Satisfaction Analysis Of Two Geographic Information System (Gis) Applications, Mark E. Barner

Theses and Dissertations

The Air Force has recognized that organizations across Air Force installations often require geospatial information resources or maps to accomplish mission essential tasks. To provide an AF-wide approach to addressing this need, in 2001, the Headquarters Air Force Geo Integration Office formed the USAF GeoBase program. GeoBase is the name given to the Air Force's GIS program. As GeoBase has been implemented across the Air Force, there have been no mandated product standards for GIS applications. This thesis focuses on two different GIS applications being used across the CE community for the management of airfield obstructions. These two applications are …

Bda Enhancement Methodology Using Situational Parameter Adjustments, Michael V. Carras Jr. Mar 2006

Bda Enhancement Methodology Using Situational Parameter Adjustments, Michael V. Carras Jr.

Theses and Dissertations

In the context of close ground combat, the perception of Battle Damage Assessment (BDA) is closely linked with a soldier’s engagement decisions and has significant effects on the battlefield. Perceived BDA is also one of the most complex and uncertain processes facing the soldier in live combat. As a result, the modeling and simulation community has yet to adequately model the perceived BDA process in combat models. This research effort examines the BDA process from a perception standpoint and proposes a methodology to collect the pertinent data and model this perception in the Army’s current force-on-force model, CASTFOREM. A subject …

Making Social Studies Meaningful For Ell Students: Content And Pedagogy In Mainstream Secondary School Classrooms, Michelle Yvonne Szpara, Iftikhar Ahmad

Essays in Education

Content-area instruction for English language learners (ELL) represents a growing area of instructional need in high schools across the United States. This article focuses on the challenges and successes in developing an effective instructional environment for teaching secondary-level social studies curriculum to a sheltered population of ELLs. In the present study, grant funding was provided for a schooluniversity partnership to support content-area teachers’ efforts to increase ELL students’ comprehension skills. The authors of this paper propose a multi-tiered approach to meeting the needs of English language learners in the mainstream social studies classroom – providing social and cultural supports during …

Systematics Of The Endangered Mauremys Mutica And Mauremys Annamensis, Jonathan Julio Fong Mar 2006

Systematics Of The Endangered Mauremys Mutica And Mauremys Annamensis, Jonathan Julio Fong

Loma Linda University Electronic Theses, Dissertations & Projects

Almost all turtle species in Asia are going extinct due to the demand for turtle products as food and medicine. A difficulty in creating effective conservation measures is that very little is known about the evolutionary relationships between populations and species. It is believed that several lineages we are currently calling species could in actuality be a complex of several species. One of these supposed species is the Yellow Pond Turtle, Mauremys mutica. Previous research has shown this group to have a tremendous amount of morphological and molecular diversity. In this study, I have used a combination of known-locality, farm, …

The Cambodia Mine/UXO Victim Information System (CMVIS) is the leading mine/unexploded ordnance (UXO) casualty collection system in the world. The data is obtained through an elaborate chain of operations that begins with an expansive volunteer network at the community level and ends with the dissemination of the data to the end-users.

The evaluation assessed the consistency of operations, CMVIS capacity for the purpose of determining degree of future involvement of Cambodian Red Cross and Handicap International Belgium; the appropriateness of the CMVIS deployment schemen and level of responsiveness to beneficiaries, and whether CMVIS humanitarian impact was maximized given its current …

Leaving Homeroom In Handcuffs: Why An Over-Reliance On Law Enforcement To Ensure School Safety Is Detrimental To Children, Jennie Rabinowitz Mar 2006

Leaving Homeroom In Handcuffs: Why An Over-Reliance On Law Enforcement To Ensure School Safety Is Detrimental To Children, Jennie Rabinowitz

Cardozo Public Law, Policy & Ethics Journal

The note critiques the increasing reliance on law enforcement and criminal justice systems to address school safety, arguing that such measures are often costly, ineffective, and disproportionately impact minority students. It advocates for alternative strategies, such as early intervention, education, and student empowerment, to prevent violence and create safer school environments. These approaches, the note suggests, not only reduce reliance on punitive measures but also address underlying issues and foster positive student outcomes.

Exactions And Burden Distribution In Takings Law, Carlos A. Ball, Laurie Reynolds Mar 2006

Exactions And Burden Distribution In Takings Law, Carlos A. Ball, Laurie Reynolds

William & Mary Law Review

In the last several decades, there has been a marked shift in local government financing away from the use of general revenue taxes and toward nontax revenue-raising devices such as exactions. This Article argues that the Supreme Court, in its exaction cases, missed a golden opportunity to slow this troubling trend toward the greater privatization of local government financing. In addition, it explains how the Court's exaction cases are inconsistent with the goal of burden distribution as reflected in the Court's takings jurisprudence. The Article proposes that the constitutional standard applied to exactions be reformulated to account explicitly for burden …

Toward A New Model Of Consumer Protection: The Problem Of Inflated Transaction Costs, Jeff Sovern Mar 2006

Toward A New Model Of Consumer Protection: The Problem Of Inflated Transaction Costs, Jeff Sovern

William & Mary Law Review

Contrary to the predictions of conventional economic theory, firms often benefit by increasing consumer transaction costs. Firms do so by, for example, obscuring contract terms in a variety of ways, such as providing them after the contract is agreed to, enclosing them with other more interesting information, using small print, and omitting important terms such as arbitration fees from the written contract. Firms also benefit by taking advantage of predictable consumer behaviors, such as the tendency of consumers not to seek rebates, to overload when provided with too much information, and to ignore dull information when overshadowed by vivid information. …

Report Of The Working Group On The Role Of Race, Ethnicity, And Class, Working Group On The Role Of Race, Ethnicity, And Class

Nevada Law Journal

This Working Group considered the role of race, ethnicity, and class (hereinafter "REC") in the attorney-client relationship. Participants recognize that, in American society, children in the child welfare and juvenile justice systems are disproportionately poor and of color while the lawyers for those children and the decision makers are overwhelmingly white and middle class. This racial disparity may affect attorney client communication, perpetuate stereotypes, foster distrust of the legal system and contribute to bad outcomes for the affected children and families. Issues related to REC, which often are ignored both in the attorney client relationship and more generally in the …

Community Research Mythology, Barabara Walden Mar 2006

Community Research Mythology, Barabara Walden

The Qualitative Report

This article is dedicated to an in-depth discussion of the theme “community” and the implications the multiple meanings of community hold for the field of qualitative research. This theme surfaced from Waldern’s 2003 study entitled Resistance to Research in Vancouver’s Downtown Eastside, which dealt with participant resistance to joining research efforts, and deserves the attention of all social researchers. In this article, the politics of the rese arch process are discussed to evaluate and suggest improvements for reflexive methods of inquiry. Determining that the idea of “community research ” is a myth, this work is concerned about making qualitative methods …

Family, Community, And School Influences On Resilience Among American Indian Adolescents In The Upper Midwest, Teresa D. Lafromboise, Dan R. Hoyt, Lisa Oliver, Les B. Whitbeck Mar 2006

Family, Community, And School Influences On Resilience Among American Indian Adolescents In The Upper Midwest, Teresa D. Lafromboise, Dan R. Hoyt, Lisa Oliver, Les B. Whitbeck

Department of Sociology: Faculty Publications

This study examines resilience among a sample of American Indian adolescents living on or near reservations in the upper Midwest. Data are from a baseline survey of 212 youth (115 boys and 97 girls) who were enrolled in the fifth through eighth grades. Based upon the definition of resilience, latent class analyses were conducted to identify youth who displayed prosocial outcomes (60.5%) as opposed to problem behavior outcomes. A measure of family adversity was also developed that indicated only 38.4% of the youth lived in low-adversity households. Defining resilience in the context of positive outcomes in the face of adversity, …

Lessons Learned From The St. Francis Dam Failure, J. David Rogers Mar 2006

Lessons Learned From The St. Francis Dam Failure, J. David Rogers

Geosciences and Geological and Petroleum Engineering Faculty Research & Creative Works

The St. Francis Dam (Fig. 1), a curved concrete gravity structure 209-feet high, located in the mountains about 35 miles north of downtown Los Angeles, failed catastrophically near midnight just before March 12, 1928. The failure released 36,180 acre-feet of water down San Francisquito Canyon on a turbulent 55-mile journey to the Pacifica Ocean near Ventura, killing 450 people. As the deadliest American civil engineering failure of the 20th century, the city of Los Angeles paid more than $7 million in restitution to the victims' families and affected landowners. The sudden failure of a new concrete dam constructed by a …

Strategic Airlift En Route Analysis To Support The Global War On Terrorism Using A Value Focused Thinking Approach, Marykathryn W. Tharaldson Mar 2006

Strategic Airlift En Route Analysis To Support The Global War On Terrorism Using A Value Focused Thinking Approach, Marykathryn W. Tharaldson

Theses and Dissertations

The Global War on Terrorism (GWOT) has yielded new challenges to the United States' strategic airlift infrastructure. The network of en-route airfields that serve as refueling and maintenance stops were designed primarily to service relatively static Cold War requirements. However, the GWOT has resulted in the need for an infrastructure that is responsive to a highly dynamic environment. This research uses a "value focused" methodology to identify en-route airfield locations that simultaneously maximize cargo throughput capability while possessing a high degree of adaptability to volatile cargo delivery requirements.

Flood Frequency In China's Poyang Lake Region: Trends And Teleconnections, David Shankman, Barry D. Keim, Jie Song Mar 2006

Flood Frequency In China's Poyang Lake Region: Trends And Teleconnections, David Shankman, Barry D. Keim, Jie Song

Faculty Articles, Papers, and Other Scholarship

Poyang Lake in Jiangxi Province is the largest freshwater lake in China and is historically a region of significant floods.Annual events of peak lake stage and of severe floods have increased dramatically during the past few decades. This trend is related primarily to levee construction at the periphery of the lake and along the middle of the Changjiang (Yangtze River), which protects a large rural population. These levees reduce the area formerly available for floodwater storage resulting in higher lake stages during the summer flood season and catastrophic levee failures. The most severe floods in the Poyang Lake since 1950, …

Inside The Outsider: Critical Race Theory Against Human Rights?, Eric Heinze Feb 2006

Inside The Outsider: Critical Race Theory Against Human Rights?, Eric Heinze

ExpressO

This article examines disturbing contradictions within critical race theory. Critical race theorists, such as Mari Matsuda, Richard Delgado, or Charles Lawrence, maintain that legal norms cannot be taken at face value, but must instead be understood in historical and social context. For example, the Fourteenth Amendment was adopted to guarantee ‘equal protection of the law’ to all citizens. However, on its face, that norm reveals little about the brutality and exclusion that ethnic minorities subsequently experienced, often with the complicity of legislatures and courts.

Matsuda applies that analysis to hate speech in the 1993 collection Words That Wound, which remains …

Understanding Jurisprudential Approaches To Islam, Marc L. Roark Feb 2006

Understanding Jurisprudential Approaches To Islam, Marc L. Roark

ExpressO

The United States recent deal with a United Arab Emirites Company to operate seven U.S. Ports highlights a growing tension in U.S. and Arabic commercial relations. One tension that has remained unnoticed is the role that U.S Courts play in interpreting Islamic texts when the commercial or legal outcome depends on an understanding of the religious culture. This article describes seven cases that demonstrate various approaches to this problem. This article utilizes an approach by James Boyd White, and suggests that translation or its kin transliteration can help judges in deciding Islamic legal principles.
